A STUDY ON LAND SYSTEM INNOVATIONS IN THE CONSTRUCTION OF SMALL TOWNS IN CHINA

The economic development in China and the rising of the living standard need to speed up the urbanisa-tion.The development of small towns is an important way to Chinese urbanization.Land use plays a very important role in the development of small towns.However there are many problems in the development of small towns,esp.in land use.The paper first discusses the land problems in the development of small towns.Such as much cultivated land lies idle,under-utilization and waste of land,increasing illegal use of land,unstable contractural relationship for land use.The relationship between the development of small towns and land use is also studied.Then the guidelines for the land system innovations of small towns are put forward.Namely the sustainability of social and economic development,the bal-ance between land reservation and land utilization,the provision of service to village ,agriculture and farmer,the manage-ment of land resource and land assets,the parsimonious andlegal use of land.The basic framework of land system innova-tions of small towns is put forward finally.It include the land replacement policy for small towns and the permanent tenan-cy of farmland,the overall plan for land uses and other plans in harmony,the establishment of a flexible system of land supplies,using land with payments ,the transfer of agricultural land and refining the land law related to the construction of small towns.     

Photopolarimetric studies of comet Austin

Photopolarimetric observations of comet Austin with the IAU/IHW filter system were obtained on the 2.34 m Vainu Bappu Telescope (VBT) of the Indian Institute of Astrophysics, at Kavalur, India, during pre-perihelion phase on February 20,1990 and on the 1.2 m telescope of the Physical Research Laboratory at Gurusikhar, Mount Abu during postperihelion phase on May 2 and 4, 1990. The comet appeared bluer than a solar analog during post-perihelion phase on May 2 and 4. The percent polarization shows a sharp increase towards the red on May 2 and 4. The dominant sizes of the dust particles appear to lie in a narrow range of 0.1 to 0.5 Μm. Regarding the molecular band emission, CN and C₂ bands are quite strong; C₃ emission was also found to be strong though the observations on May 2 and 4 show significant variation as compared to C₂ emission. Molecular band polarization for CN, C₃, C₂ and H₂ O+ have been calculated. It has been found that emission polarization in CN, C₂ and C₃ is between 1–7% (phase angle between 107.4–109 degrees). For CN and C₂ the polarization values are close to the theoretically predicted values, but for C₃ the polarization value falls much below the theoretically predicted value. A similar result was found for comet Halley.

A neural network approach to ship track-keeping control

This paper presents an on-line trained neural net work controller for ship track-keeping problems. Following a brief review of the ship track-keeping control development since the 1980's, an analysis of various existing backpropagation-based neural controllers is provided. We then propose a single-input multioutput (SIMO) neural control strategy for situations where the exact mathematical dynamics of the ship are not available. The aim of this study is to build an autonomous neural controller which uses rudder to regulate both the tracking error and heading error. During the whole control process, the proposed SIMO neural controller adapts itself on-line from a direct evaluation of the control accuracy, and hence the need for a “teacher” or an off-line training process can be removed. With a relatively modest amount of quantitative knowledge of the ship behavior, the design philosophy enables real time control of a nonlinear ship model under random wind disturbances and measurement noise. Three different track-keeping tasks have been simulated to demonstrate the effectiveness of the training method and the robust performance of the proposed neural control strategy     

基于专家系统决策的多模式控制及其应用

将专家系统技术与常规控制、模糊控制、超前控制、仿人智能操作控制以及计算机控制技术相结合,设计了一种新的基于专家系统决策的多模式控制(MCDBES)。经试验和实际运行结果表明,MCDBES系统对未知数学模型的被控对象,具有良好的控制性能。本文提出的MCDBES已成功地应用于燃油陶瓷窑炉计算机控制系统。     

Local potential analysis of MHD instability

In many astrophysical problems, the study of the stability of an atmosphere in the presence of a magnetic field is of importance. In most cases the MHD instabilities of atmospheres are studied by energy principle of Bernsteinet al. (1958). In this paper, a general method for studying the stability of a system subject to MHD equations of conditions has been proposed. This is based on the local potential concept put forward by Glansdorff and Prigogine (1964). The scheme for securing stability criteria has been demonstrated in two particular cases.     

雾化进样石墨炉原子吸收光谱法的研究 Ⅰ.直接雾化进样装置及其性能

介绍一种自行设计和加工的直接雾化石墨炉进样装置的结构、工作原理和操作方法。该装置由微机控制与石墨炉加热程序同步工作,可以实现自动控制和自动测量。对雾化进样石墨炉分析的仪器参数和实验条件进行了研究和选择。结果表明,该装置与石墨炉结合具有自动化程度高、重现性好、样品利用率高和分析速度快等特点。     

Geometric Derivation of the Delaunay Variables and Geometric Phases

We derive the classical Delaunay variables by finding a suitable symmetry action of the three torus T³ on the phase space of the Kepler problem, computing its associated momentum map and using the geometry associated with this structure. A central feature in this derivation is the identification of the mean anomaly as the angle variable for a symplectic S ¹ action on the union of the non-degenerate elliptic Kepler orbits. This approach is geometrically more natural than traditional ones such as directly solving Hamilton–Jacobi equations, or employing the Lagrange bracket. As an application of the new derivation, we give a singularity free treatment of the averaged J ₂-dynamics (the effect of the bulge of the Earth) in the Cartesian coordinates by making use of the fact that the averaged J ₂-Hamiltonian is a collective Hamiltonian of the T³ momentum map. We also use this geometric structure to identify the drifts in satellite orbits due to the J ₂ effect as geometric phases.     

CORROSION AND ADHERENCE AT SEA OIL-PLATFORM

Measurements of the adhesive corrosion and protective potentials of 3 Bohai Sea oilplatforms under different cathodic protection showed corrosion still occurred on these platforms undertheir designed protective potentials. Preliminary conclusions from indoor experiments on the relation betweenadhesive corrosion and cathodic protection showed adhering organisms caused the corrosion onthese platforms.     

太阳表面米粒结构观测对比度分析

分析以观测系统焦面上和探测器测到的太阳表面米粒结构的对比度与观测系统口径，大气湍流相干长度以及系统探测灵敏度的关系，给出了不同口径，不同大气湍流相干长度以及不同系统探测灵敏度时的米粒结构对比值计算结果，此外还给出了实验结果。
