农用地转用计划台账填报说明

1．农用地转用计划使用情况统计表一套三张表，由各省、自治区、直辖市国土资源部门按季度填报，于下一个季度第一个月10日前报送国土资源部规划司。第二季度及其以后季度报表应保留前面季度的数据，并进行数据合计。

5月31日,省“双保行动”领导小组在哈尔滨召开工作推进视频会议。 会议通报了各市（地）《国家、省、市三级重点推进大项目基本情况统计表》上报情况,进一步明确了统计标准和要求,逐个市（地）核实、敲定大项目的统计、核查及填报情况。

在邢台市采访，记见到一张《2005年建设用地审批情况备案统计表》。从这张表上看到，今年邢台市新上71个各类建设项目，共占地421．65公顷，其中利用存量土地和未利用地203．51公顷，占到748．3％。     

新疆油气当量跃居全国第一

一手抓开发,一手抓挖潜,使新疆的油气产量不断飙升。最新统计表明,新疆年产油气当量已经超过大庆,跃居全国第一。     

总理之问：“胡焕庸线”的限制与可能

1935年,胡焕庸先生在论文《中国人口之分布——附统计表与密度图》中,利用中国县级尺度的人口数据,提出了“胡焕庸线”,该线是关于中国人口分布地理的重要发现。胡焕庸线作为人口地理分界线,有着深刻的自然和历史基础,同时在经济、社会中持久地产生影响。2013年和2014年,李克强总理分别提到胡焕庸线,并就中国的城镇化问题提出了“胡焕庸线怎么破”的问题,此即“总理之问”。     

STATISTICAL CHARACTERISTICS AND NUMERICAL SIMULATION OF SEA LAND BREEZES IN HAINAN ISLAND

The sea-land breeze circulation （SLBC） occurs regularly at coastal locations and influences the local weather and climate significantly. In this study, based on the observed surface wind in 9 conventional meteorological stations of Hainan Island, the frequency of sea-land breeze （SLB） is studied to depict the diurnal and seasonal variations. The statistics indicated that there is a monthly average of 12.2 SLB days and an occurrence frequency of about 40%, with the maximum frequency （49%） in summer and the minimum frequency （29%） in autumn. SLB frequencies （41%） are comparable in winter and spring. A higher frequency of SLB is present in the southern and central mountains due to the enhancement effect of the mountain-valley breeze. Due to the synoptic wind the number of SLB days in the northern hilly area is less than in other areas. Moreover, the WRF model, adopted to simulate the SLBC over the island for all seasons, performs reasonably well reproducing the phenomenon, evolution and mechanism of SLBC. Chiefly affected by the difference of temperature between sea and land, the SLBC varies in coverage and intensity with the seasons and reaches the greatest intensity in summer. The typical depth is about 2.5 km for sea breeze circulation and about 1.5 km for land breeze circulation. A strong convergence zone with severe ascending motion appears on the line parallel to the major axis of the island, penetrating 60 to 100 km inland. This type of weak sea breeze convergence zone in winter is north-south oriented. The features of SLBC in spring are similar both to that in summer with southerly wind and to that in winter with easterly wind. The coverage and intensity of SLBC in autumn is the weakest and confined to the southwest edge of the central mountainous area. The land breeze is inherently very weak and easily affected by the topography and weather. Auroral event detection using spatiotemporal statistics of local motion vectors

The analysis and exploration of auroral dynamics are very significant for studying auroral mechanisms. This paper proposes a method based on auroral dynamic processes for detecting auroral events automatically. We first obtained the motion fields using the multiscale fluid flow estimator. Then, the auroral video frame sequence was represented by the spatiotemporal statistics of local motion vectors. Finally, automatic auroral event detection was achieved. The experimental results show that our methods could detect the required auroral events effectively and accurately, and that the detections were independent on any specific auroral event. The proposed method makes it feasible to statistically analyze a large number of continuous observations based on the auroral dynamic process.     

满洲里地区气候变暖及利弊分析

全球气候变暖已为众多学者所公认, 近100年来,全球平均气温上升了0．3～0．7℃,满洲里地区气温变化是否与此相符及其影响又是怎样？为此我们统计了满洲里近50年（1957-2006）的气温资料。统计表明满洲里地区近50年来的气温升高现象是明显的,并存在着显著的年际和季节性的变化。

根据贵州省气象物资管理的实际需要,采用Visual Foxpm6．0数据库管理系统开发出此应用软件。该软件可以实现如下功能：仓库物资的入库、出库登记,库存量查询,入库、出库物资的查询及统计,库存物资帐目的年终结转,客户资料的登记及查询,打印各种明细表及统计表,打印收、发货单等。且源程序经改动后即可应用于其它仓库物资管理及销售方面。     

驱散“春天忧郁症”

春季是万物欣欣向荣的季节,然而忧郁症的诱病因子也异常活跃,是发生“心病”从而导致自杀的高发期。据有关资料统计表明,我国平均每年自杀死亡人数约为28．7万人。在抑郁症患者中,5成以上在春季有自杀倾向。
