Being a littoral state, Malaysian maritime sectors provide the basis for the growth and development of marine-related activities. As the country enters the new millennium along with the ‘2020 Vision’ which serves as the basic template against which the economic performance of these sectors should be judged, it poses a new challenge for Malaysia in developing these sectors. This paper attempts to address three basic issues: Firstly, is there any national ocean policy in place? Secondly, are the maritime sectors adequately organized to play an important role in achieving the objectives? Thirdly, what are the opportunities available in developing the ocean?It can be seen that existing policies to develop comprehensive ocean governance have not received the full attention they deserve. Organizational structures governing the ocean for implementing national policies are well in place but in a fragmented and uncoordinated fashion. As a result, sectoral and intersectoral management problems were created such as multiple-use conflicts, overlapping of jurisdiction and duplication of efforts. Environmental problems have also not been properly addressed. A few sectors have been identified as offering opportunities to further develop the Malaysian maritime areas. Among these are marine education and human resources development, marine tourism and the seafood industry.  相似文献

This study takes cognizance of the fact that the TIOMIN (TIOMIN Resources Inc. of Canada) project has resulted in controversy over its handling of environmental issues and especially the Environmental Impact Assessment (EIA). The authors address many of the protracted issues that have slowed the development of the mining project in Kwale. The main emphasis is on the impacts of the mining and mineral separation processes on the environment, including the governing legislation, the role of consultation and public participation, and socioeconomic issues. In their public documents TIOMIN has specified neither the type of minerals it wants to extract from the area nor their chemical composition. It is well known, however that the titanium minerals and zircon targeted have impurities of iron, thorium and uranium. In the absence of an Environmental Management Plan, the effects of stockpiling radioactive wastes and other impurities that could possibly lead to environmental degradation in both the terrestrial and marine environments have not been publically addressed. The measures proposed to mitigate ecological damage as a result of the establishment of a minerals processing plant in the area seem inadequate. Pollution resulting from accidental spillage or breakage could have significant impact on marine life and residents living near the mining site. Other issues that have not been addressed satisfactorily pertain to the use of surface and underground water. The area already faces a huge water deficit and the calculations presented on aquifer recharge and stream flow rates do not indicate the large quantities of water that would be required in the mineral processing plant. The project, if approved in its present state, risks violation of international conventions. Furthermore, it could cause a conflict between Kenya and Tanzania in the event of an oil spill at the proposed ship loading facility at Shimoni. The proposed mining area includes the district's most fertile land, is home to many fisherfolk and is a major tourist destination. An analysis of the effects of this project on other available opportunities must be thoroughly understood to ascertain the economic and environmental benefits and costs of the mining venture. The proposed compensation rate of $1,000 per acre, for resettlement for example, appears to be grossly inadequate. Compensation should take into account family size and structure family assets and the cost of relocation.  相似文献

Summary The legislative framework within which the disposal of sewage sludge is managed in England and Wales and the methods employed are outlined. Those factors which affect management decisions are analysed and consideration is given to the environmental implications of those decisions. Sewage processes and sludge disposal are considered, and the problems, especially those of heavy metal contamination, are addressed. An indication is given as to how the Water Services Companies are likely to implement the more stringent controls on disposal. Implicit in the African Renaissance is the synergy between government, the private sector, the educated minority and the disadvantaged majority. For this concept to work, belief and commitment must arise first from the African individual, whatever his or her potential contribution may be. The geosciences in South Africa provide a currently vibrant example of such cooperation, which has the potential to contribute significantly to the upliftment of the country and its neighbouring states. Based largely on personal interviews with various role players, from the Presidency of South Africa, through ministerial levels, the corporate sector and down to the individual, we present a spectrum of viewpoints and initiatives which are starting to result in practical implementation of the African revival. An end to conflict and xenophobia, the entrenchment of democratic government and corporate expression of the entrepreneurial spirit are essential to provide the framework within which the individual African can become a “Renaissance Man or Woman”.  相似文献

我国许多地方因过度开采利用地下水、地下采矿疏干排泄地下水而引发了多种地质灾害,同时,地下水污染趋势愈演愈烈,导致了大范围地下水环境恶化,已经到了威胁人类生存和危害社会公共安全的程度,亟待加强地下水资源保护,改善生态环境已经刻不容缓.分析了造成地下水环境恶化的主要原因,地下水资源保护管理中存在的操作难问题,提出了地下水资源保护立法的核心内容和基本思路,进一步完善地下水资源保护的立法、执法,科学管理和保护地下水资源,促进地下水资源利用的良性循环.  相似文献

The objective of this study was to employ the precautionary principle in import risk analysis (IRA) and quarantine in the trade of marine ornamental fishes (MOF). The analysis focused on the example of Brazil, as it imports and exports these fishes, in amounts that are globally significant. These processes, since their collection in nature, may expose the fish to stress, which may lead to the development of diseases. The legislation that regulates IRA and quarantine is derived from the Ministries of Agriculture, Livestock and Supply and Fisheries and Aquaculture. The quarantine of MOF in Brazil is not undertaken by government agencies, but by commercial establishments that are registered with the Ministries, and is way too short. According to the data obtained, the precautionary approach is not applied at all in this trade, as scientific information is not contemplated by the legislation, and law is not enforced.  相似文献
