基于SAM均衡建模方法,建立面向居民福利研究的中国动态多区域社会公平CGE政策模拟模型,对比分析自然情景、生产控制型减排政策情景和最优增长情景下的区域和居民福利变化。研究发现减排政策存在明显的增长率区域分异,这将破坏在自然增长下存在的区域收敛力,导致中国区域之间的差距再度被拉大。面向减排的投资控制政策短期对于居民收入的不利影响较小,但长期影响不容忽视,需要进行居民收入保护。由于城镇退休居民和农村劳动居民已经具备针对性的养老保障政策和“三农政策”保护收入增长,其总体福利受减排政策的冲击较小,因此缺乏相应政策支持的城镇劳动居民应该是收入保护的优先考虑群体。模拟显示减排政策更有利于代际和城乡人均收入差距的缩小,但考虑到减排带来的绝对收入水平下降,不能过于乐观估计这种差距缩小效应。  相似文献

地理学研究以综合性和区域性为特色。提高地表过程研究中人文与自然要素综合分析的深度与广度,寻找学科交叉的综合途径是地理学中具有挑战性的课题。可计算一般均衡模型(Computable General Equilibrium,CGE) 是环境与经济系统之间互动影响关系模拟的有力工具,在地理学综合研究中得到广泛应用。本文概括了CGE模型在资源环境的可持续性、气候变化与资源税、灾害与综合风险管理、污染物的区域环境过程等多个方面的应用,从模拟主体、模型约束、模拟方法以及过程与结果表达4 个角度,总结了CGE模型与地理学综合研究之间的契合点,并指出与地理学其他模型的耦合以及情景模拟的地理学依据是CGE模型下一步的发展方向。  相似文献

作为一种最划算的减排措施,碳税已在个别国家开始实施。编制河南省社会核算矩阵表(SAM)及其他区域SAM,构建了一个30部门的双区域的可计算一般均衡模型(CGE),分析对能源产业(煤炭开采和洗选业、石油和天然气开采业、石油炼焦核燃料加工业和燃气生产和供应业)分别征收不同价格的碳税后,河南省经济及人民生活水平的变化情况。并考虑不同类型的碳税返还情景带来的居民和企业效益,以期为通用的双区域CGE模型提供依据。模拟结果显示:碳税的征收可以有效减少CO2的排放;导致河南省增加值的下降;能源产业中煤炭开采和洗选业的国内价格受负面影响最大;其他行业中农林牧渔业受到的负面影响较大。农村居民比城市居民对碳税政策的反应更加敏感,且碳税对农村居民带来的影响为负面的。对比分析的结果表明,碳税返还给农村居民是一个合适的选择,能够使得农村居民、城镇居民和企业的利益都得到保障。  相似文献

There is increasing interest in the water–food nexus, especially the restrictive effect of water on food production in hot spots where irrigation stress is growing. However, little is known about the larger-scale implications of future irrigation shortfalls for global trade and economic welfare, as well as of the potential buffering impacts of international trade on the local impacts of irrigation shortage. In this paper, we utilize a recently developed model, GTAP-BIO-W, to study the economic effects of changes in irrigation outlook for 126 river basins, globally by 2030. Projected irrigation availability is obtained from the IMPACT-WATER model, and imposed upon the present-day economy. Irrigation availability in 2030 is expected to drop by 30–60% in several key rivers basins, including: Hai He, Indus, Luni, and the Eastern Mediterranean basin, leading to significant output declines in China, South Asia, and the Middle East. We find that the regional production impacts of future irrigation water shortages are quite heterogeneous, depending on the size of the shortfall, the irrigation intensity of crop production, the possibility of expanding rainfed areas, as well as the crop mix. These changes in regional output significantly alter the geography of international trade. To compensate for the loss of productivity caused by the irrigation constraint, an estimated 7.6 million hectares of cropland expansion is needed to meet the demand for food. In spite of the remarkable reduction of irrigation in some basins, the resulting welfare impact is relatively modest as a result of the buffering capacity of global markets. The global welfare loss amounts to $3.7 billion (2001 prices) and results from a combination of the reduction in irrigation availability as well as the interplay with agricultural support policies.  相似文献

Alternative mechanisms for EU ETS (European Union Emissions Trading Scheme) quota allocations within the Romanian economy were evaluated using a general equilibrium model within a dynamic intertemporal framework. Several distribution rules were simulated based on: the historical emissions, the least-cost approach, and the auctioning scheme with and without a preliminary selection of eligible sectors. We found that the resulting marginal abatement cost in ETS-eligible sectors is only €5.75/tCO2 for reducing pollution by 20.7%. Such a low cost is explained by low energy prices and by substitution possibilities with low carbon content resources (nuclear and hydroelectricity). Including all sectors in the trade creates a more flexible market than in the ETS, since more reduction options are available. The ETS has high feasibility for monitoring. All eligible sectors (except refineries and metallurgy) present the lowest abatement costs in the economy. Auctioning introduces a strong carbon price signal, which reduces emission intensity but creates distortions in terms of trade and worsens the country's energy dependency. Environmental policy has modest macroeconomic results and tends to correct the resources allocation. The strong double dividend obtained under certain circumstances indicates Romania's potential for improving its energy efficiency and carbon intensity.  相似文献

为探讨粤港澳大湾区实现碳中和及电力低碳转型过程的供应安全,构建粤港澳大湾区动态CGE模型,设计51种情景模拟各类型发电量的年均变化幅度,以全社会福利最大化为评价指标,研究煤电退役到保底容量、煤电完全退役和气电达峰容量的最优时间节点和发展速度。结果表明:2020年煤电发电量以年均降低66亿kW∙h幅度退役到2032年保底容量,再以年均降低40亿kW∙h幅度在2045年实现完全退役;气电发电量从2020年起以年均增长61亿kW∙h的幅度在2038年达到峰值,然后以年均51亿kW∙h幅度退役到2050年保底容量1323亿kW∙h;进一步依据2020—2050年本地总发电量增速不变得到非化石电力增长速度,此种煤电、气电和非化石电力发展速度组合的经济性最优。相比基准情景,优选出的电力转型组合情景可累积促进化石能源消费量降低1.1亿tce,碳排放降低2.8亿t CO2,电力部门增加值增长238亿元,其他部门增加值增长172亿元。  相似文献

基于中国风电及光伏国家核证自愿减排量(CCER)现状及发展趋势,针对CCER供给、抵销和价格形成等关键机制问题,运用电力部门细分的递推动态可计算一般均衡(CGE)模型,模拟了在取消电价补贴的背景下全国碳市场引入风电及光伏CCER交易及抵销机制的经济影响。研究发现:引入CCER交易及抵销机制会降低碳配额交易价格,并缓解取消电价补贴对风电和光伏电力的负面影响,但也会削弱全国碳市场的碳减排效果,且随着CCER供给总量增加这些作用更明显;全国碳市场引入CCER交易及抵销机制后,碳排放强度较高的控排行业将选择购买更多的CCER,其中火电行业是主要的CCER需求方;未来我国如果不放开CCER项目备案审批则风电行业将是主要受益方,而未来适度放开CCER项目备案审批则风电和光伏行业都将从中受益。因此,全国碳市场在引入CCER交易及抵销机制的同时需从紧设置初始碳配额发放量,并可考虑适时重启CCER项目备案审批工作以更好地促进风电和光伏电力的发展,但允许的CCER清缴比例上限应结合碳减排目标合理设定,以避免对全国碳市场产生较大冲击。  相似文献

资源税改革将在“十二五”期间完成,但目前相关研究成果仍较少。我们构建可计算一般均衡模型(ComputableGeneralEquilibrium,CGE),建立生产、消费、收入支出和资源等函数方程,采用从价征税方式,参考国内预期税率区间和发达国家税率,模拟和分析税率设置的影响。研究表明:税率设置对社会经济和资源系统影响程度差异不同,在经济相对稳定时,可选择如5%一7%的税率区间;在经济水平较高时,可选择较高税率区间;而在经济波动较大时,可选择较低税率区间。  相似文献

Land use change has a significant effect on water balance, especially in arid region, such as Northwest China. In this paper, we analyze the effect of land use change on water balance in terms of the amount of water supply and demand from economic perspective. It's the first time to extend the basic 48 sectors input-output table to include water and land accounts that involved into multiple production processes for Zhangye city. We then perform the improved ORANI-G model, a single region Computable General Equilibrium (CGE) model, to analyze the effect of land use change on water balance under three scenarios. Subsequently, scenario-based simulation results are interpreted through selected sectors from agricultural, industrial, and service sectors respectively. Finally, the effect of land use change on water balance is analyzed through the difference between business-as-usual and land use unchanged scenarios. The results show that the extent of effect on water balance is different among sectors. Specifically, from the perspective of absolute value, service sectors are the largest, followed by industrial sectors, and the agricultural sectors are the least. Conversely, in terms of percentage change of land use, the largest extent of effect occurs in agricultural sectors. Additionally, with the rapid urbanization and the development of social economy, water balance in industrial sectors and service sectors will be stricken and reconstructed to a new high level. Simulation results also show that agricultural land shrinking will mitigate water scarcity distinctly, which indicates that balance the relationship among different stakeholders is imperative to guarantee water transformation from agricultural sectors to industrial and service sectors.  相似文献

In this paper, we introduced three-nested Constant Elasticity of Substitution (CES) production function into a static Computable General Equilibrium (CGE) Model. Through four levels of factor productivity, we constructed three nested production function of land use productivity in the conceptual modeling frameworks. The first level of factor productivity is generated by the basic value-added land. On the second level, factor productivity in each sector is generated by human activities that presents human intervention to the first level of factor productivity. On the third level of factor productivity, water allocation reshapes the non-linear structure of transaction among first and second levels. From the perspective of resource utilization, we examined the economic efficiency of water allocation. The scenario-based empirical analysis results show that the three-nested CES production function within CGE model is well-behaved to present the economy system of the case study area. Firstly, water scarcity harmed economic production. Government investment on water projects in Gansu thereby had impacts on economic outcomes. Secondly, huge governmental financing on water projects bring depreciation of present value of social welfare. Moreover, water use for environment adaptation pressures on water supply. The theoretical water price can be sharply increased due to the increasing costs of factor inputs. Thirdly, water use efficiency can be improved by water projects, typically can be benefited from the expansion of water-saving irrigation areas even in those expanding dry area in Gansu. Therefore, increasing governmental financing on water projects can depreciate present value of social welfare but benefit economic efficiency for future generation.  相似文献
