Rights to forest products are difficult to decide in situations when traditional management institutions exist parallel to formal ones. Such situations raise the question of whether the institutions are complementary or prescribe contradictory rights and management principles. Based on a household survey and key informant interviews, the article focuses on how diverging management principles can be harmonized to satisfy national forestry goals in Nepal. Villages in the Trans-Himalayan district of Mustang used to manage forests according to their traditional institutions but after 1993 they were included in a new management regime called Conservation Area Management Committees (CAMCs). The findings revealed that the villagers appreciated development initiatives undertaken by the CAMCs but three disjunctions regarding forest management existed between the CAMCs and traditional institutions: there was a disjunction between the two sets of rules for forest resource utilization; there were role dilemmas of local residents who were entrusted with CAMC implementation; and there were spatial disjunctions when formal administrative forest borders did not coincide with customary ones. The simultaneous existence of two institutions thus blurred the rights to forest resources. The author concludes that knowledge of the disjunction between parallel institutions is vital for accommodating new management schemes such as REDD+.  相似文献

A rapid change in climate patterns potentially driven by global warming is considered to be greatest threats to agriculture. However, little is known about how the change in climate concretely affects agricultural production especially in Nepal with respect to seasons and regions of different altitudes. To examine this issue, we seek to empirically identify the impact of climatic variation on agricultural yield and its variability by utilizing the data of rice, wheat and climate variables in the central region of Nepal. The main focus is on whether the impacts vary across seasons, altitudes and the types of crops. For this purpose, we employ a stochastic production function approach by controlling a novel set of season-wise climatic and geographical variables. The result shows that an increase in the variance of both temperature and rainfall has adverse effects on crop productions in general. On the other hand, a change in the mean levels of the temperature and rainfall induces heterogeneous impacts, which can be considered beneficial, harmful or negligible, depending on the altitudes and the kinds of crops. These results imply that adaptation strategies must be tailor-made in Nepalese agriculture, considering growing seasons, altitudes and the types of crops.  相似文献

The Middle Mountains is one of the regions of Nepal most vulnerable to water erosion, where fragile geology, steep topography, anomalous climatic conditions, and intensive human activity have resulted in serious soil erosion and enhanced land degradation. Based on the 137Cs tracing method, spatial variations in soil erosion, organic carbon, and total nitrogen (TN) in terraced fields lacking field banks and forestland were determined. Soil samples were collected at approximately 5 m and 20 m intervals along terraced field series and forestland transects respectively. Mean 137Cs inventories of the four soil cores from the reference site was estimated at 574.33 ± 126.22 Bq m-2 (1 Bq (i.e., one Becquerel) is equal to 1 disintegration per second (1 dps)). For each terrace, the 137Cs inventory generally increased from upper to lower slope positions, accompanied by a decrease in the soil erosion rate. Along the entire terraced toposequence, 137Cs data showed that abrupt changes in soil erosion rates could occur between the lower part of the upper terrace and the upper part of the immediate terrace within a small distance. This result indicated that tillage erosion is also a dominant erosion type in the sloping farmland of this area. At the same time, we observed a fluctuant decrease in soil erosion rates for the whole terraced toposequence as well as a net deposition at the toe terrace. Although steep terraces (lacking banks and hedgerows) to some extent could act to limit soil sediment accumulation in catchments, soil erosion in the terraced field was determined to be serious. For forestland, with the exception of serious soil erosion that had taken place at the top of slopes due to concentrated flows from a country road situated above the forestland site, spatial variation in soil erosion was similar to the “standard” water erosion model. Soil organic carbon (SOC) and TN inventories showed similar spatial patterns to the 137Cs inventory for both toposequences investigated. However, due to the different dominant erosion processes between the two, we found similar patterns between the <0.002 mm soil particle size fraction (clay sized) and 137Cs inventories in terraced fields, while different patterns could be found between 137Cs inventories and the <0.002 mm soil particle size fraction in the forestland site. Such results confirm that 137Cs can successfully trace soil erosion, SOC and soil nitrogen dynamics in steep terraced fields and forestland in the Middle Mountains of Nepal.  相似文献

In this paper, a new approach to structural damage detection is presented using mode shape difference between the reference and damage states. In order to capture and display the signal of damage, wavelet transformation is performed upon the mode shape difference function. Results show that this presentation of signal is effective for damage detection. Furthermore, practical aspects of damage identification are investigated, including understanding and using the frequency contents of the mode shape difference function, the mother wavelet function and the resulting wavelet coefficients due to the band‐limited filtering of wavelet transformation. The modern history of protected area (PA) management in Nepal dates back to 1973 when the National Parks and Wildlife Conservation Act (1973) was promulgated and Chitwan National Park was established. In the years immediately following these key events, protected area acts and regulations were strictly applied and the role of local people in managing natural resources was neglected. However with the passage of time, and with changes in the socio-political and economic characteristics of Nepal, management regimes have shifted towards a more liberal model which recognizes more clearly the contributions of people living and working within protected areas. Recently, landscape level conservation models including the designation of multiple use areas have been utilized in the development of management plans for protected areas in Nepal. Conservation agencies have attempted to tackle challenges such as land use conflict, poaching and smuggling of wildlife parts and illegal harvesting of highly valued medicinal herbs through regulation, but these efforts are not always successful. We recommend a holistic conflict resolution approach which recognizes and resolves the different needs of all stakeholders.  相似文献

People’s livelihood in several Himalayan regions largely depends on collection, use, and trade of medicinal plants. Traditional use is generally not a problem, but commercial gathering of selected species to meet increasing national and international demand can result in over-exploitation. Sustainable management of medicinal plants requires a clear understanding of the respective roles, responsibilities and viewpoints of the various stakeholders involved. Through personal interviews and group discussions, this study aimed at investigating the views of two stakeholder groups on use, trade and conservation of medicinal plants in the Rasuwa district of Nepal. Local people and district and national organizations agreed that medicinal plants are collected for a combination of commercial and personal uses. Perceptions on market availability differed significantly: 100 % of the respondents from district and national organizations saw markets as easily available, against only 36 % for local people. This could explain why medicinal plants were perceived by local people to contribute less to income generation than to livelihood improvement. Different viewpoints were also expressed concerning the status of medicinal plants in the district: 81 % of the respondents from district and national organizations considered that medicinal plants were threatened, compared to only 28 % for local people. Despite this disparity, both stakeholder groups agreed upon potential threats to medicinal plants: over-harvesting; habitat loss due to land-use change and deforestation; and over-grazing by livestock. Several challenges were identified regarding sustainable management of medicinal plants, such as ambiguous policies; lack of resources, information and infrastructures; habitat degradation; and over-exploitation. Despite these challenges, respondents agreed that the medicinal plants sector offers huge opportunities in the Rasuwa district, given resource availability, community awareness and motivation, and the priority given to the sector by governments and other agencies. Proper collaboration, communication and coordination among stakeholders are needed to grab these opportunities.  相似文献

Background

The reliable monitoring, reporting and verification (MRV) of carbon emissions and removals from the forest sector is an important part of the efforts on reducing emissions from deforestation and forest degradation (REDD+). Forest-dependent local communities are engaged to contribute to MRV through community-based monitoring systems. The efficiency of such monitoring systems could be improved through the rational integration of the studies at permanent plots with the geospatial technologies. This article presents a case study of integrating community-based measurements at permanent plots at the foothills of central Nepal and biomass maps that were developed using GeoEye-1 and IKONS satellite images.

Results

The use of very-high-resolution satellite-based tree cover parameters, including crown projected area (CPA), crown density and crown size classes improves salience, reliability and legitimacy of the community-based survey of 0.04% intensity at the lower cost than increasing intensity of the community-based survey to 0.14% level (2.5 USD/ha vs. 7.5 USD/ha).

Conclusion

The proposed REDD+ MRV complementary system is the first of its kind and demonstrates the enhancement of information content, accuracy of reporting and reduction in cost. It also allows assessment of the efficacy of community-based forest management and extension to national scale.
