VPN技术在浙江省气象网络中的应用

随着浙江省气象业务的不断发展，网络数据交换日益增多，同时更多基于网络的气象业务的增加，如网络视频会商、自动站数据传输等，使目前浙江省气象系统专线网络运行已达到极限，所以需要建立VPN网以对现有的网络作链路上的备份，而VPN的建立同时还可以实现移动办公，领导能在远程调用内网的资料进行远程决策服务和汇报工作。主要介绍VPN技术并叙述VPN技术在浙江省气象系统网络中的具体应用。

本文系统地分析了厦门海洋生物入侵的成因、现状、危害及治理方法,认为互花米草和海洋动物沙筛贝是主要的入侵物种,其严重的生态、经济和社会危害不可低估.同时明确防止海洋生物入侵的总体目标,进而提出强化管理的系列对策.     

The optimum control of thruster system for dynamically positioned vessels

An offshore vessel with a dynamic positioning system (DP system) needs fast response to produce thrust to counteract the environmental forces acting on it for the purpose of maintaining its position and heading as close as possible to the working position. Therefore, quick and effective modulation of the thrust is the problem to determine the thrust and the rotation angle of the thruster devices of the ship. This paper presents an effective optimum control for a thruster system, using the sequential quadratic method to achieve economical and effective modulation of the thrust and the direction of the thruster. An optimum control study of a 2280 tons DP coring vessel with five rotary azimuth thruster marine positioning is studied in detail, which can quickly and exactly estimate the thrusts and angles of direction of all the thrusters. The results can provide a valuable thruster system for a dynamically positioned vessel.     

Fuzzy Optimum Model of Semi-Structural Decision for Lectotype Optimization of Offshore Platforms

In the process of concept design of offshore platforms, it is necessary to select the best from feasible alternatives through comparison and filter. The criterion set, used to evaluate and select the satisfying alternative, consists of many qualitative and quantitative factors. Therefore, the selection is a problem of multicriteria and semi- structural decision- making. Different from traditional methods in semi- structural decision- making, a new framework and methodology is presented in this paper for evaluation of offshore platform alternatives. First, the criterion set is established for the evaluation of alternatives. Next, the approach is studied to construct the relative membership degree matrix, in which both qualitative and quantitative factors are consistent with the uniform calculating standard. And then a new weight-assessing method is developed for calculation of the weights based on the relative membership degree matrix. 把海洋开发作为跨世纪的国家战略

２１世纪将是全面开发利用海洋的时代，许多沿海国家将把海洋开发作为国家战略。我国是世界上人口最多的国家，陆地资源人均占有量少，更应该重视开发海洋，建设临海工业带，发展海洋农牧化，开发建设海运网络等。发展海洋经济必须走科技兴海之路，抓科技储备，改造传统产业，发展新兴产业，不断提高海洋开发生产力水平。     

地震作用下的导管架海洋平台结构动力优化设计研究

把导管架海洋平台看作钢框架结构，并把优化方法用于结构的抗震设计中；以结构的总重量最小为优化目标，导管的平均直径和壁厚作为设计变量，考虑强度、刚度和稳定等约束条件。通过渤海BZ28—1油田储油平台为例进行了计算，计算结果表明，此方法对海洋平台的设计具有一定的参考意义。
