At a time of “austerity localism”, this paper explores how local authorities in London, England, are simultaneously addressing the dual pressures of delivering fiscal retrenchment and of enrolling citizens in new participatory public service arrangements, asking whether “these trends pull against one another, in opposite directions, or whether they are the tough and tender dimensions of a singular process: austerian management” Drawing on empirical research into the London Borough of Lambeth’s Cooperative Council agenda, as well as Foucauldian and Gramscian critiques of participatory network governance theories and practice, this paper shows how participatory forms of governance can be folded into the logic of hierarchy and coercion through various governmental technologies of performance and agency (consent), and through tactics of administrative domination (coercion). As budget cuts continue to affect local government in England, this paper concludes that although small experiments in participatory governance may persist, the dominant mode of governance is likely to shift towards more hierarchical and coercive forms.  相似文献

This article presents the changes that are emerging in the Italian national policies mainly through the discussion of the contents both of the recent metropolitan reform initiative, and the national programming documents for metropolitan cities related to European Programming period 2014–2020. In Italy, which faced severe political difficulty and economic stagnation after 2008 global crisis, the production of the new metropolitan scale became one of the tools for the implementation of austerity measures. The paper examines whether the understanding of the new metropolitan scale in the Italian geography of austerity can be strengthened through a careful engagement with the body of literature on state rescaling and on austerity policies. The paper illustrates how that the apparently neutral emphasis on metropolitan city scale, first can be understood as a crucial tool of an austerity measures; second, it implies a rescaling of public power and, third, it neglects the multifaceted notion of the urban and the trans-scalar territorial governance relationships.  相似文献

This article analyses how policies to foster social cohesion within diverse and unequal urban contexts are affected by New Public Management and austerity policies. Based on the analysis of a handful of governance arrangements in three cities that differ in their institutional structure and diversity policy approaches (Copenhagen, Leipzig and Milan), it is shown that negative effects are quite widespread yet cushioned by a strong welfare state structure, solid local government and high priority given to the recognition of diversity. Nevertheless, the shift towards the application of market logic to social work reduces innovative potential, increases efforts spent on procedures and weakens public coordination.  相似文献

The continued rise of global disaster losses pushes our attention yet further to the causal factors that drive risks, beyond the frame of standardised risk assessment models. A key gap in our understanding of the causality of disasters remains establishing how spatially and temporally distant factors – ‘root causes’ – drive local risk conditions. This is particularly the case for small-scale but high-impact disasters. It includes understanding the role that institutions play in influencing such pathways of risk production. This paper addresses this question using a holistic approach to risk analysis that links past drivers to contemporary conditions. We apply this in three case studies of coastal flood management in urban areas of differential size and integration within the European Union - Rethymno (Crete), Genoa (Italy) and St Maarten (Dutch Caribbean). The paper reveals the importance of local institutions in mediating the impacts of higher-level economic and political changes on local risks. It provides new empirical evidence of the relationship between austerity, institutional reform and local disaster risk reduction. The analysis supports a stronger causal epistemology of resilience to disasters but also leads to re-consideration of the institutional entry points for risk reduction, and the importance of considering context and trade-offs.  相似文献

This paper contributes to research on the reporting of hate crime/incidents from a critical socio-spatial perspective. It outlines an analysis of third party reporting of hate crimes/incidents in the North East of England, based upon the work of Arch (a third party hate crime/incident reporting system). The data set is one of the largest of its kind in the UK and therefore presents a unique opportunity to explore patterns of reporting across different types of hate crimes/incidents through a system designed to go beyond criminal justice responses. Whilst not downplaying the significance of the harmful experiences to which this data refers, we are very aware of the limitations of quantitative and de-humanised approaches to understanding forms of discrimination. Therefore the paper adopts a critical position, emphasising that interpretation of the data provides a partial, yet important, insight into everyday exclusions, but also cultures and politics of reporting. While the data records incidents across the main ‘monitored strands’, analysis here particularly focuses on those incidents recorded on the basis of ‘race’ and religion. Our analysis allows us to both cautiously consider the value of such data in understanding and addressing such damaging experiences - but also to appreciate how such an analysis may connect with the changing landscape of reporting and the politics of austerity.  相似文献

After the 2008 financial crisis, Ireland implemented a severe austerity program which drastically reshaped the opportunities and constraints experienced by youth living in disadvantaged urban neighborhoods. Rising unemployment, reduced social welfare, and funding cuts for support organizations limited the opportunities of urban life for disadvantaged youth. This article uses the experience of austerity urbanism of young adults from Ballymun (Dublin) and Knocknaheeny (Cork), both among the most disadvantaged neighborhoods of their cities, to argue that austerity, through time-space expansion, removes services, facilities and opportunities from deprived urban neighborhoods, thus reinforcing and intensifying socio-spatial inequalities. In an effort to bring State finances under control and to revitalize the economy the whole urban fabric, and the urban population, is managed for the purpose of economic recovery. Urban life becomes restricted as disadvantaged urban youth becomes socially and spatially excluded from vital urban opportunities and amenities.  相似文献

The objective of this critical review is twofold. Firstly, we intend to tackle a number of assumptions that view the Greek crisis as the result of a marked resistance to (neoliberal) structural reforms and the failure to engage constructively with the challenges of globalisation. Instead, we argue that Greece was set on a neoliberal trajectory much before the crisis erupted, and that it is precisely this sustained neoliberalisation process – rather than its absence – that lays behind much of Greece’s current troubles. Secondly, we attempt an assessment of the prospect that SYRIZA’s victory may be signalling the start of a counter-neoliberal mobilisation. Drawing on the work of Brenner and others, we identify four alternative scenarios – capitulation, divorce, compromise, transformation – and discuss their implications for Greece and the Eurozone.  相似文献
