加强技术创新服务地质调查——庆祝探矿工艺研究所成立30周年

为加强地质探矿技术力量,改变地质装备落后现状,经国务院批准,1978年8月8日成立了探矿工艺研究所。30年来,经过新老两代工艺所人的艰苦奋斗、刻苦钻研、勇于创新,在科研攻关、成果转化、基地建设和管理等方面都取得了可喜的成绩,为国家的地质科学事业做出了贡献,目前已成为一个“以勘查技术为基础,以承担地质调查任务和科研项目、提供勘查与监测技术方法和技术服务为手段,以服务国家经济建设、社会发展和地质工作为目标,以探矿工艺技术和地质灾害监测防治技术研发为主业”的地质调查科研机构。回顾了工艺所艰苦创业、改革进取的发展历程,对科技体制改革、专业结构调整、人事分配制度改革、地质调查和科研工作进行了总结,展示了丰硕的科研成果和强劲的科技实力;指出了工艺所在“十一五”期间地质调查和科研工作的重点领域和优先发展方向。     

Developing a Marine Information System by Integrating Existing Ocean Models Using Object-Oriented Technology

Information systems developed for different applications within the environmental domain have common characteristics, which can potentially be abstracted for sharing and reuse of design and software modules. This article presents an approach to designing for reuse by abstracting commonalities in the design of a Marine Information System (MIS), facilitating data management in a prototype operational monitoring, forecasting, and management system for the North Atlantic and the Nordic Seas. A detailed study of the requirements and data analysis was carried out, and Object-Oriented Technology (OOT) is employed to encapsulate abstractions and to promote reuse of code and design. This article identifies the Object-Oriented Frameworks (OOFW) required to build the MIS. It also provides guidelines to environmental scientists for restructuring legacy software and employing modern programming techniques.

破碎地层中钻探，采用有效的护孔技术是避免孔内事故发生的重要手段，同时也是保证完成钻探各项技术经济指标的先决条件。本文阐述了在具代表性的磷矿破碎地层中钻进所遇到的护孔难题及其所采用的护孔新技术、新方法。     

节水灌溉理论与技术发展现状

水资源日益短缺是全球性的问题。农业节水潜力较大，从长远战略角度看，发展节水灌溉对缓解我国水资源的供需矛盾意义重大，本文通过节水灌溉理论研究进展情况的介绍，提出了西北地区发展节水灌溉应注意的问题。

"黏"和"粘"的用法一直受到广大科研工作者和科技期刊编辑的广泛关注,通过对不同标准、辞书、字典中"黏土"和"粘土"的使用和解释情况,探讨了"黏土"和"粘土"的使用原则,建议在地学领域使用"粘土"为规范名词。     

基于现代信息技术的汉唐时期新疆境内丝绸之路信息发布系统的研究与实现

以西汉、东汉、唐朝三个历史时期为研究时间域,以新疆境内的古丝绸之路为研究空间域;根据搜集的相关历史文献资料并对其进行分析,将得到的西域三十六国域址、人口、军事等信息存入MySQL数据库中;结合地理信息系统（GIS）及遥感（RS）技术,将传统的纸质地图转变成电子地图并发布相应的本地地图服务;最后,利用PHP及Flex网络技术,将前期制作的电子地图发布到Internet上,供公众浏览、查询、学习交流等之用。本研究将传统的考古学与现代信息技术进行结合,实现了两者的完美融合,弥补了传统考古学过于专注学术研究而忽略应用的缺陷,为公众免费提供服务的同时,也为丝绸之路的进一步研究提供参考资料,同时为丝绸之路的申遗工作奠定基础。     

Money for nothin’ and coal for free: ‘Technology neutrality’ and biomass development under the Flemish tradable green certificate scheme

Recent literature has highlighted the creation of multiple equivalences as an important factor underpinning the rise of market-based mechanisms for environmental regulation. Extending these insights into the field of renewable energy policy, this article focuses on one example of this trend – namely the principle of technology neutrality as applied under the Flemish tradable green certificate scheme – and analyzes the concrete ways in which it has shaped the evolution of the Flemish renewable energy landscape. Concretely, the article shows that technology neutrality played a key role in promoting the uptake of biomass combustion in old coal power plants in Flanders, which led to a number of undesirable outcomes and gave rise to significant opposition. Correcting these shortcomings required a number of policy interventions on the part of the Flemish government that fundamentally moved the scheme away from the principle of technology neutrality and towards a more hybrid RE support system, suggesting that the promotion of technology neutrality was fundamentally misguided. Together with similar experiences from related market-based instruments, this suggests that the promotion of technology neutrality has far-reaching implications for the environmental effectiveness of climate and energy policies. In light of the continued promotion of the principle, the article calls for full recognition of the inherent technological choices that are being made through the promotion of policies that purport to be technology-neutral.     

海岸破波带内悬沙空间分布试验研究和解析表达式

关于海岸破波带内悬沙浓度水平和垂向分布的研究对于计算海岸输沙率和地形演变具有重要意义。本研究进行了规则波、波群和不规则波三种波浪情况破波带内悬沙浓度的水平和垂向分布的试验测量。试验在大尺度波浪水槽进行,接近实际海岸波况尺度。给出了破波带内多断面悬沙垂向分布的细致测量结果,并以此为基础给出了预报实际海岸破波带内悬沙浓度水平和垂向分布解析表达式,讨论了形成这些分布的物理原因和不同波况、不同破波带区域对分布的影响。

Australian Wetland Water Environment Management and Technology Dynamic Integration

Australian government attaches great importance to the management of wetland water environment and the implementation of advanced technology, and has made large processes in the recent decades. Australia is one of the best country in global for wetland management and technology implementation. Based on the analysis of Australian government working method for wetland water environment management, two wetland water environment management and technology dynamic integration cases, and on the comparason ofthe differences of wetland water environment management between the two countries, including Murray-Darling Basin (MDB) and Lake Eyre Basin (LEB), it can be concluded that the success of Australian wetland water environment management is because of the following reasons: the dynamic integration between department establishment and technology, the dynamic integration between public participation and monitoring technology, as well as the dynamic integration between innovation policy and advanced technology. Furthermore, entity management method such as Murray-Darling Basin Authority (MDBA) is more adaptable and has longer lifespan. Such virtual management method as Lake Eyre Basin Intergovernmental Agreement is more flexible and has lower cost. The lessons learned from Australian government can help China manage wetland water environment.
