Sea Grant in Latin America?: Adapting the US Sea Grant model of linked applied research,extension, and education to a Latin American Context—Is there a fit?

This paper explores the application of the US Sea Grant model of applied research, extension, and education to two case studies in Latin America: Coastal Ecuador and the Gulf of Fonseca. The analysis is based on a series of meetings and roundtables with in-country partners and leaders of the US Sea Grant program. We conclude that the Sea Grant model provides an institutional structure that Latin America lacks and the model's features would improve governance of marine and coastal resources through more effective linkages between coastal communities, universities, and policy/decision makers at local, national, and international levels.     

境外桩基工程的施工实践

通过对支援柬埔寨、几内亚桩基工程的施工实践,总结出在境外工程项目的管理中,要制定相应的管理制度与突发事件的应急预案,在施工过程中要注意政局变化,加强卫生疾病的防治,进行必要的物质储备和规避风险等注意事项及解决方法．对地勘单位拓展海外市场提出了建设性意见,具有一定的借鉴意义。     

试论经济全球化对非洲华人经济的影响

经济全球化使越来越多的国家和地区，甚至是一个经济体和一个经济单位都主动或被动地参与到世界经济中来，非洲的华人经济也不例外。鉴于目前有关华人经济的文章主要集中在东南亚地区和美国与欧洲，很少有人探讨过非洲华人经济的情况，所以本文试图通过经济全球化条件下的非洲经济、中非经济关系和华商对非洲的投资，来论述经济全球化对非洲华人经济的影响。     

广东侨乡外向型经济优势及其地缘背景研究

本文把广东侨乡外向型经济优势与广东籍华侨、侨人的地理分布及其地缘背景联系起来研究。它从地缘政治、地缘经济、地缘文化方面研究了影响地缘战略决策的基本要素，并结合东盟的具体情况对其进行分析、探讨，指出了面向21世纪再创侨乡优势的努力方向。     

我国高校遥感科学与技术专业现状分析

为了进一步研究新型交叉性学科——遥感科学与技术专业的建设与发展问题,该文对我国高校遥感科学与技术专业的现状进行了剖析。为适应遥感科学与技术专业人才的需求,我国已有28所高校开设了遥感科学与技术专业。此专业主要设置在理工类普通高等院校,并以测绘科学背景院校为主。不同的学科背景,专业培养目标各具特色,课程体系与结构设置差异较大。为深化遥感科学与技术专业的教学改革,科学合理地设置专业、建设课程体系,在专业的地区分布、设置院校、专业培养目标、课程体系与结构等方面尚需进一步优化。     

制度与文化对嵌入式技术海外转移的影响——以蒙内铁路为例

中国与东道国之间制度与文化上的差异,已经成为中国企业“走出去”关注的重点,也是推动“一带一路”建设向高质量发展转变必须考虑的重要因素。现代化铁路项目具有“自然垄断”、投资大、涉及地域广的特点,其建设对运营制度与文化的依赖性强,属于一种典型的变革性项目和嵌入式技术转移。“一带一路”沿线国家制度建设相对薄弱,与中国文化差异较大,且往往不具备铁路运营技术与能力,因此中国铁路在“走出去”的过程中,必须从设计—建设—运营乃至投融资进行全链条考虑,并将铁路项目作为“技术—制度—文化”复合体进行培育,即通过制度保障、文化相互适应以及技术标准、管理模式、产业链条的属地化管理,来保障项目的成功运营。蒙内铁路是中国铁路“走出去”较为成功的案例,本文通过实地调研,总结了“技术—制度—文化”复合体海外发展模式,从而为推动海外项目建设与运营成功、“一带一路”建设向高质量发展提供借鉴意义。

Analysis on geo-effects of China’s overseas industrial parks: A case study of Cambodia Sihanoukville Special Economic Zone

China's overseas industrial parks contribute to political and economic cooperation,cultural exchange between home and host countries.Current studies mainly discuss the ef-fect of overseas industrial parks from the perspective of institutional and cultural difference,multi-scale coupling,as well as key partnerships,while little attention has been paid to the comprehensive analysis of overseas industrial parks.Based on a theoretical framework,this paper explores the overall effect of China's overseas industrial parks from the geo-effects perspective by using field interviews and a case study approach.The research shows that:(1)the geo-effects reveal the over effect of overseas industrial parks from the multiple and com-plementary dimensions of geopolitics,geo-economics,geo-society and geo-culture;(2)the Cambodia Sihanoukville Special Economic Zone,as a flagship BRI project,has produced the prominent and positive geo-effects;(3)the institutional-economic-cultural-environmental adaptability of overseas industrial parks is becoming important.Overseas industrial parks must be rooted in the politics,economy,society,and culture of host country;embedded in local social networks;balance the rights and interests of all stakeholders;and form the community of interests,community of destiny,and community of responsibility with political mutual trust,economic integration,cultural inclusiveness,and social harmony.The paper not only deepens the understanding about the overall effect of overseas industrial parks,but also provides decision support and theoretical reference for government policy makers and the overseas investment of enterprises.
