农村信用社产权制度创新研究

现行农村信用社存在的出资人所有权虚置、收益权削弱、法人财产权丧失等产权制度缺陷 ,严重阻碍着它的进一步发展。形成这些缺陷的主要原因在于农村信用社产权改革的方向不明和对产权范畴的片面理解 ,因此 ,农村信用社产权制度创新应在清晰界定产权的基础上、向股份制、股份合作制、合作制等多种产权形式的方向发展。     

A STUDY ON LAND SYSTEM INNOVATIONS IN THE CONSTRUCTION OF SMALL TOWNS IN CHINA

The economic development in China and the rising of the living standard need to speed up the urbanisa-tion.The development of small towns is an important way to Chinese urbanization.Land use plays a very important role in the development of small towns.However there are many problems in the development of small towns,esp.in land use.The paper first discusses the land problems in the development of small towns.Such as much cultivated land lies idle,under-utilization and waste of land,increasing illegal use of land,unstable contractural relationship for land use.The relationship between the development of small towns and land use is also studied.Then the guidelines for the land system innovations of small towns are put forward.Namely the sustainability of social and economic development,the bal-ance between land reservation and land utilization,the provision of service to village ,agriculture and farmer,the manage-ment of land resource and land assets,the parsimonious andlegal use of land.The basic framework of land system innova-tions of small towns is put forward finally.It include the land replacement policy for small towns and the permanent tenan-cy of farmland,the overall plan for land uses and other plans in harmony,the establishment of a flexible system of land supplies,using land with payments ,the transfer of agricultural land and refining the land law related to the construction of small towns.     

加强技术创新服务地质调查——庆祝探矿工艺研究所成立30周年

为加强地质探矿技术力量,改变地质装备落后现状,经国务院批准,1978年8月8日成立了探矿工艺研究所。30年来,经过新老两代工艺所人的艰苦奋斗、刻苦钻研、勇于创新,在科研攻关、成果转化、基地建设和管理等方面都取得了可喜的成绩,为国家的地质科学事业做出了贡献,目前已成为一个“以勘查技术为基础,以承担地质调查任务和科研项目、提供勘查与监测技术方法和技术服务为手段,以服务国家经济建设、社会发展和地质工作为目标,以探矿工艺技术和地质灾害监测防治技术研发为主业”的地质调查科研机构。回顾了工艺所艰苦创业、改革进取的发展历程,对科技体制改革、专业结构调整、人事分配制度改革、地质调查和科研工作进行了总结,展示了丰硕的科研成果和强劲的科技实力;指出了工艺所在“十一五”期间地质调查和科研工作的重点领域和优先发展方向。     

Developing a Marine Information System by Integrating Existing Ocean Models Using Object-Oriented Technology

Information systems developed for different applications within the environmental domain have common characteristics, which can potentially be abstracted for sharing and reuse of design and software modules. This article presents an approach to designing for reuse by abstracting commonalities in the design of a Marine Information System (MIS), facilitating data management in a prototype operational monitoring, forecasting, and management system for the North Atlantic and the Nordic Seas. A detailed study of the requirements and data analysis was carried out, and Object-Oriented Technology (OOT) is employed to encapsulate abstractions and to promote reuse of code and design. This article identifies the Object-Oriented Frameworks (OOFW) required to build the MIS. It also provides guidelines to environmental scientists for restructuring legacy software and employing modern programming techniques.     

市政项目中长距离顶管工程若干问题探讨

顶管具有不可比拟的优越性,在市政项目中应用越来越广泛,但施工技术难度较大,长距离顶管是顶管工程中施工工艺最复杂课题之一。本文讨论了长距离顶管中易出现的技术问题及处理措施,指出顶管技术通过与精心细致、信息化施工相结合,可以广泛地应用于城市的基础建设中。     

非开挖城市地下信息管线数据采集和建库

地下管线的数据采集和建库是实现地下管线信息化管理的基础和前提。本文提出了针对目前非开挖敷管数据三维数据采集和整理结合CAD进行三维成像的思路,与城市地下管线信息管理系统整合,实现地下管线的系统高效信息化管理。     

非开挖技术在济青高速公路工程中的应用

在治理济青高速公路因渗滞水的影响,造成路基、路面损坏的工程中,根据工程特点,采用了不影响交通、不破坏道路结构、不破坏环境、施工速度快、施工精度高、施工成本低、社会效益显著的水平定向钻进非开挖技术,非开挖技术是利用不开挖的相关技术对地下管线、管道进行铺设、修复或更换的高新技术,该技术在河道堤防、水库大坝的排水,以及铺设供水、排污等管线中有着广泛的应用前景。     

工程设计单位信息化建设的创新与战略思考

信息化是工程设计单位实现发展与创新的重要手段。建设"网络化市政工程集成应用系统"是市政总院为实现企业战略目标,在行业信息化目标指引下而提出的信息化构想。其总体思路是建立以工程项目设计管理为主线的信息平台,实现覆盖设计全过程和全院各部门的、设计与管理一体化的集成应用系统。以此系统的建设为案例,通过介绍系统的基本目标、技术路线、主要内容及创新之处,为工程设计单位的信息化建设提供了思路与方法。最后通过总结系统实施过程中决定成败的关键因素,引申出工程设计行业信息化建设的战略思考。     

德国岩溶水勘查技术与开发利用

本文介绍德国南部岩溶区的自然地理地质概况、水文地质特征,引入关于岩溶水文地质垂向分带的概念模型。着重评述多电极地电探测、地面穿透雷达、地面核磁共振三种先进的地球物理探测方法。对德国岩溶水开发方式及保护措施进行具体分析,介绍了德国民众对地下水、矿泉水的认识。最后,将德国岩溶水勘查技术与国内现状对比评价,明确应当学习和引进先进技术的思路。     

新时期我国区域经济地理学发展问题初探

我国新时期的区域经济地理学在取得全面发展的同时，在理论体系，研究方法和实践领域等方面还需要进一步的发展，文章根据学习和实践区域经济地理学的体会，初步提出基础理论和应用理论，思维方法和技术方法等方面发展见解，并指出区域创新系统和国际经济技术合作等学科应注意拓展的重要实践领域，最后提出我国区域经济地理学科发展的建议。
