This paper is about ‘material politics’. It argues that this may be understood as a material ordering of the world in a way that contrasts this with other and equally possible alternative modes of ordering. It also suggests that while material politics may well involve words, it is not discursive in kind. This argument is made for the mundane and material practice of boiling pigswill that the 2001 UK foot and mouth outbreak showed to have a layered importance. Boiling pigswill was a political technique in at least three different ways. First it made difference, dividing the rich from the poor by separating disease free countries from those in which foot and mouth is endemic. Second, it joined times and places by linking past agricultural practices with those of the contemporary world, and linking Britain with the world. And third, it also showed a way of limiting food scarcity on a world wide scale because it allowed food to be recycled, albeit on a small scale, in a region of plenty. ‘Politics’ is often linked to debate, discussion, or explicit contestation. Alternatively, it is sometimes seen as being embedded in and carried by artefacts. For the case of boiling pigswill neither approach is satisfactory. The first privileges the life of the mind while in the second politics is linked too strongly to a single order. The version of politics presented here foregrounds both materiality and difference. And it involves articulation: the question is not whether something is political all by itself but whether it can be called political as part of the process of analysing it.  相似文献

One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Third, I turn to my own and others’ research and consultation experiences as a way to examine the possibilities for reconciling theoretically driven critiques with policy relevant research.  相似文献

There are two antagonistic, but equally influential traditions in the study of the nexus between resource use and violent conflict. One works through a Malthusian frame linking resource scarcity with violence, the other school of thought establishes a nexus between resource abundance and the incentives to use violence for rent monopolisation in a political economy of war or markets of violence. The tacit essentialism inherent in both schools of thought has increasingly come under critical scrutiny by geographers and anthropologists. To escape such essentialism requires a more detailed study of the dynamism of the political economy of (civil) war and its spatial dynamics, the political geographies of violence. In this paper, we study endowments and entitlements of people depending on common-pool or open-access resources in war-affected areas of Sri Lanka. Rural spaces in the war-affected areas became both a strategic retreat for fighters and an important common-pool resource on which a large part of the rural populace depended for their survival. Our research illustrates how the political geographies of war affect access regimes and entitlements to common-pool resources and thereby confine the livelihood opportunities of resource users. These dynamics of the political economy of war cross different scales and go beyond simple place-based struggles, for they are rooted in broader spatial dynamics of warfare creating place-space tensions in the sense that spatial dynamics of military control impinge changing access regimes upon specific places.  相似文献

Historical processes of state formation and nation building are crucial for an understanding of the geography of religions and churches in Europe. Each country has developed its own model of state-church relations, giving rise to a ‘bewildering variety’ as Grace Davie aptly remarks. The aim of this paper is to bring some order to this variety by developing a framework for the comparative study of church-state relations based on Stein Rokkan’s famous conceptual map and recent extensions of it to Central and Eastern Europe by John Madeley. According to that framework Europe has been divided into three mono-confessional (Roman Catholic, Lutheran, and Eastern Orthodox) blocs and two multi-confessional culture belts from Northwest to Southeast, and from Northeast to Southeast. This historical pattern has been challenged by secularisation, which started with the Enlightenment and the French Revolution (Western Europe) and the Russian Revolution (Eastern Europe until the velvet revolutions of 1989/1991) and then became widespread after the ‘cultural revolutions’ of the 1960s. A second challenge has to do with globalisation and its consequences, such as massive immigration and the rise of immigrant religions, and in general deterritorialisation, which means the disembeddedness of religion from its national territory. A third challenge concerns reterritorialisation at other (supranational, regional, transnational, and local) scales, of which the new territorial order of the European Union seems to be the most important. Finally, this paper serves as an introduction to the case studies on church-state relations in this special issue.  相似文献

This paper examines the melding of two discourses in southeastern Zimbabwe: land reform and wildlife management. The former seeks to redistribute large, ‘under-utilized’ landholdings to smallholders whilst the latter needs extensive land holdings to be viable. These two discourses are rooted in very different models of development. The land reform exercise emphasizes direct redistribution, equity and land for crops; whilst the wildlife management discourse tends to stress maximizing foreign exchange earnings, encouraging public-private partnerships and trickle down. Yet there has been a recent flurry of interest in the development of ‘wildlife models’ for land reform which would combine the two. This paper investigates whether the competing discourses about land for smallholders and wildlife-based land reform are compatible or can be successfully reconciled. It traces the ways they have come together in Zimbabwe’s southeast lowveld and examines the ‘science’ and politics underlying their melding. Finally it explores the potential implications for rural people’s livelihoods of this development. It concludes that land reform and wildlife management can be reconciled, but probably not in a particularly equitable way: it is more likely to provide an opening for an equitable land reform agenda to be usurped by local and non-local elites with wildlife interests.  相似文献

This paper integrates insights from political ecology with a politics of scaling to discuss the construction and transformation of scalar topographies as part of the politics and power dynamics of natural resource management. The paper details two case studies from Community Based Natural Resource Management in the forest and wildlife sectors of Tanzania to: (1) analyse the devolution of power from the state to the local level; and (2) investigate the constant renegotiations and scalar transformations by actors across multiple levels in attempts to manipulate the governance system. The paper highlights the sociospatial aspects of the struggles and politics of natural resource management, and emphasises that whilst these processes of scalar negotiation and struggle are distinct between the two examples, they both revolve around the same political struggle over power. This indicates an important structuration element of power and scale as they are shaped by both the structural configuration of power within each sector alongside the agency of different actors across multiple levels.  相似文献

In this paper I argue that there has been a critical shift towards war by conservation in which conservation, security and counter insurgency (COIN) are becoming more closely integrated. In this new phase concerns about global security constitute important underlying drivers, while biodiversity conservation is of secondary importance. This is a significant break from earlier phases of fortress conservation and war for biodiversity. In order to develop a better understanding of these shifts, this paper analyzes the existing conceptual approaches, notably environmental security which seeks to understand how resources cause or shape conflict, and political ecology approaches that focus on the struggles over access to and control over resources. However, this paper indicates the limitations of these existing debates for understanding recent shifts, which require a fresh approach. I chart the rise of the narrative I call poachers-as-terrorists, which relies on the invocation of the idea that ivory is the white gold of Jihad, a phrase which is closely associated with an Elephant Action League (EAL) report in 2012 which claimed Al Shabaab used ivory to fund its operations. This narrative is being extended and deepened by a powerful alliance of states, conservation NGOs, Private Military Companies and international organizations, such that it is shaping policies, especially in areas of US geo-strategic interest in Sub-Saharan Africa. As a result conservation is becoming a core element of a global security project, with significant implications for conceptual debates and for conservation practice on the ground.  相似文献

Legal processes shape how water resources are allocated, regulated, distributed, and governed. This paper examines the public trust doctrine, a legal principle that addresses the state’s role in governing natural resources by requiring states to manage certain bodies of water and their shorelines for the good of the public. The paper focuses on how the public trust doctrine has been used—with varying degrees of success—to protect water bodies by contesting the diversion and transfer of water in California. The paper compares how the doctrine was applied in two cases: Mono Lake and the Salton Sea, two California lakes that have been threatened by water diversions and transfers. Advocates at Mono Lake successfully used the public trust doctrine for environmental protection, while public trust was an unsuccessful strategy at the Salton Sea. The paper examines issues of nonequilibrium ecosystems, natural versus artificial ecosystems, and wasteful versus reasonable uses of water.By investigating why one case was deemed eligible for public trust protections while the other was not, this paper examines how discursive constructions of nature are embedded in and enacted by legal institutions and how these constructions of nature impact the implementation of legal protections of natural resources. In examining the use of the public trust doctrine in California, the paper examines both the potential and the limitations of the public trust in practice, showing how legal processes and institutions can be used to protect public interests in natural resources but also how particular environmental narratives are reinforced through these institutions.  相似文献
