This paper contributes to the theory of environmentality – the ‘conduct of conduct’ with regard to the environment – by incorporating Foucault’s notion of counter-conducts to elucidate the political subjectivities emergent from the performance of dissent in relation to different forms of power – sovereign, disciplinary and biopower – through which a spatialized rational-technical governmentality of ‘green’ mining and logging is enacted in Saracá-Taquera National Forest (FLONA), Brazilian Amazonia. We analyse the counter-conductive subjectivities emergent from forest peoples’ political articulation through identity categories riberinhos and quilombolas (enshrined in the 1988 Constitution and subsequent laws), claiming of rights to delimit areas of traditional use and ancestral territories, along with direct action, critical discourse and reassertion of agroecological knowledge against industrial resource extraction. To capture the dynamic relation of the conduct of conduct to counter-conducts we draw on a late Foucauldian model of a self, wherein his earlier focus on how the Panopticon shapes self-discipline is complemented by a turn to care for and ethics of the self - practices of freedom through which subjects have the potential to transcend self-discipline. We use this lens to illuminate two case-studies, one focusing on mining, the other on timber, exploring how in this protected area - which permits the ‘sustainable’ industrial extraction of natural resources - the state, companies and an NGO try to shape forest peoples as ‘green’ subjects. Counter-conducts provide the theory of environmentality with a broader perspective on resistance foregrounding the production of political subjectivities in dissent whilst breaking with the resistance-domination binary.  相似文献

We aim to show how some of the important interdisciplinary fixes or solutions to diverse problems observed in fisheries can complement each other. This can be achieved through methodical allocation of the rights pertaining to fisheries and simultaneous implementation of policy instruments to correct for market failures and equity concerns. We emphasize via a roadmap that there are some general principles that should be invoked when choosing between alternative structures of rights. Our examples from Sweden provide evidence of the flexibility of fishing rights and how they can be adapted to integrate fixes from different disciplines into practical fisheries management.  相似文献

In response to recommendations made by a recent performance review, the Indian Ocean Tuna Commission (IOTC) is attempting to develop a quota allocation system (QAS) for management of the tuna and tuna-like species of the Indian Ocean. As “first-movers” in the process, Indonesia, the Seychelles, the European Union, Iran, and the Republic of Korea made contrasting proposals to the IOTC in March 2011 on possible QAS form and structure. Structure (the factors to be taken into account in determining allocation) is critical as it will determine on a long term basis the share accruing to each IOTC member state of the estimated USD 2-3 billion worth of tuna caught in the Indian Ocean each year. This article records and discusses the content of these first steps towards QAS formulation by placing them in the context of rights-based management as applied to the offshore areas falling under tuna RFMO management. The options proposed in March (which the IOTC is still considering) all have a similar architecture but result in sharply divergent allocation outcomes. Despite the sophistication of some of the proposals, the recent IOTC review suggests that the regulatory and management capacity of the IOTC does not match the science and enforcement requirements appropriate to these recent proposals. Perhaps efforts to improve IOTC performance need to be made in parallel with discussions on QAS definition and implementation. To further advance the debate and also concretely demonstrate likely economic outcomes, the article provides indicative monetary valuations of quota allocations proposed. The push for catch shares is on in the United States, nationwide generally, and in the western Pacific specifically. The prevailing understanding of catch shares emphasizes individual private property rights and changes in fisher behavior are understood to result from changes in rights in accordance with a long-established canon in fisheries economics. It is argued that this orthodoxy misses the causal factor in catch shares and thus constricts the range of policy options for catch shares. Moreover, this standard understanding of catch shares fosters opposition. Opposition to catch shares in the western Pacific can be understood as a specific variant of a generic pattern of opposition that is often centered on concerns for distributional impacts. Blind to the fact that their own misunderstanding fuels opposition, proponents of privatization resort to explaining opposition in terms of a simple, but inaccurate, for-or-against-catch-shares dichotomy. Perpetuation of this dichotomy has become a tool in the promotion of one particular ideological conception of catch shares and is a disservice to the public policy process. A possible path forward in the context of the western Pacific is presented that is based on diminishing the role of outside policy experts while encouraging local design of programs to meet local goals. Such an approach is consistent with the nature of development as local people adopt and adapt outside influences on their own terms.  相似文献

On-going tenure changes in the cotton zone in southern Mali are discussed. Land tenure in the area is changing and adapting to the rapid agricultural development taking place. This adaptation supports the main tenets of Property Rights Theory (PRT). The driving forces behind enclosure of land rights as described by PRT, such as population pressure and increased market access, are acknowledged. Enclosure takes two forms in the study area. First, some customary authorities in villages where population pressure is relatively high attempt to restrict access to pastures and woods on village land to create exclusive village commons. Second, holdings are being subdivided and farmers are increasingly confining their fields through tree planting. Except around the towns, where semi-formal land sales are becoming increasingly frequent, this individualisation does not imply exclusive and absolute private property to land. Bundles of overlapping rights still exist where various individuals or groups control access to different resources on the same piece of land.  相似文献

This paper explores the rise of rights-based development (RBD) and its endorsement by prominent international institutions (such as the United Nations) and International Development Agencies (IDAs) like the World Bank. It situates RBD in global political context and analyses it in relation to the international politics of development, especially the politics of neo-liberal adjustment policies in Africa. The paper shows how RBD emerged against a backdrop of debate about four international issues associated with neo-liberalism and its discontents, namely globalisation and uneven development; capability and good governance; human rights and human development; and NGOs in the politics of development. Debates about those four issues keep repositioning the state as the central actor in RBD, and holding the state accountable for development (or the lack thereof) under international law. The paper’s basic point is that state-centric RBD is paradoxical and highly political. Greater accountability is being demanded of states––especially in Africa––from the same neo-liberal forces (such as the World Bank) charged with weakening state capacity, undermining democracy, and diminishing state authority. In terms of international power relations and the politics of development, RBD does signal something of a willingness to rethink certain aspects of the dominant neo-liberal agenda. And yet adjusted states are being subjected––in the name of RBD––to novel methods of international surveillance and forms of conditionality. States are ultimately held responsible for human rights violations, even when it is non-state actors (and their neo-liberal policies) that caused those rights to be violated in the first place. RBD is, therefore, a partial answer (at best) to the questions of empowerment and change raised by critics of neo-liberalism.  相似文献

Geographers have assessed the success and failure of the U.S. Civil Rights Movement in terms of the African American struggle for justice, social identity, and economic survival. Conspicuously absent from the geographic literature are pedagogically oriented studies of the historical geography of the Civil Rights era. The Movement's popular image has congealed into a celebratory collection of names and dates, the sum of which is a vague, nearly mythic retelling that students might recognize but not necessarily care about. As a result, the Movement is at once contemptuously familiar yet bewilderingly strange for our students. This article offers a sympathetic critique of conventional Movement narratives, introducing the notion of empathetic pedagogy and presenting a case study of the Montgomery bus boycott. Our pedagogical approach stresses the role of empathy, both as a factor in shaping the actual sociospatial development of the Movement, as well as a strategy for encouraging students to appreciate the everyday courage and sacrifice that animated so many of its participants. Our study brings together two burgeoning literatures that have the potential to cultivate empathy among students: the critical reevaluation of mobility and explorations of subjectivity from a psychoanalytic perspective. Here mobility is understood in both its literal and figurative sense: in the case of the bus boycott, the intricate network established to literally move African Americans around the city, as well as the figurative movement of sympathy and solidarity that “moved” people to support their efforts and now informs popular, selective understandings of the protest.  相似文献

Emerging as an innovation for improving the management of overexploited fisheries around the world, rights-based fisheries management systems are being implemented in the form of either species- or area-based management. While there are numerous reviews on species-based management, there have been none on area-based management. To fill this gap, we undertake a critical review of the literature on area-based management systems known as “Territorial Use Rights for Fisheries” (or TURFs). Following an exhaustive search, seventy-nine peer-reviewed journal papers discussing the evolution, effectiveness, enforcement, and management context of TURFs were identified and selected. Review of these papers reveals that there is a growing interest in investigating the real-world effects of TURFs, both positive and negative. The variability in TURF performance appears to be due to design features, enforcement behavior of fishers, and specific contextual conditions, namely, biological fishery characteristics, socio-economic aspects of fishers, and institutional arrangements. The bulk of the published research has focused on theoretical analysis and empirical evidence based on fishers’ perception and experience. And there has been little research on enforcement issues or how design features and management contexts influence performance. This review emphasizes the need for rigorous empirical analyses of TURF effects, including assessment of the cost-effectiveness of different enforcement schemes and the effects of contextual conditions on TURF performance. Addressing current shortcomings in the literature could improve the design, implementation and performance of TURFs worldwide.  相似文献
