退耕还林还草作为北方农牧交错带生态重建的切入点,在实际操作中也不可避免地存在一定的问题。文章对当前退耕还林还草的社会经济特征、政策安排、协调机制及制约因素进行了分析。提出:区域粮食适度自给定位、部门协调机制创新、产权制度改革、区域产业专业化分工、适度生态移民及建立生态补偿机制为进行政策优化调控的主要途径。  相似文献

秦都咸阳地貌演变研究是秦咸阳考古和关中地区历史环境演变研究不容忽视的问题。秦末以来,秦都咸阳地貌演变包括渭河河道北移和咸阳原边坡地貌变化两个方面。通过文献考证与实地考察恢复了秦末、唐、明、清各代渭河的河道位置,秦末以来秦都咸阳段渭河河道北移4100m,平均北移速度1.8764m/a,明代以前北移较慢,以后北移速度显著加快,清顺治至现代北移速度达到5.9701m/a。咸阳原南侧边坡上的中小切沟主要是秦以后形成的。原坡上的村庄平台是历史上人为斩齐原坡,挖掘窑洞,引起原边逐步后退的结果,是咸阳原边坡人为地貌演变的体现。  相似文献

Quantifying the impact of landscape on hydrological variables is essential for the sustainable development of water resources. Understanding how landscape changes influence hydrological variables will greatly enhance the understanding of hydrological processes. Important vegetation parameters are considered in this study by using remote sensing data and VIC-CAS model to analyse the impact of landscape changes on hydrology in upper reaches of the Shule River Basin (URSLB). The results show there are differences in the runoff generation of landscape both in space and time. With increasing altitude, the runoff yields increased, with approximately 79.9% of the total runoff generated in the high mountains (4200–5900 m), and mainly consumed in the mid-low mountain region. Glacier landscape produced the largest runoff yields (24.9% of the total runoff), followed by low-coverage grassland (LG; 22.5%), alpine cold desert (AL; 19.6%), mid-coverage grassland (MG; 15.6%), bare land (12.5%), high-coverage grassland (HG; 4.5%) and shrubbery (0.4%). The relative capacity of runoff generation by landscapes, from high to low, was the glaciers, AL, LG, HG, MG, shrubbery and bare land. Furthermore, changes in landscapes cause hydrological variables changes, including evapotranspiration, runoff and baseflow. The study revealed that HG, MG, and bare land have a positive impact on evapotranspiration and a negative impact on runoff and baseflow, whereas AL and LG have a positive impact on runoff and baseflow and a negative impact on evapotranspiration. In contrast, glaciers have a positive impact on runoff. After the simulation in four vegetation scenarios, we concluded that the runoff regulation ability of grassland is greater than that of bare land. The grassland landscape is essential since it reduced the flood peak and conserved the soil and water.  相似文献

Salinity has a major effect on water users in the Colorado River Basin, estimated to cause almost $300 million per year in economic damages. The Colorado River Basin Salinity Control Program implements and manages projects to reduce salinity loads, investing millions of dollars per year in irrigation upgrades, canal projects, and other mitigation strategies. To inform and improve mitigation efforts, there is a need to better understand sources of salinity to streams and how salinity has changed over time. This study explores salinity in the baseflow fraction of streamflow, assessing whether groundwater is a significant contributor of dissolved solids to streams in the Upper Colorado River Basin (UCRB). Chemical hydrograph separation was used to estimate baseflow discharge and baseflow dissolved solids loads at stream gages (n = 69) across the UCRB. On average, it is estimated that 89% of dissolved solids loads originate from the baseflow fraction of streamflow, indicating that subsurface transport processes play a dominant role in delivering dissolved solids to streams in the UCRB. A statistical trend analysis using weighted regressions on time, discharge, and season was used to evaluate changes in baseflow dissolved solids loads in streams (n = 27) from 1986 to 2011. Decreasing trends in baseflow dissolved solids loads were observed at 63% of streams. At the three most downstream sites, Green River at Green River, UT, Colorado River at Cisco, UT, and the San Juan River near Bluff, UT, baseflow dissolved solids loads decreased by a combined 823,000 metric tons (mT), which is approximately 69% of projected basin‐scale decreases in total dissolved solids loads as a result of salinity control efforts. Decreasing trends in baseflow dissolved solids loads suggest that salinity mitigation projects, landscape changes, and/or climate are reducing dissolved solids transported to streams through the subsurface. Notably, the pace and extent of decreases in baseflow dissolved solids loads declined during the most recent decade; average decreasing loads during the 2000s (28,200 mT) were only 54% of average decreasing loads in the 1990s (51,700 mT).  相似文献

Large water‐sample sets collected from 1899 through 1902, 1907, and in the early 1950s allow comparisons of pre‐impoundment and post‐impoundment (1969 through 2008) nitrogen concentrations in the lower Missouri River. Although urban wastes were not large enough to detectably increase annual loads of total nitrogen at the beginning of the 20th century, carcass waste, stock‐yard manure, and untreated human wastes measurably increased ammonia and organic‐nitrogen concentrations during low flows. Average total‐nitrogen concentrations in both periods were about 2.5 mg/l, but much of the particulate‐organic nitrogen, which was the dominant form of nitrogen around 1900, has been replaced by nitrate. This change in speciation was caused by the nearly 80% decrease in suspended‐sediment concentrations that occurred after impoundment, modern agriculture, drainage of riparian wetlands, and sewage treatment. Nevertheless, bioavailable nitrogen has not been low enough to limit primary production in the Missouri River since the beginning of the 20th century. Nitrate concentrations have increased more rapidly from 2000 through 2008 (5 to 12% per year), thus increasing bioavailable nitrogen delivered to the Mississippi River and affecting Gulf Coast hypoxia. The increase in nitrate concentrations with distance downstream is much greater during the post‐impoundment period. If strategies to decrease total‐nitrogen loads focus on particulate N, substantial decreases will be difficult because particulate nitrogen is now only 23% of total nitrogen in the Missouri River. A strategy aimed at decreasing particulates also could further exacerbate land loss along the Gulf of Mexico, which has been sediment starved since Missouri River impoundment. In contrast, strategies or benchmarks aimed at decreasing nitrate loads could substantially decrease nitrogen loadings because nitrates now constitute over half of the Missouri's nitrogen input to the Mississippi. We compared the interannual variability of annual daily maximum and minimum extreme water levels in Lake Ontario and the St Lawrence River (Sorel station) from 1918 to 2010, using several statistical tests. The interannual variability of annual daily maximum extreme water levels in Lake Ontario is characterized by a positive long‐term trend showing two shifts in mean (1929–1930 and 1942–1943) and a single shift in variance (in 1958–1959). In contrast, for the St Lawrence River, this interannual variability is characterized by a negative long‐term trend with a single shift in mean, which occurred in 1955–1956. As for annual daily minimum extreme water levels, their interannual variability shows no significant long‐term change in trend. However, for Lake Ontario, the interannual variability of these water levels shows two shifts in mean, which are synchronous with those for maximum water levels, and a single shift in variance, which occurred in 1965–1966. These changes in trend and stationarity (mean and variance) are thought to be due to factors both climatic (the Great Drought of the 1930s) and human (digging of the Seaway and construction of several dams and locks during the 1950s). Despite this change in means and variance, the four series are clearly described by the generalized extreme value distribution. Finally, annual daily maximum and minimum extreme water levels in the St Lawrence and Lake Ontario are negatively correlated with Atlantic multidecadal oscillation over the period from 1918 to 2010.
