农村信用社产权制度创新研究

现行农村信用社存在的出资人所有权虚置、收益权削弱、法人财产权丧失等产权制度缺陷 ,严重阻碍着它的进一步发展。形成这些缺陷的主要原因在于农村信用社产权改革的方向不明和对产权范畴的片面理解 ,因此 ,农村信用社产权制度创新应在清晰界定产权的基础上、向股份制、股份合作制、合作制等多种产权形式的方向发展。     

Steady-state drift-dominated modulation models for galactic cosmic rays

A number of steady-state drift-dominated modulation models has been developed by the Potchefstroom modulation group. In this review a selection of these models is discussed and briefly compared. A short overview of the relevant drift theory incorporated into the models is also given.     

Neoliberalizing environmental governance? Land trusts, private conservation and nature on the Oak Ridges Moraine

With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature.     

21世纪的花岗岩研究, 路在何方？——关于花岗岩研究的思考之六

21世纪的花岗岩怎样研究是一个需要探索的问题。作者认为,应当对现有的花岗岩理论、流行的说法以及术语等进行清理和反思,汲取其精华,剔除其糟粕,抛弃那些不科学、不符合实际、不符合逻辑的部分。例如,在花岗岩研究中摈弃结晶分离的理论,缩小花岗岩混合作用的意义,限制花岗岩构造环境理论的应用,取消幔源、壳源和壳幔混合源的术语等。作者指出,今后花岗岩研究应当着重解决两个问题: (1)花岗岩是怎样的？(2)它何以是这样的？文中提出5个方面的任务作为今后研究的重点,即: 开展花岗岩立典式的研究,将花岗岩研究与古老地壳的研究结合起来,将花岗岩物理性质研究与地球化学究结合起来,开展广泛的实验岩石学研究和创建新的“大陆构造学”理论。鉴于花岗岩研究目前存在的严重误区,现有的花岗岩理论几乎全面崩溃,由四大基石支撑的花岗岩大厦行将坍塌,花岗岩研究正面临全球大洗牌。为此,作者建议开展一场关于花岗岩的大辩论,目的是清理思路,认清问题,明确方向,找到出路。作者呼吁,我们应当加强学习,加速引进人才,克服急躁情绪和浮夸的学风,摈弃从众思想和奴性思想,不以SCI论英雄,改进我们的学习,改善我们的制度,以推进花岗岩研究迈上新台阶。     

Estimating Deep Seafloor Interface and Volume Roughness Parameters Using the Multibeam-Hydrosweep System

Utilizing a hull-mounted, multinarrow beam echosounder onboard RV Polarstern, we measured variation of acoustic backscatter with incidence angles at two different sites in the Southern Oceans (Agulhas Plateau and the Riiser Larsen Sea). We modeled the data, using a composite roughness model, including water-sediment interface roughness and sediment volume roughness parameters. The model effectively uses the near normal incidence angle backscatter to determine the seafloor interface roughness parameters employing Helmholtz-Kirchhoff theory. Beyond 20° incidence angles, an application of Rayleigh-Rice theory is made by using a necessary splicing technique (combining both of the theories at 20° incidence angle). The estimated interface and volume roughness parameters are found to be in accordance with the known area geology.

填土表面倾斜时的主动土压力计算

支护结构工程中,当坡顶填土表面倾斜时,无法采用常规的土压力理论进行计算。探讨了《建筑边坡工程技术规范》存在的问题,提出了推荐方法。通过算例验证了推荐方法,具有计算简单、计算结果合理的优点,可供工程设计中参考使用。     

Patterns in the Turkish reinsurance claim data, 1998–2002: An application of the extreme value theory

The devastating 1999 Marmara and Düzce earthquakes led to a significant increase in the earthquake studies in Turkey in geological, engineering and financial aspects. Extreme Value Theory (EVT) has a range of applications from stock market changes to natural disasters like floods and hurricanes. Here EVT is fitted to the ordinary and earthquake reinsurance claims of Turkey.     

The future of geography

This paper is an attempt to assess the current state and future prospects of Geography especially but not only in Britain. It is quasi-polemical and should be read in that spirit. The paper looks first at the notable successes of physical and human geography. It then considers how these successes are being buttressed by current events taking place in the world. Next, the paper considers the main problems that beset geography. Finally, however, the paper ends on another positive note by considering some of the exciting new developments that are now taking place in the discipline which will allow it to relate to more of the many worlds that make up geography's vocation.
