We develop the outlines of a new approach to study the role of nonhumans in constituting ‘implementation’ and calculative–discursive practices in development projects and programs. Developing a framework around the concept of friction (material resistance or recalcitrance encountered in processes of transformation), we analyze an Energy Self-sufficient Village program in Indonesia. Focusing on specific projects and episodes within this program, we identify multiple distinctive instances of friction. These were driven by nonhumans’ (and humans’) resistance, as remolding of development beneficiaries’ practices was attempted by project administrators, government officials, entrepreneurs and by the (scientific) calculations embedded in their policies, strategies and models. In concluding, we distill four ways in which nonhumans relationally shape development practices: (a) by resisting representations and calculations produced by human actors, (b) by re-directing planned/expected courses of action, (c) through biophysical change to their weight or textures as they move in space and time, and (d) by mediating competition for resources. Overall, nonhumans play a central role in making and unmaking asymmetric relations of power in practice and by constituting practices that diverge from prior expectations, problematize linear understandings of ‘policy implementation’. Their material and discursive agency is multiple, manifesting differently in different relational settings, which highlights the importance of broadening the range of spokespersons who speak on behalf of nonhumans and whose voices can be considered reliable and true. Our study thus provides support to calls for pluralizing and democratizing development ‘expertise’ beyond the usual suspects in science, government and civil society.  相似文献

Deforestation has contributed significantly to net greenhouse gas emissions, but slowing deforestation, regrowing forests and other ecosystem processes have made forests a net sink. Deforestation will still influence future carbon fluxes, but the role of forest growth through aging, management, and other silvicultural inputs on future carbon fluxes are critically important but not always recognized by bookkeeping and integrated assessment models. When projecting the future, it is vital to capture how management processes affect carbon storage in ecosystems and wood products. This study uses multiple global forest sector models to project forest carbon impacts across 81 shared socioeconomic (SSP) and climate mitigation pathway scenarios. We illustrate the importance of modeling management decisions in existing forests in response to changing demands for land resources, wood products and carbon. Although the models vary in key attributes, there is general agreement across a majority of scenarios that the global forest sector could remain a carbon sink in the future, sequestering 1.2–5.8 GtCO2e/yr over the next century. Carbon fluxes in the baseline scenarios that exclude climate mitigation policy ranged from −0.8 to 4.9 GtCO2e/yr, highlighting the strong influence of SSPs on forest sector model estimates. Improved forest management can jointly increase carbon stocks and harvests without expanding forest area, suggesting that carbon fluxes from managed forests systems deserve more careful consideration by the climate policy community.  相似文献

Biomass is often seen as a key component of future energy systems as it can be used for heat and electricity production, as a transport fuel, and a feedstock for chemicals. Furthermore, it can be used in combination with carbon capture and storage to provide so-called “negative emissions”. At the same time, however, its production will require land, possibly impacting food security, land-based carbon stocks, and other environmental services. Thus, the strategies adopted in the supply, conversion, and use of biomass have a significant impact on its effectiveness as a climate change mitigation measure. We use the IMAGE 3.0 integrated assessment model to project three different global, long term scenarios spanning different socioeconomic futures with varying rates of population growth, economic growth, and technological change, and investigate the role of biomass in meeting strict climate targets. Using these scenarios we highlight different possibilities for biomass supply and demand, and provide insights on the requirements and challenges for the effective use of this resource as a climate change mitigation measure. The results show that in scenarios meeting the 1.5 °C target, biomass could exceed 20% of final energy consumption, or 115–180 EJPrim/yr in 2050. Such a supply of bioenergy can only be achieved without extreme levels land use change if agricultural yields improve significantly and effective land zoning is implemented. Furthermore, the results highlight that strict mitigation targets are contingent on the availability of advanced technologies such as lignocellulosic fuels and carbon capture and storage.  相似文献

As part of a transition to lower carbon energy systems, bioenergy development is often assumed to follow a uniform pathway. Yet the design, organization, and politics of bioenergy production in specific regional contexts may be contested. This study examines contestation within an emerging perennial crop bioenergy sector in the U.S. Northeast. Synthesizing conceptual contributions from the multi-level perspective on the significance of niches and sub-niches in sustainability transitions and from science and technology studies on the material and moral implications of sociotechnical imaginaries and object conflicts, this paper analyzes the politics of bioenergy sub-niche imaginaries. It identifies two main bioenergy sub-niches centered on (1) regional production and (2) community energy. Examining proposed and current production of perennial energy crops on marginal land, the study draws on 42 semi-structured interviews with bioenergy actors (e.g., scientists, industry representatives, policymakers, farmers/landowners) and secondary documents. The two bioenergy sub-niche imaginaries revealed political contestations around scale of operations, control and beneficiaries, and about definitions and uses of marginal land relative to livelihoods and community. This study highlights the potency of rival imaginaries within a developing sociotechnical niche and implications for sustainability transitions. Tracing the contours and emphases of, as well as conflicts between, bioenergy sub-niche imaginaries can clarify which pathways for transition to a lower carbon energy future could garner political and public support. The paper concludes by considering how disagreements between sub-niche actors could lead to productive mutual learning and the possibility of forging solutions contributing to more robust and equitable sustainability transitions.  相似文献

Long-term global emission scenarios enable the analysis of future climate change, impacts, and response strategies by providing insight into possible future developments and linking these different climate research elements. Such scenarios play a crucial role in the climate change literature informing the Intergovernmental Panel on Climate Change’s (IPCC) Assessment Reports (ARs) and support policymakers. This article reviews the evolution of emission scenarios, since 1990, by focusing on scenario critiques and responses as published in the literature. We focus on the issues raised in the critiques and the possible impact on scenario development. The critique (280) focuses on four areas: 1) key scenario assumptions (40%), 2) the emissions range covered by the scenarios and missing scenarios (25%), 3) methodological issues (24%), and 4) the policy relevance and handling of uncertainty (11%). Scenario critiques have become increasingly influential since 2000. Some areas of critique have decreased or become less prominent (probability, development process, convergence assumptions, and economic metrics). Other areas have become more dominant over time (e.g., policy relevance & implications of scenarios, transparency, Negative Emissions Technologies (NETs) assumptions, missing scenarios). Several changes have been made in developing scenarios and their content that respond to the critique.  相似文献
