公共行政监督的"经济解释"及其启示

行政腐败和行政作弊现象使政府行政的合法性受到人们的置疑 ,深入推行的廉政建设责任制反映了政府在这一问题上理论认识的巨大进步与从严治政的重大决心。公共选择理论认为 ,官僚的经济人属性不会因其成为政府官僚而改变 ,其目标不是公共利益也不是机构效率 ,而是个人效用 ;西方国家的“三权分立”学说及其实践对于公共行政的监督具有重大的历史进步意义 ,但其精致架构的私有制基础决定了这种民主可能只具有形式主义的性质 ,它只是一种富人之间的游戏规则与表现形式。毛泽东的“双平行制约”理论与方法是中国共产党人对公共行政理论与实践的巨大贡献 ,效果奇特却存在着一系列致命的弊端。对上述理论与实践的比较研究 ,为我国当前广泛展开的廉政建设提出了一些深层次的启发性思考     

工程勘察设计行业信息化建设问题反思及其新领域应用开发综述

本文通过对勘察设计行业信息化建设的深入思考,总结并提出了在设计院信息化建设七个领域应用开发的新思路。     

瑞雷波勘探在地下洞穴探测中的应用

利用瑞雷波勘探方法进行地下洞穴探测，在实际处理过程中，对场地所测得的面波频散曲线进行分类、归纳，并利用动力触探曲线对各种特征曲线所反映的地下洞穴情况进行标定，从而确定整个测区洞穴的空间分布规律。     

支盘灌注桩单桩承载力试验研究

通过对支盘灌注桩受力机理的分析 ,结合郑州某工程支盘灌注桩试桩资料 ,利用不同的估算方法 ,对支盘灌注桩单桩承载力进行了进一步的研究。     

营口市一氧化碳中毒事件发生日气象条件分析

利用近10 a营口市一氧化碳浓度监测资料和气象监测资料,分析了一氧化碳中毒事件发生与一氧化碳浓度的关系,探讨了一氧化碳中毒事件发生日的地面天气形势和局地气象条件特征。结果表明:一氧化碳中毒事件发生日空气中一氧化碳浓度值偏高;弱高压类、低压类和均压类天气形势均可能发生一氧化碳中毒事件;气压梯度小,风速小,气温变化小,不利于污染物扩散是造成一氧化碳中毒的主要原因。     

新型随机地震动模型

在研究结构的随机地震反应时，要用大量的符合场地条件的地震记录作为输入数据。但强震历史记录却不是每个地区都有的，因此根据符合场地条件的现有地震记录建立随机地震动模型具有重要意义。本文利用中国抗震规范2001版修正选取的样本波作为目标波，考虑了幅值和频率的双重非平稳性，建立了新型随机地震动模型——改进的时变ARMA模型随机地震动模型。通过使用残差的卡方检验法，对多种非平稳ARMA模型生成的模拟波进行检验；同时又比较丁模拟波与目标波的功率谱密度图和反应谱图。结果证明：此法能够更精确地反映不同场地条件地震动的频谱和幅值的真实内容，从而建立符合目标场地条件的更为有效的模拟地震动，为相关研究与工程设计架起一座桥梁。     

山东古生代生物地层单位的划分

本文按照不同生物地层单位的含义,对山东古生代生物地层单位进行了厘定,共划出４１个生物带,其中寒武纪有２１个;奥陶纪１０个,包括３个哑层间隔带;石炭纪３个;二叠纪７个。这些生物地层单位的确立,对统一山东古生代生物地层单位的划分和推动今后的区调工作将起到重要的作用。     

Optimization of conditions for tetraspore release and assessment of photosynthetic activities for different generation branches of Gracilaria lemaneiformis Bory

Gracilaria lemaneiformis Bory is an economically important alga that is primarily used for agar production. Although tetraspores are ideal seeds for the cultivation of G. lemaneiformis, the most popular culture method is currently based on vegetative fragments, which is labor-intensive and time-consuming. In this study, we optimized the conditions for tetraspore release and evaluated the photosynthetic activities of different colonies formed from the branches of G. lemaneiformis using a PAM (pulse-amplitude-modulated) measuring system. The results showed that variations in temperature and salinityhad significant effects on tetraspore yield. However, variations in the photon flux density (from 15 μmol m⁻² s⁻¹ to 480 μmol m⁻² s⁻¹) had no apparent effect on tetraspore yield. Moreover, the PAM-parameters Y(I), Y(II), ETR(I), ETR(II) and F _v/F _m of colonies formed from different branches showed the same trend: parameter values of first generation branches>second generation branches>third generation branches. These results suggest that the photosynthetic activities of different colonies of branches changed with the same trend. Furthermore, photosynthesis in G. lemaneiformis was found to be involved in vegetative reproduction and tetraspore formation. Finally, the first generation branches grew slowly, but accumulated organic compounds to form large numbers of tetraspores. Taken together, these results showed that the first generation branches are ideal materials for the release of tetraspores.     

Involvement of cyclic electron flow in irradiance stress responding and its potential regulation of the mechanisms in <Emphasis Type="Italic">Pyropia yezoensis</Emphasis>

Pyropia yezoensis, belongs to the genus of Porphyra before 2011, inhabit on intertidal zone rocks where irradiation changes dramatically, implying that the seaweed has gained certain mechanisms to survive a harsh environment. Based on the photosynthetic parameters with or without the inhibitors determined by a Dual-PAM-100 apparatus, we investigated the photosynthetic performance and the changes in electron flow that occurred during the algae were stressed with different light intensities previously. When the irradiation saturation was approaching, the CEF around PS I became crucial since the addition of inhibitors usually led to an increase in non-photochemical quenching. The inhibitor experiments showed that there were at least three different CEF pathways in Py. yezoensis and these pathways compensated each other. In addition to maintaining a proper ratio of ATP/NAD(P)H to support efficient photosynthesis, the potential roles of CEF might also include the regulation of different photoprotective mechanisms in Py. yezoensis. Under the regulation of CEF, chlororespiration is thought to transport electrons from the reduced plastoquinone (PQ) pool to oxygen in order to mitigate the reduction in the electron transfer chain. When irradiation was up to the high-grade stress conditions, the relative value of CEF began to decrease, which implied that the NADP⁺ pool or PQ⁺ pool was very small and that the electrons were transferred from reduced PS I to oxygen. The scavenging enzymes might be activated and the water-water cycle probably became an effective means of removing the active oxygen produced by the irradiation stressed Py. yezoensis. We believe that the different mechanisms could make up the photoprotective network to allow Py. yezoensis for survival in a highly variable light stress habitat, which may enlighten scientists in future studies on irradiance stress in other algae species.     

Effects of sexual reproduction of the inferior competitor Brachionus calyciflorus on its fitness against Brachionus angularis

Sexual reproduction adversely affects the population growth of cyclic parthenogenetic animals. The density-dependent sexual reproduction of a superior competitor could mediate the coexistence. However,the cost of sex may make the inferior competitor more vulnerable. To investigate the effect of sexual reproduction on the inferior competitor,we experimentally paired the competition of one Brachionus angularis clone against three B rachionus calyciflorus clones. One of the B. calyciflorus clones showed a low propensity for sexual reproduction,while the other two showed high propensities. The results show that all B. calyciflorus clones were excluded in the competition for resources at low food level. The increased food level promoted the competition persistence,but the clones did not show a clear pattern. Both the cumulative population density and resting egg production increased with the food level. The cumulative population density decreased with the mixis investment,while the resting egg production increased with the mixis investment. A trade-off between the population growth and sexual reproduction was observed in this research. The results indicate that although higher mixis investment resulted in a lower population density,it would not determinately accelerate the exclusion process of the inferior competitor. On the contrary,higher mixis investment promoted resting egg production before being excluded and thus promised a longterm benefit. In conclusion,our results suggest that mixis investment,to some extent,favored the excluded inferior competitor under fierce competition or some other adverse conditions.
