The furrow irrigation systems of Kilimanjaro were first described by European explorers coming to the area by the end of the 19th century. Although being impressed, the German and later the British colonial powers soon came to see the system as wasteful and in need of improvement. Despite several attempts to control water use among the ‘natives’ in the highlands, the furrow system has remained fairly intact and still plays a key role in the local farming systems. However, the utilisation of available water resources is still a highly controversial political issue and in this paper three major challenges to traditional water use are discussed: (i) hydropower development, (ii) construction of large-scale irrigation projects, and (iii) implementation of economic and institutional reforms. All this has led to renewed and intensified conflicts over the use of water on Kilimanjaro as well as in the Pangani river. At one level, the situation can be described as a conflict over access to a scarce resource. However, beyond this perception, the controversies over water are also based on more fundamental ideological conflicts and competing ways of thinking about both development and water management. Although wetlands in Tanzania and Kenya have great potentials for agricultural production and a multitude of uses, many of them are not even documented on official maps. Lack of official recognition has done little in preventing there over utilization. As the wetlands continue to play remarkable roles in the movement of people and terrestrial species in the region, it is important that they are monitored and properly managed. This study was undertaken in Usambara highlands and the Pangani floodplain in Tanzania, the Mount Kenya highlands and Laikipia floodplain in Kenya to map the different types of wetlands in terms of their size, density, spatial distribution and use patterns. Remote sensing techniques and field surveys were adopted, and 51 wetlands were identified in flood plains within the semi-arid and sub-humid lowlands, and inland valleys in the region. The detailed maps generated showed the intensity of wetland use, inland valleys being the most intensively used, and are useful in monitoring changes in wetlands for their effective management. The use of multispatial resolution imagery, combined with field survey and GIS produced satisfactory results for the delineation and mapping of small wetlands and their uses.  相似文献

In arid and semi-arid areas, evaporation fluxes are the largest component of the hydrological cycle, with runoff coefficient rarely exceeding 10%. These fluxes are a function of land use and land management and as such an essential component for integrated water resources management. Spatially distributed land use and land cover (LULC) maps distinguishing not only natural land cover but also management practices such as irrigation are therefore essential for comprehensive water management analysis in a river basin. Through remote sensing, LULC can be classified using its unique phenological variability observed over time. For this purpose, sixteen LULC types have been classified in the Upper Pangani River Basin (the headwaters of the Pangani River Basin in Tanzania) using MODIS vegetation satellite data. Ninety-four images based on 8 day temporal and 250 m spatial resolutions were analyzed for the hydrological years 2009 and 2010. Unsupervised and supervised clustering techniques were utilized to identify various LULC types with aid of ground information on crop calendar and the land features of the river basin. Ground truthing data were obtained during two rainfall seasons to assess the classification accuracy. The results showed an overall classification accuracy of 85%, with the producer’s accuracy of 83% and user’s accuracy of 86% for confidence level of 98% in the analysis. The overall Kappa coefficient of 0.85 also showed good agreement between the LULC and the ground data. The land suitability classification based on FAO-SYS framework for the various LULC types were also consistent with the derived classification results. The existing local database on total smallholder irrigation development and sugarcane cultivation (large scale irrigation) showed a 74% and 95% variation respectively to the LULC classification and showed fairly good geographical distribution. The LULC information provides an essential boundary condition for establishing the water use and management of green and blue water resources in the water stress Pangani River Basin.  相似文献
