我国数字领海建设问题的几点思考

阐述了我国“数字领海(含专属经济区)”建设的重要性与迫切性;介绍了“数字领海”系统的功能、基本特征、技术支撑体系、信息采集方法、信息管理方法及信息更新方法;指出了“数字领海”系统建设中应注意的若干问题。     

国土空间管控的方法与途径

国土空间管控是对国土空间各类开发保护活动的科学谋划与管理安排,是进行国土空间宏观调控和微观管理的重要政策工具。探讨以地域功能和资源环境承载力为科学基点的国土空间管控体系框架,并以福建省和贵州省六盘水市为例,解析“三区三线”协同划定和国土开发强度并测算两个国土空间管控中技术难点的解决方法,在此基础上,提出以功能管控和参数管控为核心的多尺度、多时序国土空间管控途径。研究发现：① 功能管控以主体功能区划和“三区三线”划定方案为基础,按照四类主体功能定位、三类空间（生态、农业和城镇空间）、六类分区（生态保护红线及一般生态区、永久基本农田及一般农业区、城镇开发边界及城镇预留区）以及N类建设和非建设类用途分层级实施;② 参数管控则以国土开发强度为关键目标参数,实施基于总量-目标和过程-增幅双控的阈值管控,以及基于上限和下限双控的分类型管控途径,旨在实现各类空间内和区域整体的生产、生活、生态“三生”结构均衡协调,促进形成高质量、可持续的国土空间开发保护格局。     

基于位置大数据的城市居住用地效率指标构建及评价研究

信息化赋能已经成为新时期国土空间规划的热点,但通过大数据整合进行国土空间利用评价研究仍有待探索。本文旨在借助腾讯位置大数据开展城市居住用地效率评价实证研究,综合运用多源地理空间数据,以居民区为评价单元构建居住用地效率指标,揭示常州市新城区不同居民区用地效率差异。结果表明:(1)居民区范围内小时粒度的人口规模呈周期波动,峰值一般出现在21:00,符合城市居民昼出夜归的作息规律,且不同容积率水平的居民楼人口集聚度和规模值也存在预期性的差异;(2) 29个居民区按建成年份划分为1980s、1990s、2000s、2010—2015年、2015年以后共5组,各组效率指标平均值分别为1.74、2.45、2.31、0.95和0.91人/百m²,2010年之前建成的居民区明显高于2010年之后新建的,2010年以后建成的居民区低于全市2.06人/百m²的平均水平(2018年标准);(3)效率指标值低并非完全等同于集约用地水平低,常州市新城新区开发建设的成长周期、居民对提升人居环境品质的需求,都是导致不同居民区用地效率差异的原因。研究表明,位置大数据作为高精...     

How effective is inclusive innovation without participation?

The last few years have seen an upsurge in the field of innovation studies especially ‘inclusive innovation’, aiming not only at economic but social development. In developing countries, like India, inclusive innovation must incorporate governance and for governance to be inclusive, it should encompass participation by all, especially the marginalized, to make public policies efficacious and deliverable. I argue that any model of inclusive innovation needs to take cognizance of participation by all stakeholders. The objective of innovation must be to enable and empower people at the periphery through awareness, accessibility and democratic deliberations rather than solely aiming at economic outcomes. There is a need to debate on the ‘inclusiveness’ of innovation and make it more participative. Such an endeavour may help promote United Nation’s sustainable development goals by making governance participatory and expediting the process of social justice.     

Modeling the Stakeholder Profile in Territorial Management: The Segarra-Garrigues Irrigation System,Spain

Interest in obtaining a more accurate snapshot of irrigation management from a geographical perspective is increasingly relevant. This proposal is based on existing qualitative approaches in combination with an alternative method (the territorial irrigation management model) to identify and present key stakeholders attitudes and perceptions in the Segarra-Garrigues irrigation system in Spain. Advantages are (1) the focus on interrelations and context, (2) the applicability and extrapolation of the irrigation system, and (3) the irrigator-driven rather than researcher-driven perspective. Results revealed that there are conceptual and practical heterogeneities between the preferences of stakeholders' groups regarding water resources management, environmental protection, and agricultural challenges.     

Town dwellers in their networks: urban-rural mobility and household strategies in Cameroon

Abstract

Urban-rural interactions are important features of spatial dynamics in Africa that have been affected by recent economic, social and cultural transformations. The attention of academics and policy-makers has concentrated on the impact of such mobility on rural actors and economies. Our objective is to consider the point of view of urban households and to analyse how they manage to develop and use their “rural connections”. The paper is based on in-depth qualitative fieldwork conducted in Cameroon, in Douala and Bafoussam. It presents an analysis of the configurations of urban resident mobility to rural regions. By mapping mobility we show the role of linkages with rural areas in urban household strategies. We also illustrate how a major city and a fast-growing secondary one differ in their connections with rural areas. The paper addresses what is one of the recurrent questions in the literature: will urban-rural linkages change in the long-term as the trend towards urbanization intensifies. Urban-rural mobility remains crucial, contributes to creating complex and dynamic networks. Collective connections are reaffirming the importance of the village and the region of origin. Mobility is a key element for many urban households in developing their urban position and strategies.

省市县三级联动国土空间规划实施监督信息系统建设研究——以广东省为例

建设国土空间规划“一张图”实施监督信息系统,形成国土空间规划“一张图”,为国土空间规划编制审批、实施管理、监测预警、共享服务全链条提供信息化支撑,是实现“多规合一”、统一国土空间用途管制,推进国土空间治理体系和治理能力现代化的重要手段。广东省结合“数字政府”建设要求,全省统筹建设省市县三级通用、上下贯通、横向连通的规划实施监督信息系统,支撑国土空间全域数字化、空间治理网络化、规划实施监管智能化,为国土空间规划数据治理和智慧规划实施监管系统建设,打造“互联网+规划服务”新模式提供思路。     

城市社区生活空间结构之解构及其质量重构

以人本主义地理学的行为研究方法为指导,从提高城市社区居民生活空间质量的角度入手,运用城市社会地理学城市社会生活空间质量观的理念解构了城市社区生活空间的架构要素及其社区生活空间的人本缺失问题。指出了城市社区生活空间体系结构的基本涵义、特征与构成要素。从空间体系角度分析,城市社区生活空间构成要素为城市资源、社区(空间-区位-社会)类型、社区资源;从社区社会空间体系角度来讲,社会公平、空间公正、文化平等、价值尊重为其构成因素。衡量城市社区生活空间结构的效益为其生活空间质量,因此,解决城市社区生活空间失衡的重点在于提高城市社区生活空间质量水平及结构效益,并在此基础上,提出了城市社区生活空间质量重构机制及路径。     

城市建成区内国家湿地公园调整探析:以贵阳阿哈湖国家湿地公园为例

以贵阳阿哈湖国家湿地公园的范围和功能区的优化调整为例,系统分析了城市建成区内国家湿地公园规划中存在的问题。从明确调整目标、创新调整方法、统一技术要求等方面深入探析,形成科学合理的调整方案,提出坚持生态区位重要性底线、坚持城市公园基本属性的建议和思考,以期为城市建成区国家湿地公园的科学合理调整提供参考,有助于城市建成区内国家湿地公园的升级发展。
