基于Autonomy的国土资源档案知识挖掘与应用平台研究

本文在分析大数据背景下国土资源信息化面临的挑战及国土资源档案数据现状的基础上,提出基于Autonomy知识与服务架构,重点阐述架构的三个组成部分：数据采集平台、本体构建与分析平台、数据处理平台,介绍了基于Autonomy Idol的应用功能设计实例。探讨海量国土资源档案数据管理与应用的新方式,为国土资源数据档案的管理提供大数据支持的理论基础。     

广西小平阳岩溶区地裂缝形成因素分析

８０年代以来，广西小平阳岩溶区出现了大量的地裂缝。通过调查研究．这些地裂缝的形成是受多种因素控制的．其中包括构造、土体性质、水的作用、地形地貌、气候及植被等因素。在上述因素中．构造是主导因素，上体性质是基础因素．其它则为诱发因素，也是因地质环境要素变化所引起的因素。主导因素是通过诱发因素起作用的．并最终通过土体性质因素导致产土地裂缝。     

甘孜州天然林禁伐的影响与区域持续发展对策

森林采伐向来是甘孜州经济的重大支柱，对地方财政收入的贡献率达58．63％（1997年）。天然林禁伐影响巨大而广泛，既使经济产出与财政收入锐减，又导致一系列相关 产业萎缩，劳动就业压力增大，研究指出，选择新经济增长点与生长点产业大力加以培育发展迫在眉睫。其中，以加大财政转移支付力度加强基础设施建设、加强绿色产品与绿色食品发展以及天然药物开发，大力发展旅游业和流通产业等应是正确选择。     

Autonomy in a post-neoliberal era: Community water governance in Cochabamba,Bolivia

Bolivia’s leftward political shift, which is frequently described as “post-neoliberal,” is crucially linked to the ideal of autonomy. While autonomy has a long history among leftist theorists and social movements in Latin America, its contemporary importance is related to an ongoing effort on the part of scholars and activists to identify an alternative organizational form that eschews both state actors and private entities. Drawing on fieldwork conducted with a group of community-run water systems in peri-urban Cochabamba, this paper asks what autonomous water governance looks like in practice. By presenting a case in which the community water systems made a series of structurally limited “autonomous” decisions that ultimately bound them more closely to the local state and private sector, the paper argues that autonomy faces socio-ecological limitations when conceptualized as a project of internal self-governance. Socio-ecological processes take place at multiple scales and over long time spans; a radical politics of autonomy therefore necessitates a spatially extroverted project that focuses on building strategic alliances that strengthen community autonomy in the long-term.     

A Robotics Perspective On Human Spaceflight

There has traditionally been a dichotomy in the space community regarding the efficacy of human versus robotic exploration of space. I argue that no such dichotomy is necessary, and that there is a natural and synergistic division of labour between man and machine, and that this division of labour will evolve in symbiotic fashion. The present state-of-the-art robotics technology is insufficient to replace the human in space, but is sufficient to act as a useful, even necessary, tool in aiding the astronaut in the conduct of useful work. I further argue that as robotics technology advances, the human will be further relieved to perform tasks best suited to human decision-making and flexibility that is unlikely in the near-term to be matched by autonomous or teleoperated machines. Autonomous underwater vehicles - challenging developments and technological maturity towards strategic swarm robotics systems

ABSTRACT

Reliable power supply, precise position determination and effective communication are the key requirements for strategic autonomous underwater vehicles (AUV) involved in long duration scientific missions, search operations and when operated as a swarm. The paper presents the challenging range of AUV developed for deep water, Polar and intervention applications; demanding technical requirements for strategic AUV; reliability modeling done on the lithium-ion batteries to identify the redundancy requirements for achieving near-zero failures; navigation model to estimate the achievable level of position accuracies using the state-of-the-art navigation system; limitations in underwater communication; and their importance in realizing vehicle autonomy and swarm intelligence. It is identified that a strategic grade Doppler velocity- aided inertial navigation system could provide position accuracies of about 0.5% of the distance travelled when navigated using sea bottom or ice reference, and a 38?kWh lithium-ion battery pack requires about 7% redundant battery capacity to achieve a failure probability of <?1% in a period of 1 year.

Women as individuals and members of minority groups: how to reconcile human rights and the values of cultural pluralism

The paper represents an attempt to understand how, in a democratic and pluralistic state, it is possible to reconcile the values of individual freedom with those granted to minority groups. In this perspective, the paper argues that, without questioning the importance of differentiated cultural rights that allow cultural minorities to be on an equal footing with the mainstream society, women’s rights cannot be ignored. Instead, rights for women are not exclusive of any particular culture or society, being indeed one of the human rights common to all groups of people, those rights which attest to the existence of a bond among individuals as members of the human community.
