EU-US (European Union-United States) interactions in relation to the regulation of genetically modified organisms (GMOs) have been examined in detail in recent years. To do this scholars have tended to focus on a small number of high profile processes, such as the formal complaint of the US to the World Trade Organisation regarding the regulation of GMOs in the Europe. It is important to analyse developments of this kind but overemphasis on them has also lead to a distorted view of the case and a failure to appreciate the significance of other, less visible, types of interaction. In this paper we focus instead on trying to understand the roles played by various EU-US transnational networks—The Transatlantic Business Dialogue, The Transatlantic Economic Partnership, The Transatlantic Consumer Dialogue, The Transatlantic Environmental Dialogue and the EU-US Consultative Forum on Biotechnology. These networks have been trying to shape the regulation of GMOs in both jurisdictions since the mid 1990s. By analysing them through a ‘governance lens’ we find that we can better understand EU-US interactions and the dynamics and influences around the regulation of GMOs. This gives us valuable insights into processes of contemporary governance.  相似文献

Through a juxtaposition of diaspora policy with migrants’ transnational citizenship practices, this article explores how peoplehood, nationhood and citizenship are articulated, justified and enacted. The article draws on the politico-spatial context of Norwegian-Pakistani transnational social space, analyzing the Pakistani Origin Card (POC), remittances and return mobilities as transnational citizenship practices. The elusiveness of residency becomes apparent, underscoring the salience of territoriality, for both diaspora strategies and transnational citizenship practices, involving the co-constitution of formal membership and everyday citizenship practices. Through this overlaps, frictions and disruptions in conceptions of citizenship and of nationhood are revealed, underscoring their non-static nature. Whilst questions of who is included within the people are more commonly approached from the vantage point of immigration contexts, they share key tenets of struggles over conceptualizations of citizenship, and more plural ideologies of nationhood, in emigration contexts, exposed by a juxtaposition of diaspora policies and migrants’ transnational citizenship practices.  相似文献

The heightening scale of urban tourism and the fast-growing number of “floating” city users raise new challenges to understand contemporary urban change – namely for internationally open, heritage-rich medium-sized cities. Discussing the case of Porto at a time when the contested notion of gentrification infuses local politics, we highlight the transnational drivers of this process in Portugal´s second city. While acknowledging perils and benefits, we argue that more than simply leaving a footprint to be solved with taxation, internationally-driven gentrification may endanger city diversity and identity, raising implications for urban policy and for our understanding of local development as a whole.  相似文献

Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The paper concludes with some commentary on the political realities of implementing transboundary MSP.  相似文献

Maritime shipping is the transmission belt of the global economy. It is also a major contributor to global environmental change through its under-regulated air, water and land impacts. It is puzzling that shipping is a lagging sector as it has a well-established global regulatory body—the International Maritime Organization. Drawing on original empirical evidence and archival data, we introduce a four-factor framework to investigate two main questions: why is shipping lagging in its environmental governance; and what is the potential for the International Maritime Organization to orchestrate emerging private ‘green shipping’ initiatives to achieve better ecological outcomes? Contributing to transnational governance theory, we find that conditions stalling regulatory progress include low environmental issue visibility, poor interest alignment, a broadening scope of environmental issues, and growing regulatory fragmentation and uncertainty. The paper concludes with pragmatic recommendations for the International Maritime Organization to acknowledge the regulatory difficulties and seize the opportunity to orchestrate environmental progress.  相似文献

Arguments about the “positive” influence of growing transnational linkages have typically focused on their role in diffusing environmentally superior innovations which help to raise countries’ environment-efficiency. The present article empirically tests these claims by examining whether developing countries’ linkages with more CO2- and SO2-efficient economies contribute to domestic improvements in CO2- and SO2-efficiency. Our large-N, statistical findings caution against some of the efficiency-oriented optimism voiced by supporters of globalization. Although imports ties with more pollution-efficient countries are found to spillover into improved domestic CO2- and SO2-efficiency, neither transnational linkages via exports, inward foreign direct investment (FDI) nor telephone calls appear to have any influence on domestic pollution-efficiency.  相似文献

The ownership and activism of institutional investors in large publicly traded gold mining companies have re-oriented business strategies toward maximising value for shareholders. This paper examines these strategies in the context of the commodity boom (and bust) of 2003–2015. A study of the activities of some of the largest gold mining companies reveals a re-alignment of their operations to satisfy the yield requirements, investment motives, and risk tolerance of institutional investors. By prying open the black-box of corporate decision-making, the expansion and subsequent contraction of mining activities are shown to have in part been enabled and constrained by the investment appetite of a particular class of investors. The findings make the case for a more situated analysis of corporations, a key but understudied actor in political ecology studies.  相似文献

Eco-certifications have become an important site of power struggles in commodity sectors such as forestry, fisheries, aquaculture, palm oil, and soy. In each, multiple eco-certification initiatives have been developed and resisted through interactions among non-governmental organizations, governments, and commercial actors. This paper contributes to understanding how power is embodied in certifications by exploring how territoriality manifests in the international struggle over defining what products are ‘sustainable’ and which producers will have access to markets that require ‘sustainable’ products. Focusing on the wild capture fisheries sector in which the non-governmental Marine Stewardship Council (MSC) administers the preeminent eco-certification initiative, we explore the emergence of new fisheries eco-certification initiatives in Japan, Iceland, Alaska, Canada, and the US that insist there is no transnational monopoly on judgments over fisheries sustainability. We argue that these new eco-certifications attempt to defend and embed territorial social and regulatory relations of production within the contested domain of transnational sustainability governance. The initiatives accommodate both the territorially embedded material interests, institutions, and discursive strategies of producers (and their state supporting agencies) and transnationally embedded governance norms for assessing and communicating sustainability. They also counter the globally applicable institutions of the MSC in favor of making space for state and non-state actors to contend with demands for sustainability in the global seafood market by combining place-specific attributes with transnational governance norms.  相似文献

Climate change adaptation, which has previously been seen as a national and local matter, is today systematically addressed by international institutions such as the UNFCCC, the FAO and the WTO. Research has focused on the overarching institutional architecture of global adaptation, particularly how it relates to development, political economy, efficiency and equity. In contrast to the transnational dimension of climate mitigation, the transnationalization of adaptation governance has received scant attention. By creating a dataset of adaptation projects, we examine transnational adaptation governance in terms of its scope, institutionalization and main functions. We find transnational adaptation governance to be firmly anchored within the UNFCCC, but a recent change towards adaptation governed by a transnational constituency can be identified. When non-state actors become integral to the project of governing adaptation, a ‘fourth era’ of adaption seems to be emerging. This new era is not replacing other forms of governing, but is emerging alongside and in a complementary fashion. In the ‘fourth era’, adaptation is increasingly governed globally and transnationally, and the attention is turned toward ‘softer’ forms of governance such as agenda setting, information sharing and capacity building.  相似文献

The past two decades have witnessed a proliferation of transnational networking initiatives aimed at addressing climate change. Previous work has suggested that these initiatives largely achieve their governance functions by fostering learning and resource acquisition. Our particular contribution seeks to advance current understanding of networking initiatives by suggesting that they may additionally perform social and emotional roles which galvanise, energise and motivate actors to pursue actions which advance domestic climate goals. To illustrate our argument, we examine GLOBE International, an inter-parliamentary institution focused on supporting the development of domestic legislation around sustainable development. Based on semi-structured interviews with legislators, we provide evidence that GLOBE functions as a network for learning, and particularly political learning. Yet participation in the group setting of the initiative’s summits has additionally given rise to feelings of unity, emotional energy and inspiration. We conclude by discussing the implications of our findings, which paint a richer, more complex picture of transnational climate governance than previously acknowledged in the literature.  相似文献
