A web-based distributed system for monitoring and forecasting of the marine environment has been developed in line with INfrastructure for SPatial InfoRmation in Europe (INSPIRE) and Global Monitoring for Environment and Security (GMES) recommendations for a European Spatial Data Infrastructure (SDI). This system, called DISPRO, enables integration and distribution of multi-source data from satellites, aircraft, and in situ instruments, as well as results from numerical models. Geographic data and metadata are stored on a set of distributed computer nodes and retrieved and integrated by a web GIS client by means of Open Geospatial Consortium (OGC) Web Map Server (WMS) technologies. A profile of ISO 19115 was developed for metadata handling, using eXtensible Markup Language (XML) as a platform independent encoding mechanism. DISPRO has been demonstrated in six European coastal zone and ocean regions in the spring and summer of 2005. The overall positive experiences of both service providers and end users indicate that the system should be further developed into an operational GMES service.  相似文献

欧盟空间信息基础设施(INSPIRE)是欧洲空间信息基础设施建设法令。目的是建立欧盟统一的空间信息基础设施,实现有关环境空间信息在统一的框架下全欧盟范围内的共享,便于跨区域的政策决策及应用。通过近7年的实施,INSPIRE完成了欧盟层面的立法和各参与国层面具有法律效力的执行规则,制定了一系列技术规范和技术指南,并在各参与国中执行实施。总结分析欧盟空间信息基础设施(INSPIRE)的目的与意义、组织管理体系、实施方案、空间信息的融合与互操作、统一架构与相关规范等方面的相关经验,提出了对中国地学信息化的几点启示。  相似文献

Abstract

First, an overview of the main terms used in the paper is presented, such as feature catalogue, object, feature, and so on. Then INSPIRE (INfrastructure for SPatial InfoRmation in Europe) Directive, STOKIS (Slu?beni topografski i kartografski informacijski sustav RH), ATKIS (Amtliches topographisch-kartographisches Informationssystem) and FACC (Feature and Attribute Coding Catalogue) are explained. The main section of the paper refers to the problem of defining features in feature catalogues. Adequate solutions to this problem are offered on the basis of conducted research. An overall acceptable model for feature definition is offered. The importance of the proposed model for defining features is explained on the feature ‘avenue of trees’. The research results are applicable in countries attempting to create their first feature catalogues with the aim of developing a topographic information system, or in those wanting to produce a new edition of their existing feature catalogue. Since the suggested model is included, it can be used for the future development of the INSPIRE feature.  相似文献

Abstract

The HUMBOLDT project has the aim of implementing a Framework for harmonisation of data and services in the geoinformation domain, under the Infrastructure for Spatial Information in Europe (INSPIRE) Directive and in the context of the Global Monitoring for Environment and Security (GMES) Initiative. The two-pronged approach of HUMBOLDT comprises a technical side of software framework development and an application side of scenario testing and validation. Among the HUMBOLDT Application Scenarios designed to demonstrate the capabilities of the Framework there is the one covering Protected Areas themes and use cases. It aims to transform geoinformation, managed by park authorities, into a seamless flow that combines multiple information sources from different governance levels (European, national, regional), and exploits this newly combined information for the purposes of planning, management and tourism promotion. The Scenario constitutes a step further towards the integration of monitoring systems envisaged in the view of Digital Earth. Protected Areas Scenario creates an examples of the use of the HUMBOLDT tools in Desktop and Web GIS environment, together with setting up a server environment exploiting HUMBOLDT harmonisation framework as taking into account user requirements and needs and providing benefits for making the road to ESDI establishment easier.  相似文献

Abstract

The spatially discontinuous choropleth map is a poor representation of the underlying continuous distribution of population density. A possible alternative is to derive dasymetric maps at a fine spatial resolution by making use of satellite imagery in a geographical information system. However, there are cartographic problems when these maps are displayed and further processing is needed in order to obtain approximations to a continuous density surface. Isarithmic maps of these density surfaces retain a high degree of spatial accuracy while providing pleasing and highly adaptable presentations.

The methods used to generate dasymetric and isarithmic maps are readily implemented in most raster based geographical information systems. For example, the classification of remotely sensed imagery, the subsequent processing and integration of data, and most of the cartographic display, were all undertaken in this work using the low cost IDRISI GIS that operates on standard IBM PC compatible hardware.  相似文献

Geographic information has a great potential to be re-used when supported by mechanisms for its discovery. Above all, the quality of a catalogue service is the key feature supporting users in the discovery process. So far, there have been in existence various methodologies dealing with the normalized evaluation of quality with respect to catalogue services. Their biggest weakness seems to be in the depth of quality testing, i.e. some influences are beyond the scope of evaluation of these methodologies with respect to quality in catalogue services. In this study, the quality of 45 catalogue services across Europe was verified with the proposed normalized evaluation methodology originating from documents within the INfrastruture for SPatial InfoRmation in Europe (INSPIRE) framework. This paper discusses the (statistical) influence of factors that may significantly change the results of catalogue service testing. The proposals for improving the existing INSPIRE normalized evaluation procedure are applicable for any spatial data infrastructure and/or Digital Earth component using the Open Geospatial Consortium Catalogue Service for the Web as a basis.  相似文献
