临沂市开展集体建设用地使用权流转的几点思考

结合临沂市几年来开展集体建设用地使用权流转的实践和探索,对开展集体建设用地使用权流转的背景、概念及范围进行了论述。认为在计划经济条件下形成的农民集体所有建设用地使用权不能流转的制度已与当前农村经济,特别是小城镇的建设发展严重不适应,允许集体建设用地使用权流转已势在必行。开展集体建设用地使用权流转对保护土地所有者和失地农民的权益,推动小城镇建设健康发展,规范土地市场具有重要意义。

Weibull statistical analysis of granite bending strength

Summary  This paper describes and discusses the adequacy of Weibull statistical analysis to analyse the bending strength of granite. The experimental results show that strength variability is related with a specific origin of failure. This conclusion is based on analysing the influence of the surface condition (extrinsic defects) on the bending strength results treated by the Weibull statistics. The conclusions drawn from this study have been validated by analysing the results of the critical flaw dimension estimated by applying the linear elastic fracture mechanics (LEFM) formulae. Results obtained from fractographic examination also have been used to describe the location of the origin of the fracture and understand the distribution of defects; i.e., there is a unimodal distribution of defects (intrinsic defects), despite the fact that some outlier values are normally observed in the fractured surfaces. The 2002 reform of the Common Fisheries Policy's system of governance—rhetoric or reality?

The 2002 Reform of the Common Fisheries Policy (CFP) was claimed to be a radical overhaul of a failing system. Several EU fish stocks—particularly North Sea cod—had reached dangerously low levels, and there was widespread dissatisfaction with the way in which the CFP was operating. The European Commission took the opportunity of the legal requirement to review some features of the CFP (principally access provisions) in 2002, to undertake a broader reappraisal of the CFP. One of the features of this reappraisal was an attempt to improve the CFP's system of governance by increasing the amount of stakeholder participation, decentralisation, transparency, accountability, effectiveness and coherence. In this paper, the conclusion is reached that this attempt to improve the quality of governance in the 2002 CFP reform package has been more rhetorical than real.

国库集中收付与深化地质勘查单位改革若干问题的探讨

从国库集中收付改革的内容、要求,地质勘查单位的现状出发,探讨了国库集中收付改革与深化地质勘查单位改革之间存在的问题,指出国库集中收付制度虽然能够使事业单位的财政收支得到有效监管,但因地质勘查单位具有事业与企业的双重职能,现行的国库集中收付制度不利于地勘单位的深化改革。为有效解决这一矛盾．提出了在国库单一账户体系外,建立地质勘查单位改革性基本账户的建议。     

Spontaneous Structural Reform in Australian Local Government: the case of the Gilgandra Co-operative Model in New South Wales

Dire financial constraints and the threats of forced structural reform have had the unforeseen effect of forcing municipal councils across Australia to reconsider their operational activities and organisational arrangements. With considerable ingenuity, numerous municipalities have proposed and sometimes adopted new structural formations that embody various forms of co-operative service provision. This remarkable development has unfortunately been largely ignored in the scholarly literature on Australian local government. In a modest effort aimed at remedying this neglect, the present paper seeks to outline the small, rural New South Wales Gilgandra Shire Council's (2004) ‘Co-operative/Local Government Service Company’ model, place it in the broader context of alternative models of local governance suitable for Australian conditions, and evaluate its characteristics.

Wildlife management and land reform in southeastern Zimbabwe: a compatible pairing or a contradiction in terms?

This paper examines the melding of two discourses in southeastern Zimbabwe: land reform and wildlife management. The former seeks to redistribute large, ‘under-utilized’ landholdings to smallholders whilst the latter needs extensive land holdings to be viable. These two discourses are rooted in very different models of development. The land reform exercise emphasizes direct redistribution, equity and land for crops; whilst the wildlife management discourse tends to stress maximizing foreign exchange earnings, encouraging public-private partnerships and trickle down. Yet there has been a recent flurry of interest in the development of ‘wildlife models’ for land reform which would combine the two. This paper investigates whether the competing discourses about land for smallholders and wildlife-based land reform are compatible or can be successfully reconciled. It traces the ways they have come together in Zimbabwe’s southeast lowveld and examines the ‘science’ and politics underlying their melding. Finally it explores the potential implications for rural people’s livelihoods of this development. It concludes that land reform and wildlife management can be reconciled, but probably not in a particularly equitable way: it is more likely to provide an opening for an equitable land reform agenda to be usurped by local and non-local elites with wildlife interests.     

A decade of council tax inequities? Geographical perspectives and a research agenda

Local taxation reform is back on the agenda in the light of the recent Local Government Bill. In reviewing the literature on the council tax, it is noted that researchers tend to view this from one of two perspectives: either as a fiscal policy, focusing on the tax burden, or as a housing policy, focusing on the property price valuations. Recent debate on council tax reform has gone as far as suggesting that there are regional inequities in the council tax, but what tends to be neglected remains the council tax incidence at the local scale. A research agenda is proposed here as a means of promoting geographically conscious inter-disciplinary research on local taxation.
