The 2002 Reform of the Common Fisheries Policy (CFP) was claimed to be a radical overhaul of a failing system. Several EU fish stocks—particularly North Sea cod—had reached dangerously low levels, and there was widespread dissatisfaction with the way in which the CFP was operating. The European Commission took the opportunity of the legal requirement to review some features of the CFP (principally access provisions) in 2002, to undertake a broader reappraisal of the CFP. One of the features of this reappraisal was an attempt to improve the CFP's system of governance by increasing the amount of stakeholder participation, decentralisation, transparency, accountability, effectiveness and coherence. This paper contributes an empirical test of key themes of the literature on natural resource conflict. Survey and interview data from an ongoing project in Azerbaijan provide insights into an unexpected lack of conflict in Azerbaijan related to the environment, resources and energy despite the predictions of resource conflict literature. We contend that questions about public perceptions about the environment and other daily concerns are critical if we are to understand who is likely (or unlikely) to be involved in conflict and why. The data presented in this paper demonstrate that Azerbaijani citizens rank environmental and resource issues among their immediate concerns and their top concerns for the country. However, compared to other day-to-day concerns such as the Nagorno-Karabakh conflict and economic concerns, environment-related concerns do not appear to be sufficient to motivate widespread violent conflict or citizen dissent related to environmental or natural resource conditions. 相似文献
Dense sand-bentonite buffer (γd = 1.67Mg/m3) has been proposed in Canada as one of several barriers for isolating nuclear fuel waste. The buffer will be required to function under conditions of high total pressures and elevated temperatures approaching 100°C. Summary results are presented from two test programs: (1) isothermal consolidated undrained triaxial (CIU¯) tests; and (2) isothermal drained constant-p′ (CID) triaxial tests. Specimens were consolidated at effective stresses up to 9.0 MPa and temperatures up to 100°C.
The results indicate parallel hardening lines at systematically lower values of specific volume at elevated temperatures. In shear, increased temperatures produced lower values of maximum deviator stressqf, and higher pore water pressure changesΔuf. The net result is curved peak strength envelops in plots ofqf versuspf′ that are higher at elevated temperatures, even though the strengths,qf of individual specimens are lower. The critical state strength envelope is curved inq, p′-planes.
The effect of drained heating on buffer to 100°C is not marked. Compressibilities, stiffnesses, strengths, and pore water pressure generation are all affected, but none of the changes are great. 相似文献
Both sulfate and conductivity are useful indicators of acid mine drainage (AMD) contamination. Unlike pH, they are both extremely sensitive to AMD even where large dilutions have occurred. The advantage of using sulfate to trace AMD is that unlike other ions it is not removed to any great extent by sorption or precipitation processes, being unaffected by fluctuations in pH. These two parameters are also closely associated as would be expected, as conductivity is especially sensitive to sulfate ions. Therefore, as sulfate analysis is difficult in the field, conductivity can be used to predict sulfate concentration in both AMD and contaminated surface waters using regression analysis. Most accurate predictions are achieved by using equations given for specific conductivity ranges or AMD sources. There is also potential to use conductivity to predict approximate concentrations of key metals when the pH of the water is within their respective solubility ranges. 相似文献
During the transition of juveniles from fresh water to estuarine and coastal environments, the survival of Pacific salmon (Oncorhynchus spp.) can be strongly size selective and cohort abundance is partly determined at this stage. Because quantity and quality of food influence juvenile salmon growth, high rates of prey and energy acquisition during estuarine residence are important for survival. Human activities may have affected the foraging performance of juvenile salmon in estuaries by reducing the area of wetlands and by altering the abundance of salmon. To improve our understanding of the effects of wetland loss and salmon density on juvenile salmon foraging performance and diet composition in estuaries, we assembled Chinook salmon (Oncorhynchus tshawytscha) diet and density data from nine US Pacific Northwest estuaries across a gradient of wetland loss. We evaluated the influence of wetland loss and density on juvenile Chinook salmon instantaneous ration and energy ration, two measures of foraging performance, and whether the effect of density varied among estuaries with different levels of wetland loss. We also assessed the influence of wetland loss and other explanatory variables on salmon diet composition. There was no evidence of a direct effect of wetland loss on juvenile salmon foraging performance, but wetland loss appeared to mediate the effect of density on salmon foraging performance and alter salmon diet composition. Specifically, density had no effect on foraging performance in the estuaries with less than 50 % wetland loss but had a negative effect on foraging performance in the estuaries with greater than 50 % wetland loss. These results suggest that habitat loss may interact with density to constrain the foraging performance of juvenile Chinook salmon, and ultimately their growth, during a life history stage when survival can be positively correlated with growth and size. 相似文献
Digital rock physics (DRP) is a rapidly evolving technology targeting fast turnaround times for repeatable core analysis and multi-physics simulation of rock properties. We develop and validate a rapid and scalable distributed-parallel single-phase pore-scale flow simulator for permeability estimation on real 3D pore-scale micro-CT images using a novel variant of the lattice Boltzmann method (LBM). The LBM code implementation is designed to take maximum advantage of distributed computing on multiple general-purpose graphics processing units (GPGPUs). We describe and extensively test the distributed parallel implementation of an innovative LBM algorithm for simulating flow in pore-scale media based on the multiple-relaxation-time (MRT) model that utilizes a precise treatment of body force. While the individual components of the resulting simulator can be separately found in various references, our novel contributions are (1) the integration of all of the mathematical and high-performance computing components together with a highly optimized code implementation and (2) the delivery of quantitative results with the simulator in terms of robustness, accuracy, and computational efficiency for a variety of flow geometries including various types of real rock images. We report on extensive validations of the simulator in terms of accuracy and provide near-ideal distributed parallel scalability results on large pore-scale image volumes that were largely computationally inaccessible prior to our implementation. We validate the accuracy of the MRT-LBM simulator on model geometries with analytical solutions. Permeability estimation results are then provided on large 3D binary microstructures including a sphere pack and rocks from various sandstone and carbonate formations. We quantify the scalability behavior of the distributed parallel implementation of MRT-LBM as a function of model type/size and the number of utilized GPGPUs for a panoply of permeability estimation problems. 相似文献
