Individual fishery quotas (IFQs) are an increasingly prevalent form of fishery management around the world, with more than 170 species currently managed with IFQs. Yet, because of the difficulties in matching quota holdings with catches, many argue that IFQs are not appropriate for multispecies fisheries. Using on-the-ground-experience with multispecies IFQ fisheries in Iceland, New Zealand, Australia, and Canada, we assess the design and use of catch-quota balancing mechanisms. Our methodology includes a mix of interviews with fishery managers, industry representatives, and brokers, literature review, and data analysis. We find that a combination of incentives and limits on use rates for the mechanisms provide sufficient flexibility to the quota owner without the fishery manager incurring excessive levels of overexploitation risk. Contrary to some opinions, these programs are evidence that it is possible to implement IFQ programs for multispecies fisheries and that they can be profitable and sustainable. 相似文献
This paper updates a life-cycle net energy analysis and carbon dioxide emissions analysis of three Midwestern utility-scale
wind systems. Both the Energy Payback Ratio (EPR) and CO2 analysis results provide useful data for policy discussions regarding an efficient and low-carbon energy mix. The EPR is
the amount of electrical energy produced for the lifetime of the power plant divided by the total amount of energy required
to procure and transport the materials, build, operate, and decommission the power plants. The CO2 analysis for each power plant was calculated from the life-cycle energy input data.
A previous study also analyzed coal and nuclear fission power plants. At the time of that study, two of the three wind systems
had less than a full year of generation data to project the life-cycle energy production. This study updates the analysis
of three wind systems with an additional four to eight years of operating data.
The EPR for the utility-scale wind systems ranges from a low of 11 for a two-turbine system in Wisconsin to 28 for a 143-turbine
system in southwestern Minnesota. The EPR is 11 for coal, 25 for fission with gas centrifuge enriched uranium and 7 for gaseous
diffusion enriched uranium. The normalized CO2 emissions, in tonnes of CO2 per GWeh, ranges from 14 to 33 for the wind systems, 974 for coal, and 10 and 34 for nuclear fission using gas centrifuge and gaseous

This paper explores changing socio-environmental interactions in the vegetable producing areas of the Jos Plateau over the decade 1991–2001. It considers the pressures of market forces and ethnic competition and the tensions which arise as interactions between the two are played out in a fragile physical, social and institutional environment. The region has seen a remarkable expansion in irrigated vegetable production, as dry season surveys in 1991 and 2001 attest. Local farmers appear extremely positive in their perceptions of change, pointing not only to expanded production, but also to other improvements, like growing percentages of children in school and improved transport. But behind this rosy view of change there are tensions and a series of unresolved questions which may soon have to be addressed. We examine the changing nature of socio-environmental interactions over the decade and ask whether and how current levels of production can be sustained in the context of a currently largely unregulated production system and growing competition for land. Given the important role of the Plateau as a source of temperate fruit and vegetables in West Africa, these questions have significance far beyond the Plateau region itself. 相似文献
The objective of this paper is to examine the main changes in the metropolitan labor markets associated with economic restructuring in Mexico during the late 1980s and beginning of the 1990s. The analysis refers particularly to the four largest metropoles of the country, Mexico City, Guadalajara, Monterrey and Puebla, looking for common characteristics in their emergent employment structures now strongly differentiated in terms of rewards, stability in employment relations and conditions of access to jobs. The analysis reveals that largest metropolitan areas have been the most profoundly affected by the economic restructuring resulting from globalization, through a rapid de-industrialization and the expansion of the tertiary sector. Metropolitan labor markets in Mexico, at the time that show signs of social polarization in the formal sector, put in evidence a general process of precarization – less labor stability, replacement of permanent by part-time jobs, and increasing subcontracting –, segmentation of the labor force, and an increasing informal conditions of economic activities with small businesses and unskilled, temporarly and poorly paid jobs. The labor force segmentation and its more precarious and casual conditions are mostly explained by the impact of recent neoliberal policies, and recurrent economic crisis during the 1980s and 1990s which highly contributes to social inequality. 相似文献

Those of us living in the global north are increasingly urged to divert cast-off clothing from the local waste stream and donate it for reuse and recycling. It is argued that this is the right thing to do, since it is environmentally responsible behaviour, conserves resources, and supports charities via collection systems. Second-hand clothing is thereby culturally framed as waste, as a surplus, and as a morally-charged product that has a powerful redemptive capacity for donors, multiple recyclers and secondary consumers. Two-thirds of collected used clothing is commercially exported for reuse in developing countries, and it is as a freely-traded commodity that it is claimed to grow markets and support livelihoods in the global south, rather than a fairly-traded product. As policy-makers in Northern Europe seek to improve sustainable systems of textile reuse and recycling, ethical issues associated with distant destination markets in the global South are beginning to garner attention. Imported used clothing is ubiquitous in India despite highly restrictive tariff barriers, and the Indian market provides a thought-provoking example since in this case the trade is neither fair nor free. The paper evidences the complexity of the market as vertical hierarchies of dealers negotiate and expand the multiple spaces between legal and illegal commodity flows, and formal and informal economies, to build successful businesses. It reflects upon debates in India around democracy, development and neoliberal economics, and suggests that efforts to introduce ethical interventions in end markets will have to negotiate the nexus of power, politics and corruption. 相似文献
For many researchers, government agencies, and emergency responders, access to the geospatial data of US electric power infrastructure is invaluable for analysis, planning, and disaster recovery. Historically, however, access to high quality geospatial energy data has been limited to few agencies because of commercial licenses restrictions, and those resources which are widely accessible have been of poor quality, particularly with respect to reliability. Recent efforts to develop a highly reliable and publicly accessible alternative to the existing datasets were met with numerous challenges – not the least of which was filling the gaps in power transmission line voltage ratings. To address the line voltage rating problem, we developed and tested a basic methodology that fuses knowledge and techniques from power systems, geography, and machine learning domains. Specifically, we identified predictors of nominal voltage that could be extracted from aerial imagery and developed a tree-based classifier to classify nominal line voltage ratings. Overall, we found that line support height, support span, and conductor spacing are the best predictors of voltage ratings, and that the classifier built with these predictors had a reliable predictive accuracy (that is, within one voltage class for four out of the five classes sampled). Upon completion, China’s national emissions trading scheme (C-ETS) will be the largest carbon market in the world. Recent research has evaluated China’s seven pilot ETSs launched from 2013 on, and academic literature on design aspects of the C-ETS abounds. Yet little is known about the specific details of the upcoming C-ETS. This article combines currently understood details of China’s national carbon market with lessons learned in the pilot schemes as well as from the academic literature. Our review follows the taxonomy of Emissions Trading in Practice: A Handbook on Design and Implementation (Partnership for Market Readiness & International Carbon Action Partnership. (2016). Key policy insights
Accurate emissions data is paramount for both design and implementation, and its availability dictates the scope of the C-ETS.
The stakeholder consultative process is critical for effective design, and China is able to build on its extensive experience through the pilot ETSs.
Current policies and positions on intensity targets and Clean Development Mechanism (CDM) credits constrain the market design of the C-ETS.
Most critical is the nature of the cap. The currently discussed rate-based cap with ex post adjustment is risky. Instead, an absolute, mass-based emissions cap coupled with the conditional use of permits would allow China to maintain flexibility in the carbon market while ensuring a limit on CO2 emissions.
