Pacific Island countries are among the list of countries that face the highest disaster risk globally—in per capita terms. In recent years, governments in the region have been confronted by a rise in damages from extreme catastrophic events, many increasingly linked to climate change. These events pose significant challenges to Pacific governments in terms of maintaining fiscal stability and the operation of their limited and under-diversified economies and shallow financial sectors. Governments in the region generally play a leading role in domestic economies and are responsible for leading disaster prevention, mitigation, and recovery efforts. Accordingly, measures to improve financial sustainability and the public sector’s ability to provide public services in the aftermath of major disasters must be prioritized. This paper examines the literature on fiscal resilience to disasters, the estimated impacts of major events in the Pacific, and analyses the applicability of available financial instruments to facilitate both ex ante and ex post disaster fiscal risk management in the region. The paper also discusses policies that can improve resilience against fiscal risks.

The optical properties of polymers, produced photolytically from ethylene, which was detected in Titan's atmosphere and from acetylene or hydrogen cyanide which may be present there, were studied experimentally. It is shown that an aerosol consisting of polyethylene provides an excellent fit to the variation of Titan's albedo with wavelength, while polymers of acetylene or hydrogen cyanide do not. This fit seems to remove the requirement of nitrogen-bearing polymers, which was proposed earlier to account for Titan's red coloration. Therefore, Titan's coloration does not necessarily imply the presence of nitrogen in its atmosphere. It is also proposed that above the layer of larger aerosol particles, whose scattering determines the phase function, there are smaller particles of the same material, which act as an absorbing haze to darken and slightly redden the underlying aerosol. This high-altitude haze also causes the observed strong limb-darkening.  相似文献

A model of Titan's aerosol is presented which allows the particle size to vary with height. The model assumes a refractive index appropriate to an ethylene polymer and a mass flux independent of height equal to the value derived from laboratory measurements. The free parameters of the model are determined by fitting to the observed geometric albedo at 4000 and 6000 Å. A methane spectrum is derived which is in excellent agreement with observations. An aerosol optical depth of ~5 is found in the visible, with the particle radius varying from 0.01 to 8 μm. The presence of an optically thick methane cloud at the temperature minimum is indicated.  相似文献

Using macroeconomic province-level data and the provincial history of disaster exposure over the past two decades, we describe the relationship between disaster mortality and morbidity, disasters’ economic damages, government investment and regional economic activity, and infrastructure development. The Chinese government’s aggressive investment in post-disaster reconstruction is discussed, and the implications of this investment for post-disaster private sector economic activity are analyzed empirically. Four image analysis systems for measuring rock fragmentation: FragScan, PowerSieve®, Split and WipFrag, have been compared under conditions necessary to provide an objective though limited assessment of their capabilities. The analysis of results is based on a sample of ten photographs taken from a series of photographs of controlled artificial muckpiles. These were created from dumping a blended mixture of sieved samples of limestone aggregate, in order to create a range of near perfect Rosin-Rammler sieve size distributions. Results from the various systems are compared with sieved results using both histogram and cumulative forms, with and without fines corrections in the case of Split and Wipfrag. Statistical indicators are evaluated to examine the match between system prediction values and sieving values. Commentaries on the results by the inventors of each system have been incorporated. All four systems were found to perform both well in some cases and poorly in others. From a detailed examination of the results, some insight into the strengths and weaknesses of the various systems is presented.  相似文献

Laboratory data on the rate of photolytic polymerization of acetylene, highly diluted with hydrogen, at the pressure range of the Jovian stratosphere is presented. The open-air Acheulian site in Holon, Israel, was dated by the luminescence methods and by electron spin resonance (ESR). Situated in the coastal plain Quaternary Kurkar Group, the Holon site was first excavated in the late 1960s, when typical lower Paleolithic lithics and middle Pleistocene fauna were found. In order to date the site, new test pits were dug adjacent to the earlier excavations and the archaeological bed was exposed in a section comprising a series of paleosols and aeolianites. Alkali feldspars separated from the sediments were dated using the infrared stimulated luminescence and thermoluminescence signals, and quartz was dated using the optically stimulated luminescence signal. The age of the archaeological bed is constrained by two samples to 198,000 ± 22,000–201,000 ± 17,000 yr. The age of the base of the section is 240,000 ± 29,000 yr, and the age of the top is 81,000 ± 8000 yr. Two teeth from the archaeological bed, recovered from the original excavation collection, yielded an average ESR age of 204,000 ± 16,000 yr, calculated using the linear uptake model, which is in a very good agreement with the luminescence ages. These dates place Holon within the range of other late Acheulian and Acheulo-Yabrudian sites in this region such as Tabun E (younger chronology), Yabrud I (archaeological level 18), and Berekhat Ram.  相似文献

The effect of excess hydrogen on the synthesis of amino acids, by high-temperature shock waves in a hydrogen/methane/ammonia/water vapor mixture, was studied experimentally. The energy efficiency results, together with the best estimate of the lightning energy dissipation rate on Jupiter, from the Voyager data, were used to calculate an upper limit to the rate of amino acid production by lightning in the Jovian water clouds. Using reasonable values for the eddy diffusion coefficients within and below the water clouds, the column abundance of lightning-produced amino acids in the clouds was estimated to be 6.2 × 10?6 cm-am. Hence, concentration of amino acids in water droplets would be 8 × 10?8 mole liter?1.  相似文献
