农村信用社产权制度创新研究

现行农村信用社存在的出资人所有权虚置、收益权削弱、法人财产权丧失等产权制度缺陷 ,严重阻碍着它的进一步发展。形成这些缺陷的主要原因在于农村信用社产权改革的方向不明和对产权范畴的片面理解 ,因此 ,农村信用社产权制度创新应在清晰界定产权的基础上、向股份制、股份合作制、合作制等多种产权形式的方向发展。     

A STUDY ON LAND SYSTEM INNOVATIONS IN THE CONSTRUCTION OF SMALL TOWNS IN CHINA

The economic development in China and the rising of the living standard need to speed up the urbanisa-tion.The development of small towns is an important way to Chinese urbanization.Land use plays a very important role in the development of small towns.However there are many problems in the development of small towns,esp.in land use.The paper first discusses the land problems in the development of small towns.Such as much cultivated land lies idle,under-utilization and waste of land,increasing illegal use of land,unstable contractural relationship for land use.The relationship between the development of small towns and land use is also studied.Then the guidelines for the land system innovations of small towns are put forward.Namely the sustainability of social and economic development,the bal-ance between land reservation and land utilization,the provision of service to village ,agriculture and farmer,the manage-ment of land resource and land assets,the parsimonious andlegal use of land.The basic framework of land system innova-tions of small towns is put forward finally.It include the land replacement policy for small towns and the permanent tenan-cy of farmland,the overall plan for land uses and other plans in harmony,the establishment of a flexible system of land supplies,using land with payments ,the transfer of agricultural land and refining the land law related to the construction of small towns.     

成团天体系统成员概率计算的有效性问题

本文提出了一个普适的衡量成团天体系统成员概率计算结果的有效性指数：Ｅ＝１－ＮΣ｛Ｐ（ｉ）［１－Ｐ（ｉ）］｝／ΣＰ（ｉ）Σ［１－Ｐ（ｉ）］｝，并以此对以Ｓａｎｄｅｒｓ方法为基础的各种成员确定模型的有效性进行了分析．从总体上说，运动学资料（自行、视向速度等）是一类有效的观测判据．     

Searching for Planetary Eclipses in Open Clusters: NGC 7086

In an attempt to discover planetary eclipses, we observed the open cluster NGC 7086. On one night we observed the cluster and standard stars through the B and V filters, enabling us to make a colour-magnitude diagram. Plots of the differential magnitudes were inspected for variability, but no planetary eclipses were found. New variable stars were discovered and their light curves show some of them to be eclipsing binary stars. The location on the colour-magnitude diagram of some of the variable stars is consistent with cluster membership.     

Modified mild slope equation and open boundary conditions

A numerical model to compute wave field is developed. It is based on the Berkhoff diffraction-refraction equation, in which an energy dissipation term is added, to take into account the breaking and the bottom friction phenomena. The energy dissipation function, by breaking and by bottom friction, is introduced in the Berkhoff equation to obtain a new equation of propagation.The resolution is done with the hybrid finite element method, where lagrangians elements are used.     

Open registers: past, present and future

The debate about open registers (ORs) is not a new matter, and throughout centuries States have taken advantage of other flags for their own profit in order to overcome any kind of restrictions. To understand this system in depth it is necessary to know about its origins, development and consolidation. Eradicating substandard registers calls for the application of specific directions like the ones presented, which are a result of many years of researching and working for international organizations aiming at the modernization and consolidation of some ORs. This has led to an increase in the levels of safety and credibility of the maritime administrations where they were applied.     

Open source, spatial analysis, and activity-travel behaviour research: capabilities of the aspace package

This paper reports on recent experience with the development of aspace, an Open Source (OS) library for the geographic visualization and analysis of activity-travel behaviour. The paper begins with an overview of recent progress with respect to the convergence of Open Source technology, spatial analysis, and travel behaviour research. The remainder of the paper focuses on aspace; a collection of functions that, when combined with data describing the geographical location of daily activities, can be used to visualize and describe spatial properties of individual and household activity spaces. These properties include: size, orientation, shape, and the geographical dispersion of activity locations contained within the activity space. Several planar geometries are used to transform measurable spatial properties into intuitive objects for visualizing spatial patterns of activity participation. Experiments are conducted, using data from the first wave of the 2003 Toronto Travel Activity Panel Survey, to demonstrate the potential application of aspace for basic and applied policy-based research into activity-travel behaviour. The toolkit is distributed as a downloadable ‘package’ from the Open Source R Project for Statistical Computing.      

城市空间信息基础设施建设结构模型研究

首先对WebGIS的发展状况进行了分析,然后介绍了Web Services的工作原理,给出了面向Geo-Services的城市空间信息基础设施建设的结构模型,并依据该模型对北京市基础地理信息数据库集成项目进行了典型研究.     

工程设计单位信息化建设的创新与战略思考

信息化是工程设计单位实现发展与创新的重要手段。建设"网络化市政工程集成应用系统"是市政总院为实现企业战略目标,在行业信息化目标指引下而提出的信息化构想。其总体思路是建立以工程项目设计管理为主线的信息平台,实现覆盖设计全过程和全院各部门的、设计与管理一体化的集成应用系统。以此系统的建设为案例,通过介绍系统的基本目标、技术路线、主要内容及创新之处,为工程设计单位的信息化建设提供了思路与方法。最后通过总结系统实施过程中决定成败的关键因素,引申出工程设计行业信息化建设的战略思考。     

新时期我国区域经济地理学发展问题初探

我国新时期的区域经济地理学在取得全面发展的同时，在理论体系，研究方法和实践领域等方面还需要进一步的发展，文章根据学习和实践区域经济地理学的体会，初步提出基础理论和应用理论，思维方法和技术方法等方面发展见解，并指出区域创新系统和国际经济技术合作等学科应注意拓展的重要实践领域，最后提出我国区域经济地理学科发展的建议。
