从资本、权力与社会的地域重构视角系统探索了中国区域空间生产与治理的相互关系及作用机制。分析珠三角典型的“飞地经济”深汕特别合作区的地域重构过程,研究发现,首先,区域空间生产一方面依赖于政府的政策动员,另一方面企业主体的空间偏好决定了区域空间生产的结果。其次,区域治理对区域空间生产的多尺度修复是动态调整的,以资本的空间需求为导向。最后,区域空间生产与区域治理协同演进并相互促进。结果表明,中国城市区域的形成是“规划中心,市场为器”的国家治理体制在区域尺度的具体表现。现代政府治理能力的建构与对地方本位主义的路径依赖需要更深层次的激励机制与制度设计。  相似文献

Distributive justice in climate change has been of interest both to the ethics and to the climate policy communities, but the two have remained relatively isolated. By combining an applied ethics approach with a focus on the details of a wide range of proposed international climate policies, this article proposes two arguments. First, three categories of proposals are identified, each characterized by its assumptions about the nature of the ‘problem’ of climate change, the burdens that this problem imposes, and its application of distribution rules. Each category presents potential implications for distributive justice. The second, related, argument is that assumptions about technology, sovereignty, substitution and public perceptions of ethics shape the distributive justice outcomes of proposed policies even though these areas have largely been overlooked in discussions of the subject in either literature. The final lesson of this study is that the definition, measurement and distribution of burdens are all critical variables for distributive justice in climate policy.  相似文献

The present article examines two Latin American gold mining conflicts, one in the city of Esquel (Patagonia in Argentina) and the other in Pascua–Lama (Chilean border with Argentina). We identify the emergence of three dimensions of environmental justice (distribution, recognition, participation) in the anti-mining movements of these two cases. The study finds that some dimensions of justice appear first (participation and recognition), while distribution emerges later, as movements jump scales engaging with national and international networks that provide a systemic perspective of the conflicts. The findings are consistent with other studies that refer to environmental justice as multi-scalar and context related. We also point to the relevance of studying decision-making procedures and jumping scales to understand how environmental justice claims are framed in resource extraction conflicts.  相似文献

This environmental justice study investigates whether disempowered segments of the population in Hamburg, Germany, namely, foreigners and the poor, reside disproportionately in neighborhoods that contain, have higher concentrations of, and are in closer proximity to facilities releasing toxic chemicals into the environment. Methods include choropleth mapping; comparisons of means, correlation, and ordinary least squares (OLS); and spatial econometric regression. The results provide evidence that toxic release facilities are disproportionately located within, and closer to, neighborhoods with comparatively higher proportions of foreigners and the poor as compared to those with higher proportions of German citizens and the non-poor. We speculate that the causes of this pattern of environmental inequity are similar to the causes scholars have proposed for comparable patterns observed in many U.S. cities, where marginalized immigrant or minority groups subject to discrimination in housing and employment have sought low-wage labor in industrial areas, whereas wealthier German citizens have settled in environmentally safer parts of the city.  相似文献

Although much environmental justice research tacitly assumes that unequal environmental exposures produce geographic disparities in adverse health outcomes, very few empirical environmental justice studies have tested that assumption. This article does so by using estimates of exposure to air toxics disaggregated by emission source (point and mobile) to predict children's hospitalization rates for both asthma and respiratory infections in El Paso, Texas. Air toxics emissions from most source categories were found to be significant predictors of children's respiratory infection hospitalization rates, but not asthma hospitalization rates, at the census tract level. Findings suggest that sociospatial disparities in respiratory infection rates might be linked to environmental inequalities.  相似文献

This paper applies a spatial perspective to environmental problems in search for the paths to sustainability, using polluting plant relocation in China as a case study. It examines how environmental improvement in one place may lead to environmental degradation in another place, how geographic concepts such as location, distance, spread and backwash effects, and land use models can help understand such phenomenon, and what the implications are for the environmental Kuznets curve (EKC) and development policies. Field research was conducted from 2006 to 2012 in Chinese cities of Beijing, Dalian, Shanghai, Guangzhou, Wuxi, Hangzhou, and Ningbo. It involved intensive site observations and in-depth interviews with government officials of environmental protection, economic development, and business recruitment, and grassroots environmentalists. The results indicate that environmental improvement in all these cities has led to environmental degradation in their suburbs and rural areas due to relocation of polluting plants. Environmental spread and backwash effects may help explain the severe intra-regional environmental and economic disparities and environmental injustice. The powerful and wealthy may achieve rapid economic growth and environmental recovery at the expenses of the powerless and poor, leading to environmental poverty and sustainability disparities.  相似文献

As of 2013, medical marijuana is legal in 20 US States and the District of Columbia, but few studies have investigated the impact of the retail centers that sell the drug. We draw upon the social construction literature to frame our research and help us determine whether medical marijuana centers in Denver, Colorado, are considered locally undesirable land uses (LULUs). The geography of health and environmental justice frameworks lead us to hypothesize that marijuana centers are more likely to be opened in Hispanic, Black, and poor neighborhoods than in non-Hispanic White and affluent neighborhoods. We also hypothesize that marijuana centers will tend to increase the minority composition and poverty of the neighborhoods in which they are located. Contrary to expectations, we find no empirical support for these two hypotheses. Instead, results suggest that marijuana centers are likely to be situated in neighborhoods with higher crime rates and more retail employment. Thus, despite the view by many planners and law enforcement officials that these centers are problematic, they do not take on LULU characteristics in siting and demographic changes. This finding, while limited to Denver, has important implications for policymakers who are considering similar marijuana policies.  相似文献

Recent changes involving Mexico City, the main metropolis in Mexico and one of the world's largest megacities, are a slowing demographic growth and the relocation of industrial activities from the city proper to other cities in the Central Region. One of the important features of this process is the extension of existing location economies for manufacturing industries from the strictly urban, or metropolitan scale, to a somewhat more regional level. This paper argues that this territorial restructuring is highly influenced by four main processes: (1) a spatially selective industrialization where a few cities, rural areas and economic corridors are emerging as industrial locations; (2) accessibility and transaction flows where the main road network and commodity flows determine the primary urban structure and the formation of economic corridors; (3) a concentrated pattern of foreign investment that shows a marked preference for the urban "core" and which reinforces its economic importance; (4) a territorial industrial specialization pattern whose main feature is a mixture of dispersion and concentration trends according to the type of manufacturing industry. Territorial restructuring in this region is an excellent example of an emerging spatial order associated to megaurbanization, with a rapid growth of nearby cities, a polycentric urban pattern, and the arrival of manufacturing industry in selective sites. However, this process seems to reinforce current intraregional inequalities, as the places with the best economic advantages tend to receive larger investments.  相似文献

Three recent developments have created new challenges and opportunities for urban geography and geographers: the rediscovery of the generative power of cities, the cross-disciplinary diffusion of critical spatial perspectives, and rising interest in regions and regionalism. With these new developments as background, I reflect upon some of the ideas and themes introduced in Postmetropolis: Critical Studies of Cities and Regions, published in 2000. Like the book, this effort to move beyond Postmetropolis is divided into three parts: Remapping the Geohistory of Cityspace; Six Discourses on the Postmetropolis; and Lived Space: Remembering 1992 in Los Angeles. Some of the same themes are taken up, often with a different emphasis, in the accompanying essays by Robert Beauregard, Mona Domosh, and Deborah Martin.  相似文献
