Territory remains a central component of national identity in the contemporary political discourse between Israelis and Palestinians, both populations opposing power sharing within the same space, for fear of the other's domination. The contemporary political discourse relates to conflict management and the desire for separate spaces within which national identities are strengthened through territorial/national homogeneity. The Zionist national ideology of most Jewish citizens of Israel has strong territorial roots; hence they reject the post-Zionist post-nationalist ideology, regardless of whether they accept the possibility of change in Israel's territorial configuration or of a diminishment in the importance of the territorial dimension of national struggle. The rights of residency and citizenship even of second and third generation Jewish citizens remain linked with the territorial configurations of a State that will continue to be called Israel and have a national anthem expressing the aspirations of a single, exclusive, national group. But within territorial readjustment, issues of configuration may become less relevant and in it is this sense that post-Zionism focuses on a discourse of territorial pragmatism, rather than the disappearance of territory from the nationality-citizenship debate altogether. It is part of a process of re-territorialization and spatial reconfiguration of political and national identities, not a reversal of territorialization, if only because there is no such thing as a post-territorial notion of the organization of political power. The boundaries of national identity become more permeable, more inclusive, but they do not disappear altogether.  相似文献

The historic summit between the leaders of the two Koreas in June 2000 provided a new opportunity for inter-Korean dialogue. Despite many uncertainties regarding the form and substance of inter-Korean economic cooperation, Korean people believe that inter-Korean economic cooperation will expand and eventually lead to economic and territorial integration of the two Koreas. This essay discusses the progress and issues of inter-Korean economic cooperation including infrastructure development. In particular, the essay examines long-term planning issues surrounding the territorial integration of the Korean peninsula and their implications for balanced development. With the German case of economic integration as a point of reference, the essay points out a few strategic problems involved in inter-Korean economic cooperation and suggests an alternative strategy to achieve balanced development.  相似文献

In the early stages of economic development in Korea, national territorial planning was used as a policy tool to guide spatial structure and to provide physical infrastructure for urban and industrial development. Such a top-down approach was inevitable because Korea maintained the centralized political and government system until the early 1990s. Circumstances, however, have changed recently since the 1990s with progress in democratization and localization. In addition, forces of globalization are making significant impacts on the parameters of national territorial planning. Reflecting these changes in both internal and external conditions, the Fourth National Territorial Plan (2000–2020) has adopted a different approach from the past three territorial plans. This paper reviews the socio-economic background that necessitated such changes in approaches to national territorial planning. A major thrust of the Fourth Plan, a focus on emergent or anticipated planning issues in Korea, is discussed. Finally, the paper examines the rationale for long-term strategic planning in the highly fluctuating situation facing Korean society in the new century.  相似文献

In the current environment of austerity, social justice concerns are increasingly permeating the food security agenda. However, there is a need to clarify what it means to create socially just food systems conceptually and practically. To address this gap, this paper proposes an analytical framework to embed a more complex conceptualisation of justice in food security debates that also serves as a bridging device across competing narratives. This framework is mobilised to analyse the framing process of the UK media, which plays a key role in developing narratives that provide audiences with schemas for interpreting events. Results show the emergence of eleven frames which highlight different solutions to deliver food security. The application of the justice analytical framework evidences the contingent relationship between food security and justice claims and discusses how these food security frames address differently what counts as a matter of justice (including economic, socio-cultural and political dimensions) and who counts as a subject of justice, tackling issues around delimitation of scales and sites of justice. The analysis reveals polarised positions between whether the sites subject to justice should be individuals or structures and uncovers how political and global elements of justice are largely by-passed in food security debates. These conceptualisations of justice and associated policy recommendations neglect the potential for people to participate fully in the conditions and decisions that give rise to particular distributions of goods and bads in the first place; limiting the construction of shared responsibilities to deliver global and participative food justices.  相似文献

黄河流域生态保护和高质量发展是重大国家战略,要推进黄河流域大保护、大治理,保障黄河长治久安,让黄河成为造福人民的幸福河,在生态保护修复过程中加强对自然生态系统本身恢复能力的利用,突出水资源保护与优化配置,已成为黄河流域及黄土高原地区生态修复中亟需解决的重要科学问题。在分析陕西省榆林市生态特征与生态功能定位的基础上,运用现状调查、综合评判等方法识别当前存在的主要生态问题,比如水土流失、矿山生态破坏、黄河沿岸生态系统脆弱、局部地区地下水位下降趋势明显等。针对性地提出"保持水土资源,恢复自然生态"理念、以保水为主线的基于自然(NbS)的生态修复方案,构建了"一廊两带三区多点"的生态修复格局,形成了4种基于水和NbS的黄土高原地区生态修复模式,布置了16项生态修复工程。通过优化榆林地区生态修复理论与模式,增强对水资源的保护和利用,发展基于自然的生态修复模式,提高了黄河中游生态安全格局,进而促进了黄河流域高质量发展。研究成果为黄河中游国土空间生态修复提供了理论支持。  相似文献

快速城镇化进程驱动中国乡村地域发生巨大变化。乡村重构,即为适应乡村内部要素和外部调控的变化,通过优化配置和有效管理影响乡村发展的物质和非物质要素,重构乡村社会经济形态和优化地域空间格局,以实现乡村地域系统内部结构优化、功能提升以及城乡地域系统之间结构协调、功能互补的过程。本文在界定乡村重构的概念内涵,构建基于“要素—结构—功能”演变助推乡村重构的理论框架基础上,从空间重构、经济重构、社会重构视角探讨了乡村重构的实现路径,并着眼于服务当前国家重大战略需求和解决城乡转型发展进程中乡村地域系统面临的现实困境,提出了未来中国乡村重构研究需重点关注的内容。最后,就现有旨在促进乡村社会经济发展的重大引导性战略和政府干预性政策及其在实践操作中引发的一系列问题,展开批判性分析和讨论。  相似文献

As managed retreat programs expand across the globe, there is an urgent need to assess whether these programs are reducing exposure to climatic hazards, enhancing adaptive capacity, and improving the living conditions of communities in a just and equitable manner or are they exacerbating existing risks and vulnerabilities? Strictly speaking, are retreat programs successful? Using an expansive intersectional justice approach to examine 138 post-resettlement case studies published between 2000 and 2021 across the Global North and South, we identified five typologies of success – techno-managerial, eco-restorative, compensatory, reformative, and transformative – and their trade-offs and synergies. Our meta-analysis incorporated a variety of metrics: relocation types, funding, decision making, socio-economic class, land use change, livelihood options, and social impacts. We found 26% of cases failed, 43% were successful, and 30% are on-going and therefore success was undetermined. The techno-managerial cases, while successful in the limited terms of relocating residents, paid little attention to equity and justice. The eco-restorative and compensatory cases reduced hazard exposure but revealed the synergies and tensions associated with social, ecological, and intergenerational justice. The reformative and transformative cases improved community wellbeing, rootedness, and access to livelihoods while incorporating diverse justice concerns to different degrees. By intersecting these typologies with multiple dimensions of justice, this study advances a novel planning and analytical tool for assessing the potential success or failure of current and future retreat programs.  相似文献

Energy infrastructure projects have long been associated with a lack of participation by impacted, local populations—this history is evident in the case of hydropower projects in the Global South. Ever since the World Commission on Dams’ Report (WCD 2000), there has been substantive evidence, and numerous recommendations, that have called on governments, financial agencies and construction companies to increase community engagement and participation in dam construction and in their governance thereafter. Further, community groups, activists, and scholars have long articulated the need for participatory governance in energy projects. In this analysis, we evaluate participation in institutionalized mechanisms provided by dam builders—such as public meetings and negotiations—in Brazil’s Madeira hydroelectric complex. We evaluate how perceptions of positive and negative impacts, among other factors, predict engagement, estimating a series of logit models based on a social survey of 673 households carried out in 2019/20. Perceptions of negative and positive impacts of the dams before construction are related to participation in the meetings promoted by dam builders. Yet our results also imply that participation was rare, fleeting, and insufficient and points to the need to ensure community engagement and governance to ensure energy justice in future dam projects in Brazil and elsewhere.  相似文献
