The live reef food fish (LRFF) trade has an estimated annual retail value of US$1 billion in the Asia-Pacific region and at least US$30 million in the Philippines. Palawan Province is the trade's center accounting for as much as 55% of the commodity's total export. Concern about the LRFF trade has caused the Palawan Provincial government to take action to regulate the trade. Four key policy options to address the short-term policy objective of developing a sustainable LRFF industry through the reduction of threats associated with destructive fishing and overfishing were proposed. These four policy options and associated analyses were presented to stakeholders at three separate policy consultations. The stakeholders reached a consensus that a regulated LRFF trade was the most sensible option. As a result, the Provincial Government of Palawan took action to enact “The Palawan Live Reef Fish Ordinance of 2006”, which provides for the sustainable and integrated regulation of the LRFF industry. This provincial ordinance will assist in crafting a national policy for the LRFF trade and may also be useful in revising the 1998 Philippine Fisheries Code. The key challenge is how to translate the ordinance provisions into effective on-the-ground actions.  相似文献

浮游植物作为食物链的基础,对海洋生态系统具有重要作用。渤海作为我国最大的内海和重要渔业生物的产卵场、育幼场和索饵场,该区浮游植物研究具有重要意义。叶绿素a浓度是反映浮游植物生物量的重要指标。利用Google Earth Engine平台,对1997–2010年的宽视场海洋观测传感器(SeaWiFS)叶绿素a浓度数据和2002–2018年的水色卫星中分辨率成像光谱仪传感器(MODIS Aqua)叶绿素a浓度数据进行合并,并研究其时空变化特征。研究表明,近20年来,渤海全年叶绿素a浓度增加了14.1%,且增加显著。叶绿素a浓度在所有季节都呈现增加趋势;除11月外,其他各月都呈现稳定或增加趋势。从滦河入河口沿岸至渤海海峡的渤海中部,叶绿素a浓度增加较明显。同时也分析了海洋表面温度、风速和降水量数据。夏季渤海周边区域降水量和风速增加以及秋季海表温度的降低都有助于同季叶绿素a浓度的升高。渤海浮游植物可能受陆源营养物质输入影响较大。  相似文献

浮游植物作为食物链的基础,对海洋生态系统具有重要影响。黄海作为我国重要的渔场,渔业资源面临枯竭的危险,因此对该区浮游植物进行研究具有重要意义。叶绿素a浓度是反映浮游植物生物量的重要指标。利用谷歌地球引擎平台对2002-2018年的MODIS Aqua叶绿素a浓度数据进行处理,并研究其时空分布与变化特征,然后结合区域气候、水文与地理特征以及海洋表面温度、风速、盐度、光合有效辐射和混合层厚度数据分析了其分布与变化的原因。研究发现:受陆源营养物质输入、近岸上升流以及黄海中央冷水团影响,叶绿素a浓度分布呈现由近岸向黄海中部递减特征;在季风、气候、水文的控制下,受风速、海洋表面温度、光合有效辐射、中央冷水团的影响,叶绿素a浓度的最大值出现在4月份,而最小值出现在6、7月份;受苏北沿岸海域海水污染和水体富营养化影响,沿岸海域盐度明显增加,海州湾叶绿素a浓度增速较大;影响黄海叶绿素a浓度变化的环境因子较复杂,除了部分月份存在显著的相关影响因子外,在全年和各季中不存在主导影响因子。  相似文献

The word geoid appeared for the first time in 1873 in a work by Listing, at a time when an increasing number of measurements of meridian arcs were made, in order to determine the figure of the Earth.From that time, the mathematical methods (least squares, inverse methods ...) and the observation and modelling methods (collecting data, precision ...) have made concurrently great progress. Owing to these advances, the geometric method first, and the dynamic method next were developed by geodesy for the computation of the geoid. In particular, the increasing of data brought by satellites since the 60's led to a detailed knowledge of the geoid.The determination of the geoid is, for geodesy, a goal in itself. The geophysical viewpoint is to study the inner structure and the internal dynamics of the Earth, by the interpretation of the shape of the geoid and its anomalies. The two approaches are complementary to one another and react one on the other: from geodesy to geophysics and from geophysics to geodesy. The geoid has three advantages that can be stated in a few words each, although the third advantage brings in a complex subject. They are: first, the advantage of thinking in terms of small numbers; second, the fact that we know or can know directly the form of the geoid as a physical reality over much of the earth's surface; third, the geophysical implications of a knowledge of the geoid. This article proposes and illustrates a practical methodological framework to evaluate the fitness for use of spatial data sets for environmental and ecological applications, focusing on user requirements for specified application contexts. The methodology is based on the use of metadata to analyze similarity between the data characteristics and the user’s needs or expectations for several quality indicators. Additionally, the concept of ‘critical factors’ is introduced in this framework, allowing users to define which quality indicators have greater importance given their own requirements or expectations and the specified application contexts. The proposed methodology further allows integrating and interconnecting the spatial data quality (SDQ) evaluation methodology with metadata geoportals in WebGIS platforms, facilitating its operation by users from non-spatial disciplines and with often limited expertise on this subject. Examples of the evaluation of fitness for use for specific application contexts within the project BIO_SOS (‘Biodiversity Multi-SOurce Monitoring System: From Space To Species’ FP7 project) are presented. By providing a prompt and straightforward evaluation tool, the proposed methodology can encourage the implementation of SDQ evaluation routines in ecological assessment and monitoring programs, promoting a more adequate use of geospatial data and ultimately contributing to well-supported policy and management decisions.  相似文献

We present experimental results showing the impact of the proposed LightSquared (LS) Long-term Evolution (LTE) signals on both GPS and Galileo civil modulations in the L1/E1 band. The experiments were conducted in radiated mode in a large anechoic chamber. Three Galileo enabled receivers were chosen for the tests, and a state of the art GNSS signal generator was used to simulate both GPS and Galileo signals. The LTE signals were generated by an Agilent Programmable Signal Generator with a license to generate the signals according to the 3GPP LTE FDD standard. The interference impact was measured in terms of a Carrier-to-Noise power spectral density ratio (C/N 0) degradation, in accordance with the methodology which the LS/GPS Technical Working Group (TWG) established by mandate of the FCC. A model for determining the impact of the LS signal on the considered GNSS signals is provided and is validated against experimental data. It is shown that the Galileo E1 Open Service (OS) signal is marginally more susceptible to this form of interference than the GPS L1 C/A signal due to its greater proximity to the lower edge of the L1 band. The impact of LS interference was further analyzed in terms of pseudorange and position errors. Despite its relevance for most GNSS users, this aspect was not considered by the TWG. Measurement and position domain analysis along with the study of the LS impact on the Galileo OS signals are the major contributions. The analysis confirms the results obtained by the TWG and shows that the receiver front-end plays a major role in protecting GNSS signals against RF interference. While it appears that, for now, the LS network will not be deployed, the approach taken and the results obtained herein can be readily adapted for any future terrestrial mobile network that may take the place of LS.  相似文献
