The advanced capitalist ccuntries are undergoing an industrial devolution as remarkable as the industrial revolution of the nineteenth century. The removal of high-paying jobs through automation and geographical migration destroys the main market of the center and precipitates debt crises in newly industrialized countries of the periphery which have followed export-oriented growth policies. This results in a new, internationalized form of the crises of iate capitalism and provides a new institutional foucs for crisis in the international banks. The paper examines this global process from the perspective of the geography of class struggle.  相似文献

Until recently the traditional spatial configuration of the European geography was based upon the core-periphery model. The ‘pentagon’, broadly defined as lying between London, Paris, Milan, Munich and Hamburg, was seen as the core area characterised by having the highest concentration of economic development in the European Union (EU), with the remainder of the European territory viewed as peripheral, albeit to varying degrees. In a number of cases such peripheral areas equated with clear regional disparities. The elaboration of the European Spatial Development Perspective (ESDP) (CEC, European spatial development perspective, towards balanced and sustainable development in the territory of the European Union, 1999) challenged this core-periphery model. European spatial planning policies, aimed at encouraging social and economic, and with ever increasing importance, territorial cohesion, seek amongst other aspects to encourage the development of a balanced and polycentric urban system. This paper adopts a network analysis approach to the analysis of air passenger flows between some 28 principal European metropolitan urban regions. The evaluation of these flows contributes to an enhanced comprehension of the spatial dynamics of the European metropolitan territory which goes beyond that deriving from the more standard analyses of the individual components of the urban system. Several indicators are used, deriving from gravitational modelling techniques, to analyse the complexity of the air passenger flows. A multidimensional scaling (MDS) technique is introduced in order to interpret and visualise the resulting spatial configuration and positioning of the different metropolitan centres within the conceptual European ‘space of air passenger flows’, thereby contrasting with the more traditional map-based geographical image of Europe, based upon Cartesian coordinates.

Catch-quota balancing in multispecies individual fishing quotas   总被引:2,自引:1,他引:2  
Individual fishery quotas (IFQs) are an increasingly prevalent form of fishery management around the world, with more than 170 species currently managed with IFQs. Yet, because of the difficulties in matching quota holdings with catches, many argue that IFQs are not appropriate for multispecies fisheries. Using on-the-ground-experience with multispecies IFQ fisheries in Iceland, New Zealand, Australia, and Canada, we assess the design and use of catch-quota balancing mechanisms. Our methodology includes a mix of interviews with fishery managers, industry representatives, and brokers, literature review, and data analysis. We find that a combination of incentives and limits on use rates for the mechanisms provide sufficient flexibility to the quota owner without the fishery manager incurring excessive levels of overexploitation risk. Contrary to some opinions, these programs are evidence that it is possible to implement IFQ programs for multispecies fisheries and that they can be profitable and sustainable.  相似文献

In this paper it is argued that the re-establishment of a metropolitan government in the Greater Copenhagen Area in 2000 (Greater Copenhagen Authority) is not to be seen as a return to the kind of regional, coordinative authority (Greater Copenhagen Council) that was abolished in the Thatcherite climate of the 1980s. Throughout the 1980s and 1990s new forms of urban governance, entrepreneurialism and a higher national priority to the capital region were introduced, which changed the conditions under which the new metropolitan government is operating. This `contextualization' of the analysis of the two generations of metropolitan government points to the fact that typologies of metropolitan government, such as the one put forward by Sharpe (1995), often lacks analytical cogency. Traditional models of urban development are no longer adequate to describe current metropolitan transformations. These are now at the centre of a debate concerning management and administration. In Italy, delays in resolving problems of urban and metropolitan government, despite the legal framework provided by Law 142/90, have weighed heavily on the larger urban areas of the country: Rome, Naples, Milan, which have not been able to tackle the issue of metropolitan government. Recent legislation, while not providing a pre-defined institutional solution, allows separate administrative districts to collectively establish metropolitan institutions of `variable geometry'. The Milan urban area is not one city, but a system of mutually-dependent cities, linked to each other and the rest of the world by a transport network still requiring much investment. The vitality of its economic structure (especially its small firms) is held back by seriously inadequate infrastructure and low external economic efficiency. The provincial capital may boast `historic centrality' but the most interesting potential for development is to be found on the periphery and in the administrative districts immediately surrounding it, in the recovery of derelict industrial areas and dormitory towns established in the 1950s and 1960s, especially to the north. Recovery of derelict areas, green areas, and better transport links within the urban area and with the outside world are the key elements in the reorganization of `Greater Milan'. In this situation of rapid transformation the most appropriate political strategies involve negotiated planning. This paper explores changing socio-environmental interactions in the vegetable producing areas of the Jos Plateau over the decade 1991–2001. It considers the pressures of market forces and ethnic competition and the tensions which arise as interactions between the two are played out in a fragile physical, social and institutional environment. The region has seen a remarkable expansion in irrigated vegetable production, as dry season surveys in 1991 and 2001 attest. Local farmers appear extremely positive in their perceptions of change, pointing not only to expanded production, but also to other improvements, like growing percentages of children in school and improved transport. But behind this rosy view of change there are tensions and a series of unresolved questions which may soon have to be addressed. We examine the changing nature of socio-environmental interactions over the decade and ask whether and how current levels of production can be sustained in the context of a currently largely unregulated production system and growing competition for land. Given the important role of the Plateau as a source of temperate fruit and vegetables in West Africa, these questions have significance far beyond the Plateau region itself.  相似文献

区域经济发展和经济结构调整的关键在于劳动力资源的合理配置。中国各省市区劳动力资源的产业和行业分布具有显著的地域差异,在空间分布上东、中、西部具有差异,西部地区的西南和西北地区也存在差别,这种规律反映了我国经济发展和产业结构高级化的区域差异。根据劳动力行业配置的区位熵排序结果,将各省市区分成4种类型:大都市型、沿海高工业化水平型、中等工业化水平型、中下等工业化水平型。这些类型具有自东向西有规律性的分布,与我国的经济发展格局和工业化水平的东西差异相应。  相似文献

This research is grounded in notions of differential economic restructuring across employment sectors and geographic space, as well as migration selectivity by occupation. A series of unconstrained competing‐destinations models were employed to analyze the response by workers in thirteen occupational categories to sectoral employment change, average wages, and distance. As was hypothesized, workers in occupations that require high levels of education and skills are more responsive, in terms of migration, to economic opportunities in alternative labor‐market areas. However, the results do not support the hypothesis that highly educated and skilled workers migrate longer distances. Further investigation suggests that opportunities for highly educated and skilled workers may be clustering in relatively few areas that are in relatively close proximity.  相似文献
