The paper assesses the role for innovation of one aspect which has been generally overlooked by evolutionary economic geography: context. It analyses how context shapes the impact of collaboration on firm-level innovation for 1604 firms located in the five largest city regions of Norway. Specifically, the analysis shows how the benefits to firms of collaborating within regional, national, and international innovation networks are affected by the knowledge endowments of the region within which the firm is located. Using a logit regression analysis, we find, first, that only national and international networking have a significant positive impact on the likelihood of innovation (the former only for process innovation), whereas the regional knowledge endowments have no direct effect. Second, regional cooperation is particularly effective in regions with high investments in R&D, whereas international cooperation is important in regions with an educated workforce – and regional and national collaboration may be ineffective in such cases. We conclude that, in the case of Norway, context is essential in determining the capacity of firms to set up networks and innovate. Regions with an educated workforce can use the resulting absorptive capacity to successfully assimilate knowledge being diffused through global pipelines from faraway places. However, this absorptive capacity is likely to be heavily filtered if regional firms mainly rely on internal connections within Norway. 相似文献

联合高精度的GPS水平位移观测和高密度的PS-InSAR雷达视线位移测量,实现地表三维形变的精确反演.本文在准确计算卫星轨道方位角基础上,使用GPS观测位移与星载雷达LOS方向形变的投影转换模型,将雷达LOS方向形变转换为垂直方向位移,并基于地面GPS与SAR影像PS目标联合构建形变监测网,采用参数平差算法估计区域地表形变场.以地质构造活动极其活跃的台湾岛及其西南屏东高雄地区为例,联合屏东地区48个GPS监测台站与雷达PS目标,监测该地区从1995-1999年间由于板块构造挤压运动和地下水抽取导致的三维地表形变.结果表明,该地区年均水平位移量为向西30~50 mm/a,高雄沿海地区发生明显的逆时针西偏南的逐渐增大的水平位移;垂直位移为屏东平原南部呈现-10 mm/a~-15 mm/a的地面沉降,而平原北部和高雄地区呈现约+5 mm/a~+10 mm/a的地面抬升. 相似文献

The past two decades have witnessed a proliferation of transnational networking initiatives aimed at addressing climate change. Previous work has suggested that these initiatives largely achieve their governance functions by fostering learning and resource acquisition. Our particular contribution seeks to advance current understanding of networking initiatives by suggesting that they may additionally perform social and emotional roles which galvanise, energise and motivate actors to pursue actions which advance domestic climate goals. To illustrate our argument, we examine GLOBE International, an inter-parliamentary institution focused on supporting the development of domestic legislation around sustainable development. Based on semi-structured interviews with legislators, we provide evidence that GLOBE functions as a network for learning, and particularly political learning. Yet participation in the group setting of the initiative’s summits has additionally given rise to feelings of unity, emotional energy and inspiration. We conclude by discussing the implications of our findings, which paint a richer, more complex picture of transnational climate governance than previously acknowledged in the literature. 相似文献

Social movement organizations (SMOs) play an important role in movement building, however, the particular context and structure of a SMO has a direct impact on its ability to foster and sustain collaboration. In this paper I investigate the unique positioning of provincial networking organizations (PNOs) in Canadian food movements and document their efforts to support alternative food initiatives (AFIs) to interact and act collaboratively for food system change. The research draws on a network survey, over 35 in-depth interviews, site visits, and background information collected in three Canadian provinces to explore the ongoing work necessary for linking together heterogeneous elements without central coordinating mechanisms. I describe the ways that PNOs have established a series of common networking strategies to bring AFIs together across sectors, scales and places: (1) the creation of physical spaces that involve direct contact in particular places; (2) the development of virtual spaces where connections are mediated through digital technologies; and (3) the use of scalar strategies that scale-up local projects to address provincial level policy. I conclude by identifying key areas of contention that arise within the networks, and show that the different structures of the PNOs impact their ability to establish and implement networking strategies. I argue that addressing these challenges must be a preemptive focus in order to sustain networking activity. My contention that contemporary structures of social mobilization require novel strategies and support from networking organizations provides insight for studies of SMOs and movement building more broadly. 相似文献

A successful piece of applied research will not only influence the related problem perception within the scientific community, but also lead to much better understanding of a complex challenge, including the delivery of solutions. Ideally it may contribute significantly to reducing possible risk situations for people and/or the natural environment. In short, a successful study will have a broader impact beyond the sphere of science. Planning, timing, funding, networking, communication, and interdisciplinarity are identified as key aspects for a successful project and are being examined in their scope and boundary conditions, while not neglecting the particular role of local and regional people and authorities.Defining what makes a successful environmental geochemical study is clearly based upon experience and evidence found, and not upon any particular theoretical concept. Here, experience is drawn from the outcome of many projects and specifically first-hand from the complex ARSENEX project in Minas Gerais, Brazil. Against the backdrop of both perceived and real arsenic contamination of environmental compartments, including local people, all subsequent project steps and proposals were set up using a three-prong approach that sought to a) understand the processes, b) educate and inform the public and all other stakeholders and c) remediate the situation. 相似文献

Local Agenda 21 (LA21) is widely regarded as a key tool for implementing sustainability policies since local authorities are closer to ordinary people and some local managers and politicians have the ability to adapt organisations to new managerial atmospheres and social demands. However, local governments tend to lack the right economic, human and knowledge resources. Consequently, in the search for local sustainable development, networking and collaborative approaches to LA21 can help local authorities save resources and share knowledge and best practices. Although both research and politicians have tended to focus on LA21, we believe Regional Agenda 21 (RA21) needs to be emphasised as a complementary tool. This paper examines successful innovative practices in the Basque Autonomous Community (BAC) over a 4-year period, with a view to shedding light on the theoretical literature and to aiding regional and local authorities. Although research on policy networks has produced useful results, we are still some way from a plausible, consensus-based theory of policy networks. Based on experience in the BAC, the present article offers an integrated approach to understanding the antecedents and consequences of a regional knowledge-driven network for LA21 promotion. Although LA21 implementation has been studied before, evidence about networking at regional level is scarce. Other regions in developing countries could use this approach to achieve successful policy networks. 相似文献
