This paper uses the disaster diplomacy framework to address the impact of the 26 December 2004 tsunami disaster on the decades-long conflict between the Free Aceh Movement (GAM) and the Government of Indonesia. This framework enables the identification of a micro-factors of great importance in securing momentum for the peace talks. These factors include informal networks being created, plus disaster relief and diplomacy occurring at multiple levels through multi-way processes and the position of GAM dedicated to reconstruction activities. This paper further shows that, in the case of Aceh, the disaster had a deep influence on the peace talks between GAM and the Indonesian government and on the eventual implementation of the peace agreement reached. However, the tsunami disaster should not be considered the sole vector of peace in Aceh, but as a powerful catalyst in diplomatic talks, since negotiation between both sides were ongoing before the disaster and were favoured by recent changes in the political environment. Twenty-eight months after the tsunami catastrophe, it is actually non-disaster and internal political factors which are likely to have a more significant impact on the long-term resolution of the Aceh conflict. One important outcome is that it appears that the slow, unequal and often poor reconstruction process is not hindering, or even threatening, the peace process because tsunami disaster related factors are less important for peace than non-tsunami disaster related factors, findings in line with previous disaster diplomacy case studies. 相似文献

Being a littoral state, Malaysian maritime sectors provide the basis for the growth and development of marine-related activities. As the country enters the new millennium along with the ‘2020 Vision’ which serves as the basic template against which the economic performance of these sectors should be judged, it poses a new challenge for Malaysia in developing these sectors. This paper attempts to address three basic issues: Firstly, is there any national ocean policy in place? Secondly, are the maritime sectors adequately organized to play an important role in achieving the objectives? Thirdly, what are the opportunities available in developing the ocean?It can be seen that existing policies to develop comprehensive ocean governance have not received the full attention they deserve. Organizational structures governing the ocean for implementing national policies are well in place but in a fragmented and uncoordinated fashion. As a result, sectoral and intersectoral management problems were created such as multiple-use conflicts, overlapping of jurisdiction and duplication of efforts. Environmental problems have also not been properly addressed. A few sectors have been identified as offering opportunities to further develop the Malaysian maritime areas. This research examines attempts to develop co-management arrangements in the Maine lobster and Chesapeake Bay blue crab fisheries. It finds that the attributes of user groups and resources as well as government support are important in facilitating the development of co-management, but are not sufficient. This study highlights that the process of developing institutions for co-management is lengthy and time consuming and that user groups do not necessarily embrace changes to the status quo. This paper contributes an empirical test of key themes of the literature on natural resource conflict. Survey and interview data from an ongoing project in Azerbaijan provide insights into an unexpected lack of conflict in Azerbaijan related to the environment, resources and energy despite the predictions of resource conflict literature. We contend that questions about public perceptions about the environment and other daily concerns are critical if we are to understand who is likely (or unlikely) to be involved in conflict and why. The data presented in this paper demonstrate that Azerbaijani citizens rank environmental and resource issues among their immediate concerns and their top concerns for the country. However, compared to other day-to-day concerns such as the Nagorno-Karabakh conflict and economic concerns, environment-related concerns do not appear to be sufficient to motivate widespread violent conflict or citizen dissent related to environmental or natural resource conditions. 相似文献
