为探究贵州省地震灾害风险薄弱环节,减轻地震灾害风险,以贵州省罗甸县为示范,采用地震危险性概率分析方法对各乡镇进行危险性分析,开展地震灾害承灾体现场抽样调查,通过层次分析法和问卷调查的方式,首次构建乡镇级别的地震灾害风险和减灾能力指标体系,评估各乡镇地震灾害综合指数和程度,计算各乡镇地震灾害风险指数,确定红水河镇为高风险区、罗悃镇为中风险区、木引等7个乡镇为低风险区,并从建筑物设防、地震地质灾害及水库地震等角度剖析罗甸县地震灾害特点,从农村危房改造、移民搬迁、地质灾害防护及交通等方面提出减小地震灾害风险的建议。  相似文献

Climate change presents a threat to the sustainability of cities and their societies, and must be adequately addressed. Urban environments (cities) are responsible for the creation of a significant amount of greenhouse gas emissions which are the source of climate change. Cities have been increasingly the focus of action to address climate change, yet emissions are not significantly reducing. Additionally, there a lack of integration between adaptation and mitigation. This prevents responses adequate to limit global warming to 1.5OC, and to be well adapted to anticipated changes. This paper critically analyses existing definitions and typologies of climate change actions. A definition of ‘climate change transformation’ is proposed which includes the integration of adaptation and mitigation goals to enable a new regime in which global warming is limited to 1.5OC. A new three-part typology: ‘coping, malaction and transformation,’ is presented for categorising climate change actions by the extent to which they integrate adaptation and mitigation, and define a new regime. The typology is accompanied by illustrations to demonstrate the relationship between adaptation and mitigation. The definition, typology and illustration serve to guide effective climate change decision making, and provides principles to guide application in urban environments.  相似文献

Weather conditions that influence natural resource-based tourist destinations are likely to be affected by climate change, but our understanding of how businesses and destinations manage for present and future conditions is limited. In this study we report on the relationships between weather and tourism activities in the Queenstown-Lake Wanaka region, South Island, New Zealand. Key stakeholder interviews and a workshop form the empirical basis of this paper. Coping range application ideas derived from ecological management literature are used to develop a framework to understand and inform thinking and strategies around how tourism businesses and destinations are currently responding to the weather and perhaps could in future respond to climate change. Results show that within a destination individual businesses have widely varying relationships with the weather, with each type of activity operating within its own coping range to particular environmental gradients, for example temperature. Coping, which can be observed outside the ‘ideal’ range of a particular environmental gradient, requires business adjustments so as to cope with increasingly marginal conditions, up to a Critical Stop Point – the ultimate threshold. The data suggest that increased need for adjustments impacts on business viability, and more planned adaptation measures would be necessary to increase viability under increasingly detrimental climatic conditions. Discussion at a destination level workshop indicates that at and beyond thresholds, keystone industry and destination level strategic adaptation planning is required to ensure the viability of the destination as a whole.  相似文献

This study examines the ways in which the adaptive capacity of households to climatic events varies within communities and is mediated by institutional and landscape changes. We present qualitative and quantitative data from two Maasai communities differentially exposed to the devastating drought of 2009 in Northern Tanzania. We show how rangeland fragmentation combined with the decoupling of institutions and landscapes are affecting pastoralists’ ability to cope with drought. Our data highlight that mobility remains a key coping mechanism for pastoralists to avoid cattle loss during a drought. However, mobility is now happening in new ways that require not only large amounts of money but new forms of knowledge and connections outside of customary reciprocity networks. Those least affected by the drought, in terms of cattle lost, were those with large herds who were able to sell some of their cattle and to pay for private access to pastures outside of Maasai areas. Drawing on an entitlements framework, we argue that the new coping mechanisms are not available to all, could be making some households more vulnerable to climate change, and reduce the adaptive capacity of the overall system as reciprocity networks and customary institutions are weakened. As such, we posit that adaptive capacity to climate change is uneven within and across communities, is scale-dependent, and is intimately tied to institutional and landscape changes.  相似文献

Landslides are an increasing problem in Nepal’s Middle Hills due to both natural and human phenomena: mainly increasingly intense monsoon rains and a boom in rural road construction. This problem has largely been neglected due to underreporting of losses and the dispersed nature of landslides. Understanding how populations cope with landslides is a first step toward developing more effective landslide risk management programs. The present research focuses on two villages in Central-Eastern Nepal, both affected by active landslides but with different coping strategies. Research methods are interdisciplinary, based on a geological assessment of landslide risk and a socio-economic study of the villages using household questionnaires, focus group discussions and transect walks. Community risk maps are compared with geological landslide risk maps to better understand and communicate community risk perceptions, priorities and coping strategies. A modified typology of coping strategies is presented, based on previous work by Burton, Kates, and White (1993) that is useful for decision-makers for designing more effective programs for landslide mitigation. Main findings underscore that coping strategies, mainly seeking external assistance and outmigration, are closely linked to access to resources, ethnicity/social status and levels of community organization. Conclusions include the importance of investing in organizational skills, while building on local knowledge about landslide mitigation for reducing landslide risk. There is great potential to increase coping strategies by incorporating skills training on landslide mitigation in existing agricultural outreach and community forest user group training.  相似文献

An increasing number of publications focus on social vulnerability, resilience, and adaptation (SVRA) towards natural hazards and climate change. Despite this proliferation of research, a systematic understanding of how these studies are theoretically grounded is lacking. Here, we systematically reviewed 4432 articles that address SVRA in various disciplinary fields (e.g. psychology, sociology, geography, mathematics) for various hazards, including floods, droughts, landslides, storm surges, wildfires, tsunamis, earthquakes, and volcano eruptions. We focus on the extent to which these studies explicate the frameworks, theoretical constructs or theories they rely on. Surprisingly, we found that about 90% of the reviewed studies do not explicitly refer to a theoretical underpinning. Overall, theories focusing on individuals’ SVRA were more frequently used than those focusing on systems, society, groups, and networks. Moreover, the uptake of theories varied according to the hazard investigated and field of knowledge, being more frequent in wildfire and flood studies and articles published in social science journals. Based on our analysis, we propose a reflexive handling of theories to foster more transparent, comparable, and robust empirical research on SVRA.  相似文献

This article explores the impacts of floods on the economy, environment, and society and tries to clarify the rural community’s coping mechanism to flood disasters in Central Viet Nam. It focuses on the social aspects of flood risk perception that shapes the responses to floods. The research findings revealed that flooding is an essential element for a coastal population, whose livelihood depend on productive functions of cyclical floods. The findings also revealed that floods, causing losses and damages, often inhibited economic development. The surveyed communities appeared to have evolved coping mechanisms to reduce the negative impacts of the floods, yet these coping mechanisms are under pressure due to environmental degradation. Integrated flood risk management is considered as a suitable paradigm for coping with flood disasters.

Future climate change potentially can have a strong impact on the African continent. Of special concern are the effects on food security and the restricted adaptive capacity of Africa's poverty stricken population. Targeted policy interventions are, therefore, of vital importance. While there is a broad consensus on selection of climate and agricultural indicators, a coherent spatial representation of the populations' vulnerability is still subject to debate, basically because important drivers at household and institutional level are captured at the coarser (sub)-national level only. This paper aims to address this shortcoming by capitalizing on available spatially explicit information on households, food security institutions and natural resources to identify and characterize vulnerable groups in climate change prone areas of East and West Africa. First, we identify and localize groups with varying degrees of vulnerability, using food security and health indicators from georeferenced household surveys. Second, we characterize these vulnerable groups using statistical techniques that report on the frequency of occurrence of household characteristics, social bonding, remittances and agro-ecological endowments. Third we localize areas where climate change conditions affect production of major staple crops even after a maximum adaptation of crop rotations. Fourth, we characterize the vulnerable groups in the climate change affected areas and compare their profiles with the overall assessment to elucidate whether generic or climate change targeted policies are required. Since climate change will impact predominantly on agricultural production, our analysis focuses on the rural areas. For West Africa, we find that vulnerable groups in areas likely to be affected by climate change do not fundamentally differ from vulnerable groups in the study area in general. However, in East Africa there are remarkable differences between these groups which leads to the conclusion that in this part of Africa, poverty reducing strategies for climate change affected areas should differ from generic ones.  相似文献

Wildfires cause different impacts, depending on the conditions and resilience level of the exposed communities. Wildfire occurrence in mainland Portugal was assessed with regard to socioeconomic and demographic parameters, to identify the most distinctive conditions of fire-affected areas, without implying the existence of causal relationships. The latest population and agriculture census data were used to retrieve conditions at the civil parish level, regarding demographic patterns, social and labor conditions, physical structures and agricultural activities. To identify differences between parishes, two groups were created with the communities that showed the highest and lowest 20% of wildfire incidence between 2007 and 2014, separately for density of fire events and for burned area. A stepwise approach based on classification trees and random Forest methods was applied to identify the best discriminant variables between the groups. First, irrelevant variables were removed by an interactive process based on misclassification rates. The second step used random Forest analysis to the remaining variables to evaluate their importance in distinguishing the groups. In the final step, cluster analysis was applied to test the correspondence between the clusters created with the selected variables and the initial groups. Results showed that parishes with higher fire density have higher population density, higher proportion of young and educated people, larger families and more overcrowded buildings. On the contrary, parishes with larger burned area are less populated, less attractive to foreigners, have a higher proportion of elderly people, more degraded housing conditions and agricultural activities, visible in the density of sheep and goat and pastures, are still relevant. The cluster analysis demonstrated a better performance of the model for wildfire density, revealing a strong association with socioeconomic dynamics with an agreement above 0.85, much higher than for burned areas which is 0.29. Overall, the spatial distribution of wildfire impacts is framed by societal settings and particular conditions must be further understood to improve the coping capacity of affected communities.  相似文献

Interventions to reduce farmers’ vulnerability to crises rarely build on existing coping strategies. Emergency seed aid offers a unique opportunity to examine links between different types of interventions and local coping mechanisms, as such relief has been abundant and long-term. This study focuses on farmers’ use and assessment of crisis assistance within Ethiopia, where seed aid delivery dates back at least 34 years. Farmers’ abilities to strategize and negotiate inter-/intra-seasonal variability are not being addressed by current supply-driven approaches. Lessons derived from seed aid give insights toward more effective practice for programs aiming to bolster farmers’ resilience in high-stress and uncertain contexts.  相似文献
