This article investigates the way in which periurban politics have mediated foreign direct investment relocations and facilitated the spatial restructuring of the Jakarta Metropolitan Area (JMA), one of the largest and fastest‐growing megaurban regions in Asia. We conducted a series of in‐depth interviews in Cikarang, the largest, most developed industrial estate corridor in the urban periphery of JMA. We identified institutional settings, power struggles and governance mechanisms underlying the industrial estate transitions in the past three decades. We found that periurban governance in JMA has resulted in poor infrastructure connectivity and tight interactor and inter‐regional competition. As global economic turbulence and decentralization policies restrict the effectiveness of privatization strategies, network strategies are trialled to promote sustainability and inclusiveness in JMA's industrial estates and towns.  相似文献

Abstract

Industrial land development has become a key feature of urbanization in Greater Jakarta, one of the largest metropolitan areas in Southeast Asia. Following Suharto's market-oriented policy measures in the late 1980s, private developers have dominated the land development projects in Greater Jakarta. The article investigates the extent to which these private industrial centers have effectively reduced the domination of Jakarta in shaping the entire metropolitan structure. The analysis indicates that major suburban industrial centers have captured most of the manufacturing employment that has dispersed from Jakarta. The industrial centers have now increasingly specialized and diversified. It is likely that a polycentric metropolitan structure will emerge in the future.  相似文献

Proper management of groundwater resources requires knowledge of the processes of recharge and discharge associated with a groundwater basin. Such processes have been identified in the Jakarta groundwater basin, Indonesia using a theory that describes the simultaneous transfer of heat and fluid in a porous medium. Temperature-depth profiles in monitoring wells are used to determine the geothermal gradient. To examine the rules of groundwater flow in the distortion of the isotherms in this area, several methods are compared. Subsurface temperature distribution is strongly affected by heat advection due to groundwater flow. Under natural flow conditions, the recharge area is assumed to occur in the hills and uplands, which are located on the periphery of the Jakarta basin, and the discharge area is located in the central and northern part of the Jakarta groundwater basin. A transition area, which could act as local recharge and discharge areas, occupies the middle of the lowland. Subsurface temperatures show good correlation with the groundwater flow conditions, and the data yield important information on the location of recharge and discharge areas.  相似文献

This paper queries the relevance of the ‘splintering urbanism’ thesis to postcolonial cities of the South, and responds to calls for the production of a decentered theory of urbanization through a case study of Jakarta. Drawing on archival and interview data, the paper demonstrates that Jakarta has, since its inception, been characterized by a high degree of differentiation of access to water supply, and of fragmentation of water supply networks. We document the origins of this fragmentation in the colonial era, and trace the legacy of the colonial constructions within the postcolonial city. Moreover, we demonstrate that the introduction of private sector management (in 1988) has not significantly disrupted, and certainly not caused, this pattern. In short, we provide evidence to support our claim that Jakarta’s water supply system is ‘splintered’ rather than ‘splintering’, and demonstrate that this phenomenon was not caused by the rise (or fall) of the ‘modern infrastructural ideal’. In order to explain this sustained fragmentation of infrastructure and access, the paper develops a conceptual framework of postcolonial governmentality that emphasizes the interrelationship between materiality, governmentality, identity, and urbanization, in particular through demonstrating how contested and evolving process of social differentiation are linked to the differentiation of water supply infrastructures and of urban spaces. Although we are wary of any simplistic comparisons between the colonial past and present, we argue that the optic of postcolonial governmentality provides a powerful lens for dissecting the power relations that continue to structure access to water supply and urban space in cities in the South.  相似文献

Jakarta is the capital city of Indonesia with a population of about 12 million people, inhabiting an area of about 625 km2. It is well known that several areas in Jakarta are subsiding rapidly. There are four different types of land subsidence that can be expected to occur in the Jakarta basin, namely: subsidence due to groundwater extraction, subsidence induced by the load of constructions (i.e., settlement of high compressibility soil), subsidence caused by natural consolidation of alluvial soil and tectonic subsidence. In addition to the leveling method, Global Positioning System (GPS) survey methods have been used to study land subsidence in Jakarta. In this paper, we characterize subsidence in the Jakarta basin using eight episodic/campaign GPS surveys between 1997 and 2005. The estimated subsidence rates are 1–10 cm/year. The observed subsidence rates in several locations show a positive correlation with known abstraction volumes of groundwater extraction. These basin-wide series of GPS measurements show how this type of measurement can play an important role in multiple public policy decision making in this rapidly growing area.  相似文献

Private sector partnerships (PSPs) have been increasingly advocated as an instrument of ‘pro-poor’ water supply policies. This article examines the performance of the private sector with respect to network connections for poor households in Jakarta, Indonesia, drawing on three sources: data collected through a household survey of poor households in six Jakarta neighbourhoods in 2005; data provided by the two private concessionaires and the Jakarta municipal government; and interviews with water supply managers, government officials, and NGO representatives in 2001 and 2005. The analysis concludes that the Jakarta PSP contract has not been pro-poor: new connections were preferentially targeted at middle and upper-income households over the period 1998-2005, and the numbers of new connections have been lower than the original targets. The paper argues that the failure to connect the poor is not solely attributable to the private operators, and identifies disincentives to provide individual network connections to poor households on the part of the municipality, the private concessionaires and poor households. The paper concludes by questioning the long-term ability of private sector operators to supply water to the poor.  相似文献

Rapid urbanization in the Jakarta area has become a severe subsurface environmental issue as it entails groundwater level decline and land subsidence caused by excessive groundwater pumping. In this study, apparent groundwater age rejuvenation in the deep aquifer under DKI Jakarta was found by comparing 14C activities between 1985 and 2008. We discussed the use of a numerical groundwater flow model to evaluate the rejuvenation process in this urbanized area. When considering the deep aquifer in the DKI Jakarta area, we can assume six direction fluxes toward the aquifer: two vertical fluxes (downward and upward flux) and four horizontal fluxes (northern, southern, western, and eastern flux). Results of model calculations show that the greatest groundwater flux among six flux directions became ‘vertical downward flux’, which means that shallower groundwater intrudes into the deep one because of excessive groundwater pumping from the mid‐1980s. This flux grows about 50% during the 2000s. This result is consistent with the detection of CFC‐12 and SF6, which functions as an indicator of young groundwater even in the deep groundwater. The rejuvenation ratio ‘R’ was determined using 14C activity in the groundwater; R increases with the CFC‐12 concentration and both show good correlation. Furthermore, we estimated the ‘vertical downward flux’ at each well's screen depth using model estimation. Results show that this flux is greater in the urban groundwater depression area and especially at shallower parts of the deep aquifer, and that it affects the magnitude of the shallow groundwater intrusion. A complex convective cloud with a horizontal scale area of more than 100 km, known as the mesoscale convective system (MCS), is important to the study as it brings heavy rainfall from its activity. The analysis of MCS with the flood-producing storm on the Indonesian Maritime Continent (IMC) receives less attention. The purpose of this study is to identify and evaluate the temporal variability of the MCS to the frequency of flood-producing storms in Greater Jakarta (GJ) during the 2013–2015 wet season. The image data of Multi-functional Transport Satellite (MTSAT) -1R, which represents an equivalent blackbody temperature (TBB), and the tracking algorithm “Grab ‘em Tag ‘em Graph ‘em” (GTG) were used to detect the events of MCS. We also used a rainfall graph in this analysis to measure rainfall threshold values in order to classify flood-producing storms. The results show that MCS around GJ has typical characteristics of tropical belt regions. There is a small TBB scale (maximum size ≥13,000 km2) distinguished by a deep cloud up to 14 km in height. Through the active effects of monsoon and ITCZ, the land-breeze and/or sea-breeze circulations that contribute to MCS growth are triggered. However, about 32 percent of the MCS contributed to the flood-producing storm around the GJ region.  相似文献

The 210Pb geochronology, heavy metal concentrations (Zn, Cu, and Pb), and stable Pb isotope ratios (206Pb/207Pb) of three sediment cores collected from Jakarta Bay were analyzed to decipher the history of heavy metal contamination in the period 1900–2006. The chemical and isotopic analyses clearly suggest that anthropogenic metal accumulation in the sediments began in the 1920s and increased greatly from the 1970s until the end of the 1990s. From the end of the 1990s to 2006, accumulation rates were constant or decreased for Zn and Pb near the coastal industrialized area. Comparison of economic data and sociological information suggests that the decline in the concentrations of heavy metals could be attributed to the stricter environmental regulations which were enforced at the end of 1990s. However, metal contamination is currently still an important cause of concern in dealing with environmental preservation and protection in Jakarta Bay.  相似文献
