The indigenous peoples of the Northwest Coast of North America are widely believed to have been true “hunter‐fisher‐gatherers,” lacking plant cultivation of any kind. This depiction of the region's indigenous inhabitants emerged within early colonial accounts and was perpetuated within the literatures of geography, anthropology, and archaeology. Still, there is ample evidence of plant cultivation available from archival, archaeological, and ethnographic sources. In particular, the peoples of coastal British Columbia created large gardens of edible estuarine plants, using sophisticated indigenous technologies. The oversight of these practices in written representations of the region reveals consistent patterns of bias, emanating from the agendas of colonial agents and early academics alike. In turn, this bias has undermined aboriginal traditions of cultivation and indigenous land claims.  相似文献

This paper identifies three management initiatives in New Zealand's Individual Transferable Quota system that facilitated consolidation of the processing sector and limited market access for fishers, even those with quota rights. They are: (1) the placement of responsibility onto a Māori trust in 1992 and tribes (iwi) in 2004 to manage a limited amount of quota to benefit all Māori, fishers and non-fishers, which increased the use of quota as an investment asset; (2) the creation of Annual Catch Entitlement (ACE) as a fish access right separate from the quota ownership right, which made it possible to overcome consolidation limits by leasing ACE; (3) the 1997 Licensed Fish Receiver Act that made it illegal for fishers to sell fish off the boat without food safety certification. This account of the fishery policy environment in New Zealand explains why, despite owning significant portions of New Zealand's fishing quota, few Māori are fishing, processing, or selling fish caught by Māori quota.  相似文献

In Memory of Fire, a poetic narration of the history of the Americas from pre-Columbian times to the late 20th century, Eduardo Galeano furnishes readers with over 1200 of his trademark vignettes, some 35 of which pertain to Guatemala. Galeano evokes disparate aspects of the geography of Guatemala, past and present, in grounded miniatures of time, place, and episode. His sketches of the experiences of Maya peoples allow us to see them as survivors of three cycles of conquest: (1) conquest by imperial Spain; (2) conquest by local and international capitalism; and (3) conquest by state terror. Mobilities in settler states have become a defining feature of indigenous spatiality. This is mainly due to the structural disadvantage of indigenous communities in relation to urban locations. In Israel, Palestinian citizens are relocating to Jewish cities because of systemic discrimination, primarily in the allocation of land and housing construction permits in Arab locales. Yet, as this paper shows, their movement is neither unidirectional nor an one-time event, but ongoing and circular. Able to enjoy only certain economic and social rights in indigenous spaces and other rights in settler spaces, Palestinian citizens continuously commute between the two. Utilizing a human rights based approach, the paper unpacks Palestinian mobility practices to illuminate a lacuna in the literature, which has overlooked the quest for rights as a driving force of indigenous mobilities. The paper further demonstrates that circular mobilities become a generative act that connects the settler city to neighboring localities in a way that undermines the separation between ‘Jewish’ and ‘Palestinian’ spaces, and collapses the distinction between the ‘urban’ and ‘regional.’ Rather than attempting to integrate within the city, Palestinians incorporate the city within their own ethno-regional topography, thereby asserting their presence and a claim to the city-space itself.  相似文献

The reef line fishery (RLF) in eastern Torres Strait (ETS) is unique in that it has both a commercial indigenous sector and a commercial non-indigenous sector. Recently, concerns have been expressed by all stakeholders about the long-term sustainability of the fishery. These concerns have been exacerbated by the lack of detailed catch and effort information from both sectors, which has precluded any formal assessment of the fishery. In this paper, we characterise the harvest patterns and effort dynamics of the indigenous and non-indigenous commercial sectors of the ETS RLF using a range of data sources including commercial logbooks, community freezer records, voluntary logbooks and observer surveys. We demonstrate that bycatch is a significant component of the catch for both sectors and identify substantial differences in harvest patterns and effort dynamics between the sectors. Differences between sectors were observed in species composition and spatial and temporal patterns in catch, effort and catch per unit effort. These results highlight the inherent variation in catch and effort dynamics between the two commercial sectors of the ETS RLF and provide valuable information for the development of future assessments and appropriate management strategies for the fishery. The more reliable estimates of harvest patterns and effort dynamics for both sectors obtained from observer surveys will also assist in resolving issues relating to allocation of reef fish resources in Torres Strait.  相似文献

It is often assumed that places of cultural significance to Aboriginal and Torres Strait Islander peoples are protected under cultural heritage legislation such as the Aboriginal Cultural Heritage Act 2003 in Queensland. Such Acts are improvements on previous policies, which all but neglected Aboriginal cultural heritage. Nevertheless, the aims of policies developed at wider geographic scales, such as States within the Australian system, continue to be disconnected from the experiences of some local Traditional Owners. In this paper, we examine conflicts between non-local policy and on-ground management decisions for Aboriginal cultural heritage in peri-urban Queensland. We focus on the challenges of local Traditional Owners in peri-urban landscapes, basing our discussion on recent experiences conducting research on Indigenous land management in southeast Queensland. We examine three case studies: one in which colonial heritage values were prioritised over existing Aboriginal cultural heritage values, a second where local government failed to support a private landholder’s attempt to identify and protect a cultural heritage site, and a third where a cultural heritage site was protected but in a way that restricts the continuation of cultural practices. Developing more productive and equitable relationships between Traditional Owners and non-Indigenous decision makers, with regards to Aboriginal cultural heritage, requires new locally developed processes for engagement and we suggest how this could be achieved.  相似文献

Varied distribution of resources, populations and Indigenous people result in significant socio-economic differences among statistical local areas (SLAs) in remote Australia. These differences indicate that the experience of change at the height of the resources boom will differ among SLAs in the region. Using hierarchical cluster analysis with Ward's minimum variance method, four socio-economic clusters were identified among the 197 SLAs in the region. The first was the most disadvantaged, with limited resources and human capital and the highest percentage of Indigenous people. The other three clusters improved in sequence, with the fourth having the most resources with the highest employment rate and income but least number of Indigenous people. Multivariate analysis of variance with main and interaction effects showed changes in demographics, industry structure, human capital and income over the period of investigation for the region as a whole and differences in the extent of these changes among the clusters. Policy interventions in the region are suggested for each group to match its specific needs.  相似文献

Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

This article explores deforestation and reforestation dynamics over 415,749 hectares of 25 titled Indigenous Community Lands (ICLs) in the Peruvian Amazon over forty years at three scales: total area, regions, and communities. We focus on ICLs as the territorial unit of analysis, as they are increasingly discussed regarding their importance for conservation. Additionally indigenous communities (ICs) are a too-marginalized group in the Amazon that merit more attention. Analyses of this kind are often short-term and use only large-scale Earth Observation methodologies. We use a multi-method approach linking remote sensing with ground verification, and qualitative historical political ecology work with ICs. We find that overall accumulated deforestation was low at 5%, but that when reforestation is considered, net deforestation was only 3.5%. At the community level deforestation and afforestation dynamics are complex, except for one period that indicates a macro state driver in the region. Results suggest inadequate accounting for forest regeneration in deforestation analyses and challenge the notion that presenting stakeholders with accumulated forest loss values is helpful in tropical areas where forests and people are dynamic. Furthermore, our work with communities highlights that categorizing them and their lands as pro-environment or not in general terms is unhelpful for determining fund flows to ICLs for environmental or development purposes.  相似文献

Forest tenure reform in the age of climate change: Lessons for REDD+   总被引:1,自引:0,他引:1  
Numerous authors have stressed the importance of guaranteeing and protecting the tenure and human rights of indigenous and other forest-based communities under schemes for reducing emissions from deforestation and forest degradation (REDD, or REDD+); and important international indigenous organizations have spoken out strongly against REDD+. This article examines two specific issues that present risks for local communities: rights to forests and rules for resource use. It draws on the findings of a study conducted by the Center for International Forestry Research (CIFOR) on forest tenure reforms in selected countries in Asia, Africa and Latin America from 2006 to 2008. The study underlines the numerous obstacles faced by communities after rights are won, in moving from statutory rights to their implementation and to access to benefits on the ground. It argues that there is currently little reason to expect better results from national policies under REDD+ without binding agreements to protect local rights.  相似文献
