Belemnites from the lower middle Cenomanian of Hoppenstedt, northern Germany: significance and integrated correlation

The belemnite species Praeactinocamax primus (Arkhangelsky, 1912) and Belemnocamax boweri Crick, 1910 are described from the Cenomanian of the abandoned limestone quarry section of Hoppenstedt (Sachsen-Anhalt, northern Germany). They co-occur in the upper part of a prominent tripartite bioclastic limestone bed associated with the ammonite Acanthoceras rhotomagense, indicating the primus Event of the lower middle Cenomanian A. rhotomagense ammonite Zone. An integrated stratigraphical calibration including carbon stable isotope correlation to southern England suggests that the belemnite event horizon at Hoppenstedt occupies exactly the same chronostratigraphical position as elsewhere, highlighting the strictly isochronous character of the primus Event across northwestern Europe. Furthermore, stratigraphical gaps in the Hoppenstedt succession are evaluated.     

季节内SST和混合层深度变化的模式研究

用Niiler—Kraus类型的混合层积分模式,对TOGA—COARE强化观测期间由《实验3号》科学考察船观测资料得到的混合层深度和SST在季节内时间尺度的变化进行了模式研究。指出:1.混合层耗散参数与较长时间尺度过程风应力的变化存在着比较好的对应关系;2.模式可以较好的对风场和热通量场在季节内时间尺度的变化作出响应,模拟出季节内时间尺度SST的变化;3.Niiler,-Kraus模式在考虑耗散作用后,可用于海洋季节内时间尺度变化的模式研究。     

Evaluation of the ocean governance system in Korea

Considering the small land, dense population and poor natural resources, the oceans are important to Korea, but the recognition of oceans has been weak in Korean society. So ocean governance was fragmented in both institution and policies, which resulted in serious problems in the coastal waters and oceans. However, a series of maritime accidents and failures of policies increased the recognition of the coastal waters and resources and led to the establishment of one single ocean-related governmental agency in 1996. Over the last decade, the ocean governance in Korea has been successful and strong.     

西北五省(区)生态环境综合分区及其建设对策

本文以图像遥感解译为主 ,结合野外实际考察 ,并通过抽样验证完成。在对生态环境界定和赋予内涵的基础上 ,根据区划目的、原则和所选取的指标体系 ,从生态环境分类入手 ,经过从上向下续分和由下向上合并的反复磨合过程、专家集成模拟 ,对西北五省(区 )生态环境做了全面的综合分区研究 ,并针对所存在的生态环境问题 ,提出生态环境保护和建设的对策 ,为西北五省 (区 )实施西部大开发生态环境监测、治理、建设和规划提供科学依据。     

多种遥感数据的综合编图研究

分析了多光谱、卫星测高和成像雷达3种数据的几何定位精度、水深反演有效范围和灵敏度等特性,利用TM、SPOT和SAR数据,研究其水深反演精度和同一性,由此确定了水深综合编图的原则。采用加权平均的数据融合技术,探讨了编制理想综合图件的方法。     

西南三江地区矿产资源遥感综合预测方法

详细阐述了矿产资源遥感综合预测方法的工作程序、控矿要素的数字化分析与遥感找矿模型的建立,以及遥感矿产的综合分析评价方法与应用等,并以西南三江中段遥感综合预测成果佐证了矿产资源遥感综合预测方法在矿产资源预测中能使野外调查工作更具预见性和目的性,从而大大缩短了矿产资源调查的工作周期。     

‘Bringing government to the people’: women, local governance and community participation in South Africa

This paper considers the ongoing political transformations in South Africa in the context of debates about good governance and participatory democracy. It first appraises the current transformations of local government in South Africa, focusing specifically on relationships between gender equality and citizenship on the one hand, and local government policy, legislation, and community participation on the other, and then explores meanings of participation and how they inform approaches towards local socio-economic development. The findings of primary research conducted with civil society organisations and black women in communities in the Cape Town metropolitan area are explored through three interrelated themes. First, the model of structured participation that is central to South Africa’s democratic transformation is assessed from the perspective of black women. Second, cultures of alienation, both within local governance structures and amongst black women and the extent to which recent restructuring is combating or contributing to these are explored. Third, how participation policies are dealing with conflict within and between target groups are analysed, whether stakeholder group politics obliterate important differences in interests and whether alternative structures might be more effective in terms of women’s participation and empowerment. Finally, the findings are interpreted in relation to theoretical concepts of good governance and participatory democracy, and the potential and problems of realising South Africa’s transformation process toward developmental local government are assessed.     

IGGOS as a potential partner in IGOS

This short note reviews our thinking on how IGGOS can best achieve a high status within the set of global monitoring programmes. If such a high status can be obtained, then the importance of geodetic networks and services will be recognized more widely, and their activities will consequently be better resourced in the long term. One particular aspect concerns how IGGOS can complement the roles of the various IGOS partners within global monitoring. The different ways in which IGGOS can contribute to IGOS are outlined.     

工程勘察设计信息集成化系统的实施状况及其思考

国家建设部“全国工程勘察设计行业2000～2005年计算机应用工程及信息化发展规划纲要”发布后,备受工程设计企业关注,但推行情况却不甚理想。本文通过阐述信息集成化系统的主要任务和目标,分析其应用状况,寻求推广受阻原因,提出了开发该系统的思路和改善其实施环境的建议。     

国家级整装勘查区选区研究

国家级整装勘查自2011年正式实施,至今已走过了五年。2016年是“358”找矿突破战略行动第三阶段开启之年,为全面了解第二阶段工作进展情况,总结经验,梳理问题,做好第三阶段的组织实施工作,国土资源部、发展改革委、科技部和财政部决定,开展找矿突破战略行动五年阶段性目标评估。按照国土资源部矿产勘查办公室的部署,国土资源部矿产勘查技术指导中心根据各省上报的《找矿突破战略行动五年阶段性目标评估报告》和2015年整装勘查年报,完成了全国整装勘查区五年进展与实施情况评估,根据评估结果并与各省（区、市）国土资源厅协商,对全国现有107片整装勘查区进行了调整（包括已有整装勘查区退出、调整范围和新设整装勘查区）。
