Aboriginal cultural heritage protection, and the legislative regimes that underpin it, constitute important mechanisms for Aboriginal people to assert their rights and responsibilities. This is especially so in Victoria, where legislation vests wide-ranging powers and control of cultural heritage with Aboriginal communities. However, the politics of cultural heritage, including its institutionalisation as a scientific body of knowledge within the state, can also result in a powerful limiting of Aboriginal rights and responsibilities. This paper examines the politics of cultural heritage through a case study of a small forest in north-west Victoria. Here, a dispute about logging has pivoted around differing conceptualisations of Aboriginal cultural heritage values and their management. Cultural heritage, in this case, is both a powerful tool for the assertion of Aboriginal rights and interests, but simultaneously a set of boundaries within which the state operates to limit and manage the challenge those assertions pose. The paper will argue that Aboriginal cultural heritage is a politically contested and shifting domain structured around Aboriginal law and politics, Australian statute and the legacy of colonial history.  相似文献

Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

带加强层结构在加强层处的刚度发生剧变,从而引起侧向荷载下结构内力分布及变形的相应变化,地震作用下此类结构容易形成薄弱层,因而抗震性能较差。同时,带加强层的建筑物很多属于超限复杂高层建筑结构,无法直接套用规范方法进行抗震设计。根据带加强层高层建筑结构的受力变形特点及国内外研究者的研究成果,结合模态推覆分析理论和能力谱抗震设计方法,本文对带加强层高层建筑结构的受力变形性能作了详细的分析,提出此类结构基于能力谱法的抗震设计方法。此法采用受力层间侧移角作为性能指标,并针对加强层和普通楼层采用了不同的性能水准量化值,根据结构特点以底部和加强层上部两层楼作为薄弱层进行验算,最后通过算例验证所提方法的可行性。  相似文献

This paper provides an analysis of the neglect and marginalisation of indigenous peoples’ sea rights. It aims to explain how a complex and ecologically appropriate alternative law of the sea has largely escaped research interests and, until recently, has not been recognised by western systems of law and resource and environmental management. It is argued that the dominance of western views and concepts of nature and landscape predicated on western knowledge and values marginalises indigenous concepts of nature and undermines effective indigenous control of social space. Cultural differences between Aboriginal and non‐Aboriginal ways of constructing meaning in the sea provide the vantage point from which to explore the relations between differences in cultural values, property rights, and political and economic control over marine and coastal environments.  相似文献

An important claim for the categorisation and study of shrinking cities is that the experience of governance across these cities may offer an alternative to hegemonic discourses of growth. However, there are methodological problems associated with categorizing then researching shrinking cities. Two key problems are: first, the category hides a multiplicity of cause and effect and; second, the danger of fetishizing the city against the reality of broader urban drivers of change. It is argued that the use of governance narratives is a means to addresses this, as narratives focus us on cities as places of practice. We apply the approach to Leipzig, once shrinking but now one of Germany’s fastest growing cities. We conclude that while there was a significant attempt to articulate an alternative to growth, it remained dominant suggesting the need to develop a taxonomy of shrinking cities where not all offer an alternative vision of “development”.  相似文献

In the U.K., refused asylum seekers who are considered destitute are provided with subsistence‐level financial support through the Azure card, a cashless technology similar to a debit card. In Australia, identical technology is used to quarantine fifty percent of the welfare benefits of mainly Aboriginal residents of the Northern Territory. In this paper, I explore the underlying state logics driving such punitive financial policies directed at these populations, arguing that cashless technologies represent a form of slow violence that employs financial tactics to undermine the provision of care for populations with precarious citizenship status. Entrenched contests about the future of Cape York Peninsula's lands, waters and people have for long received national prominence. In the federal arena, this has climaxed with the campaign to overturn the State's declarations on wild rivers. Initially pursued as a means of influencing decisions on the determination of the government in a finely balanced federal parliament, it has been retained as an early test of the survivability of the minority Labor government. The peninsula's prominence is founded on its iconic conservation status and the continuity of Aboriginal occupance of their country, reinforced by the formidable capabilities of Indigenous and conservationist leaders. Contests are characterised by their complexity, durability and intractability. Contests are bedevilled by shifting alliances and schisms within Indigenous and conservationist constituencies. Increasingly potent is the schism between modernist/reformist/regionalist visions of Indigenous futures, forcefully presented by Noel Pearson against more traditionalist/localist visions held by many community leaderships. Other participants, notably conservationists, State politicians and bureaucracies have needed to align their policies around these contested visions. Over the last two decades, policies of State Labor governments have maintained some continuity, being pro-active on conservation goals, selectively supportive of Aboriginal advancement, necessarily passive in the determination of land claims, reactive in the resolution of land tenures and property rights, and inconsistent and ineffectual in conflict resolution and in providing leadership in shaping sustainable, multifunctional futures, attuned to the peninsula's unique challenges and potentials.  相似文献
