Public participation in transparent decisionmaking has been proposed as a panacea for environmental protection. Bargaining theory suggests drawbacks to transparency such as hardening of attitudes and intransigence. Yet achievement of consensus on environmental values for integrated water resource management demands public involvement. Historical study of attempts to prevent reservoir construction in upland valleys designated for protection of nature suggests that 'closed-door' bargaining proved more effective for environmentalists than open, public debate. Records now open for analysis of disputes over Teesdale and Farndale, 1950–1970, allow comparisons to be made between behind-the-scenes deliberations and 'open-door' public discussion. The ambition of progressing from public participation to devolution of environmental decisionmaking and responsibility to the local scale demands more conceptualization of the process of decisionmaking on water resource development.  相似文献

Evaluation of Ontario's Environmental Farm Plan (EFP) scheme, launched in 1993, provides an opportunity for comparisons with agri-environmental measures instituted in the European Union and other parts of North America. The EFP has a strong 'bottom-up' dimension in that it is farmers' organizations that have been central both to the scheme's instigation and to its ongoing management. This has affected the nature of the actions taken by individual farmers participating in the scheme. These actions are reviewed, especially in terms of the participants' attitudes towards stewardship of the land, environmental outcomes, cross-compliance measures, barriers to participation and the role of statutory regulation. Some contrasts are drawn with the greater 'top-down' controls exerted in several EU agri-environment schemes, with the latter's promotion of extensification and the changing role of farmers as 'producers of countryside' in a multi-functional agricultural system. The diffusion of EFP schemes throughout Canada is noted and is cited as confirming the maintenance of fundamentally different attitudes to the development of farm-based environmental actions compared with those adopted in the EU.  相似文献

The mobile food service practice is one of multiple survival strategies adopted by poor urban households in Cameroon to maintain and expand the base of subsistence incomes, especially in the current surge of economic crisis. Though a fast-growing informal sector enterprise, it is still at an artisanal stage in urban Cameroon, creating an urgent need for a supportive policy environment that could have measurable positive impacts on improving the productivity, welfare and income levels of the micro-entrepreneurs. This study looks at the mobile food service practice in Kumba, Cameroon, in terms of its basic characteristics, the locational factors influencing its socio-spatial distribution, the critical success factors (CSFs) determining customer choices, and its impacts on the local environmental resources and quality of urban life. The mobile food service practice creates employment, generates income, and acts as a food energy-support instrument to the urban poor and local economic activities operating in Kumba. The vendors, who are mostly women, can make incomes that are 405 per cent of the national minimum wage and, thus, contribute financially towards the education, health and survival of their families. The paper provides some recommendations on ways to improve the efficiency of this sector so as to achieve sustainable economic and social development and to enhance empowerment thereof.  相似文献

Reviewing some important German scientists who have developed climatic regionalization schemes either on a global or Chinese scale, their various definitions of the tropical climate characteristics in China are discussed and compared with Huang Bingwei's climate classification scheme and the identification of the tropical climate therein. It can be seen that, due to different methodological approaches of the climatic regionalization schemes, the definitions of the tropics vary and hence also their spatial distribution in China. However, it is found that the tropical climate type occupies only a peripheral part of southern China, though it firmly represents a distinctive type of climate that is supsequently associated with a great economic importance for China. As such, the tropical climate type was mostly identified with its agro-climatological significance, that is by giving favourable growing conditions all-year round for perennial crops with a great heat demand. Tropical climate is, hence, conventionally regarded to be governed by all-year round summer conditions "where winter never comes".  相似文献

哈尔滨市磨盘山水库防渗型式拟采用垂直砼防渗墙及帷幕灌浆方案。为了分析左岸不同长度防渗对水库渗漏量及坝基渗透稳定性的影响。对磨盘山水利枢纽区渗流场进行了三维数值模拟研究。结果表明,随着左岸防渗长度的增大。渗漏量及下游渗流出口渗透比降基本呈线性趋势减小。当左岸防渗长度为200m时。渗漏量及各渗透比降均小于允许值,为推荐的渗控方案。  相似文献

对国家级气象资料存储检索系统的需求进行了分析,进而对系统进行了功能设计,并在技术调研和分析的基础上确定了功能实现的技术路线:在数据管理方面采用数据库和文件系统相结合的方式;在存储管理方面采用分级存储管理模式,并解决了数据库的分级存储管理技术;在检索应用方面提供了程序调用式检索方式,并通过采用中间件技术实现了基于B/S结构的程序调用式检索;通过选用HPSS技术解决了由异种机型构成的高性能计算机群存储池问题;通过分别建立实时数据库和综合数据库解决了气象资料的规范化存储和实时业务使用需求之间的矛盾;在应用软件开发方面严格按照有关规范进行。  相似文献

In this paper, we identify a crucial numerical problem in sigma coordinate models, leading to unacceptable spurious diapycnal mixing. This error is a by-product of recent advances in numerical methods, namely the implementation of high-order diffusive advection schemes. In the case of ROMS, spurious mixing is produced by its third-order upwind advection scheme, but our analysis suggests that all diffusive advection schemes would behave similarly in all sigma models. We show that the common idea that spurious mixing decreases with resolution is generally false. In a coarse-resolution regime, spurious mixing increases as resolution is refined, and may reach its peak value when eddy-driven lateral mixing becomes explicitly resolved. At finer resolution, diffusivities are expected to decrease but with values that only become acceptable at resolutions finer than the kilometer. The solution to this problem requires a specifically designed advection scheme. We propose and validate the RSUP3 scheme, where diffusion is split from advection and is represented by a rotated biharmonic diffusion scheme with flow-dependent hyperdiffusivity satisfying the Peclet constraint. The rotated diffusion operator is designed for numerical stability, which includes improvements of linear stability limits and a clipping method adapted to the sigma-coordinate. Realistic model experiments in a southwest Pacific configuration show that RSUP3 is able to preserve low dispersion and diffusion capabilities of the original third-order upwind scheme, while preserving water mass characteristics. There are residual errors from the rotated diffusion operator, but they remain acceptable. The use of a constant diffusivity rather than the Peclet hyperdiffusivity tends to increase these residual errors which become unacceptable with Laplacian diffusion. Finally, we have left some options open concerning the use of time filters as an alternative to spatial diffusion. 对钱塘江强潮河段江道缩窄治理进行研究。首先,回顾治理方案的比选,江道全线缩窄时河轴线线路和河道宽度的确定原则,以及不同河段的指数放宽率。然后,介绍了在涌潮汹涌、滩涂淤坍变化剧烈的强潮河段,实施筑堤所采取的工程措施的步序与要点。最后,分析论证了大规模江道缩窄治理后河床、潮汐、洪水位及涌潮高度等特征值的变化。可供进一步深入理论研究和工程施工参考运用。  相似文献

Sustainable water resources management require scientifically sound information on precipitation, as it plays a key role in hydrological responses in a catchment. In recent years, mesoscale weather models in conjunction with hydrological models have gained great attention as they can provide high‐resolution downscaled weather variables. Many cumulus parameterization schemes (CPSs) have been developed and incorporated into three‐dimensional Pennsylvania State University/National Center for Atmospheric Research (PSU/NCAR) mesoscale model 5 (MM5). This study has performed a comprehensive evaluation of four CPSs (the Anthes–Kuo, Grell, Betts–Miller and Kain–Fritsch93 schemes) to identify how their inclusion influences the mesoscale model's precipitation estimation capabilities. The study has also compared these four CPSs in terms of variability in rainfall estimation at various horizontal and vertical levels. For this purpose, the MM5 was nested down to resolution of 81 km for Domain 1 (domain span 21 × 81 km) and 3 km for Domain 4 (domain span 16 × 3 km), respectively, with vertical resolutions at 23, 40 and 53 vertical levels. The study was carried out at the Brue catchment in Southwest England using both the ERA‐40 reanalysis data and the land‐based observation data. The performances of four CPs were evaluated in terms of their ability to simulate the amount of cumulative rainfall in 4 months in 1995 representing the four seasonal months, namely, January (winter), March (spring), July (summer) and October (autumn). It is observed that the Anthes–Kuo scheme has produced inferior precipitation values during spring and autumn seasons while simulations during winter and summer were consistently good. The Betts–Miller scheme has produced some reasonable results, particularly at the small‐scale domain (3 km grid size) during winter and summer. The KF2 scheme was the best scheme for the larger‐scale (81 km grid size) domain during winter season at both 23 and 53 vertical levels. This scheme tended to underestimate rainfall for other seasons including the small‐scale domain (3 km grid size) in the mesoscale. The Grell scheme was the best scheme in simulating rainfall rates, and was found to be superior to other three schemes with consistently better results in all four seasons and in different domain scales.
