In the context of the Common Fisheries Policy reform, the need for decreasing discards has been highlighted in discussions on the implementation of a discard ban. While most of the research has focused on the quantification of discards by species and métier, identification and quantification of the causes of discards have received little attention. This study presents the results of on-board surveys conducted in the Southern Bay of Biscay fleets of netters and longliners. A large variability of discards was observed. It is also shown that in these passive gear fisheries the main reasons for discarding put forward by fishermen are, firstly, market-related and, secondly, quality-related; discards related to the application of regulations are minor. The results therefore illustrate that decisions to discard can also occur in highly selective fisheries because of economic constraint and the results also show that a part is discarded alive.  相似文献

The European fisheries management is currently undergoing a fundamental change in the handling of catches of commercial fisheries with the implementation of the 2013 Common Fisheries Policy. One of the main objectives of the policy is to end the practice of discarding in the EU by 2019. However, for such changes to be successful, it is vital to ensure stakeholders acceptance, and it is prudent to consider possible means to verify compliance with the new regulation. Remote Electronic Monitoring (REM) with Closed-Circuit Television (CCTV) has been tested in a variety of fisheries worldwide for different purposes and is currently considered as one possible tool to ensure compliance with a European ban on discards.This study focuses on Danish fishery inspectors and on fishers with REM experience, whose opinions are less well known. Their views on the landing obligation and on the use of REM were investigated using interviews and questionnaires, and contrasted to some fishers without REM experience. 80% of fishery inspectors and 58% of REM-experienced fishers expressed positive views on REM. 9 out of 10 interviewed fishers without REM experience were against REM. Participation in a REM trial has not led to antipathy towards REM. Fishery inspectors saw on-board observers, at-sea control and REM as the three best solutions to control the landing obligation but shared the general belief that the landing obligation cannot be enforced properly and will be difficult for fishers to comply with. The strengths and weaknesses of REM in this context are discussed.  相似文献

For geographers, debates surrounding the knowledge economy have reinvigorated interest in the geographies of learning and knowledge production. Particularly topical are discussions of the possibility of spatially stretched (global) learning, something especially relevant to professional service firms where the production and management of knowledge across transnational organizational networks is essential. Taking this as its starting point, the paper explores the way knowledge is produced and circulated in transnational legal professional service firms. Drawing on the ideas of relational economic geography to analyse original empirical material, it highlights the way relational networks are socially constructed to allow learning to be stretched across space. The paper then goes on to identify the ‘politics’ of inclusion in these networks and the exclusivity of membership. It also highlights the geographies of power that influence the nature and effect of the knowledge produced and circulated. It does this by examining the role of relational knowledge networks in the ‘Americanization’ of legal practice in Europe and the impacts of such changes on national institutional and regulatory contexts. It is, therefore, argued that transnational corporate networks need to be viewed as heterogeneous and ‘embedded spaces of social practice’. It is shown that studying the actors and their interactions across relational networks is vital to fully understand how global relational forms are constructed and to understand their structuring effects on the global economy.  相似文献

At the north coast of Rio Grande do Sul state, southern Brazilian coast, the Wildlife Refuge of Ilha dos Lobos (29°20′S; 49°43′W), is a full protection area and a seasonal resting refuge for South American sea lions (Otaria flavescens). The regular presence of sea lions on the island is not only a touristic attraction in the region, but also a problem to the fishery community. This community faces economic impacts in its activities due to fish depredation caused by sea lions. Because of this issue, the perceptions and attitudes of different stakeholders from the region are important to be considered by managers, so that a realistic and decentralized action plan can be designed. The goal of this study was to analyze how different local stakeholders perceived the Wildlife Refuge of Ilha dos Lobos. Additionally, how these stakeholders differed from each other in terms of attitudes, knowledge and perceptions. In October 2011, January and March 2012, face-to-face interview surveys were conducted with fishermen and tourists, and drop-off questionnaires surveys with business, and tourism professional and teachers, in a total of 150 questionnaires, 30 for each group. The results indicated existence of differences across the five stakeholder groups. It was also suggested that non-direct stakeholders had a more favorable view of the Wildlife Refuge of Ilha dos Lobos and the sea lion, whereas direct stakeholder (the fishermen) saw it as an obstacle to their fisheries activities.  相似文献

Accessibility and transportation possibilities are key factors influencing societal conditions and land use patterns in rural areas. Thus, information on the spatial patterns of accessibility and transportation can be of paramount importance in understanding regional differences in development, human livelihood and land use patterns. Analysing spatio-temporal transportation patterns is particularly challenging in areas where everyday transportation is based on unscheduled public transportation and a naturally controlled seasonal transportation network, such as rivers. Here, our aim is to provide information on the seasonal dynamics of riverine transportation and its effects on accessibility patterns in Peruvian Amazonia. We analysed riverine transportation speeds using a low-cost GPS-based riverboat observation system. Spatio-temporal accessibility patterns were generalised from the GPS-observations that were classified according to seasons into the high water season, intermediate season and low water season. We show that navigation along the rivers has a clear seasonal and directional (upstream/downstream) variation, which varies with different types of rivers based on channel morphology. In addition, we conducted interviews with local people to study their perceptions of the seasonal changes in navigation and the accuracy of transportation schedules. As the travel distances in Peruvian Amazonia are generally long, seasonal and directional differences have clear impacts on the overall accessibility patterns in the area and on the livelihoods of riverine inhabitants. Furthermore, the lack of clearly scheduled transportation causes considerable uncertainty about transportation options for local communities. The baseline information of the seasonal and directional variation of riverine transportation and travel speeds provided by our work is usable in further accessibility and livelihood analyses for Peruvian Amazonia, but it may also be useful in other areas relying on riverine transportation.  相似文献
