土地利用/覆盖变化(LUCC)是地表综合集成研究的一个学科基础和前沿领域。本文利用定性与定量相结合的方法对1990—2018年的LUCC研究进展进行了系统综述。在回顾LUCC研究历程的基础上,结合文献分析,详细总结了不同LUCC研究阶段的基本特征和主要进展。进而阐述了当前LUCC研究面临的主要挑战,提出了未来LUCC研究的主要发展方向。1990年以来LUCC研究关注度不断提升,相关英文论文发文量和引文量呈指数增长趋势。LUCC研究正从1990—2004年间的过程研究阶段和2005—2013年间的影响研究阶段迈向2014年以后的可持续性研究阶段。当前LUCC研究正面临着如何借鉴可持续科学框架、整合新兴技术和支撑国土空间规划等挑战。未来LUCC研究需要与景观可持续科学和地理设计紧密结合,积极面向国土空间规划主战场,为建设美丽中国和落实联合国可持续发展目标服务。  相似文献

It describes the construction of the course, student outcomes, and the final and publicly presented collaborative project: the Social Justice Tour of Corvallis. The aim of the submitted study was to illustrate the development of the number of local authorities in all current EU states in the long period between 1950 and 2011 comprehensively, and also by particular decades, thus demonstrating the originality and uniqueness of the topic analysed in this context. Thus, we obtain a more detailed picture of the development of the number of local authorities in EU countries, and we can monitor how local authorities within a specific country gradually developed. (The stabilisation of the number of local units and an increase or gradual or sudden drop in local units are shown, for example). A sudden drop in local units can be associated with significant administrative reforms and with the development of large units of the so-called municipalities. When it becomes necessary to merge local authorities, many countries look to other countries where extensive reforms took place in the past for inspiration. However, it must be borne in mind that in a general European context, we cannot apply a universal system of public administration reforms, and solutions in the form of these reforms inspired by other countries may not always be appropriate.  相似文献

Environmental inequalities are a common characteristic of urban areas. Environmental inequality is the unequal spatial distribution of environmental risks and goods among social groups. As environmental inequalities are inherently a spatial matter the choice of scale is essential for correctly understanding inequality issues and for designing proper and effective mitigation policies. However, the potential effects of scale of analysis on inequalities results have largely been underestimated in the assessment of environmental inequalities, leading to contradictory results from different studies. In this study we assess the patterns of environmental inequalities and associated scale issues in the city of Santiago (Chile) using a hierarchical multiscale approach. Our approach focuses on the analysis of spatial relationships between three environmental (i.e., surface temperature, air pollution, vegetation cover) and two socio-demographic variables (i.e., household wealth, population density) on multiple grain sizes and extents. We used census data, remote sensing data, and air pollution monitoring stations to generate raster layers at five grain sizes and five nested extents. We tested for inequalities through Pearson correlation analysis resulting in a total of 1530 assessed relationships. Our results show that environmental inequalities are a prevalent phenomenon in the city of Santiago, but the details of these inequalities are highly scale dependent. Changing the grain size and extent of analysis do not only affect the strength of relationships between socio-demographic and environmental variables, but also the spatial distribution of environmental inequalities across the urban landscape. Therefore, due to the scale-dependence of assessment results, researchers and decision-makers should be extremely careful when interpreting their findings and translating them into policy making. If the scale dependency of environmental inequalities is not taken into account, policy interventions may be largely ineffective because the scale at which interventions are designed may not match the scale at which inequalities are generated.  相似文献

To date, little is known about the extent to which the creation of municipal green spaces over an entire city addresses social or racial inequalities in the distribution of environmental amenities – or whether such an agenda creates contributes to green gentrification. In this study, we evaluate the effects of creating 18 green spaces in socially vulnerable neighborhoods of Barcelona during the 1990s and early 2000s. We examined the evolution over time of six socio-demographic gentrification indicators in the areas close to green spaces in comparison with the entire districts. Our results indicate that new parks in the old town and formerly industrialized neighborhoods seem to have experienced green gentrification. In contrast, most economically depressed areas and working-class neighborhoods with less desirable housing stock and more isolated from the city center gained vulnerable residents as they became greener, indicating a possible redistribution and greater concentration of vulnerable residents through the city.  相似文献

As cities increasingly engage in climate adaptation planning, many are seeking to promote public participation and facilitate the engagement of different civil society actors. Still, the variations that exist among participatory approaches and the merits and tradeoffs associated with each are not well understood. This article examines the experiences of Quito (Ecuador) and Surat (India) to assess how civil society actors contribute to adaptation planning and implementation. The results showcase two distinct approaches to public engagement. The first emphasizes participation of experts, affected communities, and a wide array of citizens to sustain broadly inclusive programmes that incorporate local needs and concerns into adaptation processes and outcomes. The second approach focuses on building targeted partnerships between key government, private, and civil society actors to institutionalize robust decision-making structures, enhance abilities to raise funds, and increase means to directly engage with local community and international actors. A critical analysis of these approaches suggests more inclusive planning processes correspond to higher climate equity and justice outcomes in the short term, but the results also indicate that an emphasis on building dedicated multi-sector governance institutions may enhance long-term programme stability, while ensuring that diverse civil society actors have an ongoing voice in climate adaptation planning and implementation.

Policy relevance

Many local governments in the Global South experience severe capacity and resource constraints. Cities are often required to devolve large-scale planning and decision-making responsibilities, such as those critical to climate adaptation, to different civil society actors. As a result, there needs to be more rigorous assessments of how civil society participation contributes to the adaptation policy and planning process and what local social, political, and economic factors dictate the way cities select different approaches to public engagement. Also, since social equity and justice are key indicators for determining the effectiveness and sustainability of adaptation interventions, urban adaptation plans and policies must also be designed according to local institutional strengths and civic capacities in order to account for the needs of the poor and most vulnerable. Inclusivity, therefore, is critical for ensuring equitable planning processes and just adaptation outcomes.  相似文献

This paper examines climate justice from the perspective of three remote indigenous Carib communities located in northeastern St. Vincent, amidst their vulnerability to climatic hazards. The study contributes to the growing body of literature that explores the impacts climate-induced changes are having on Indigenous peoples through its explicit focus on this distinctive social group. The paper entails a detail case study of the particular ways the recent onset of two consecutive extreme weather events have impacted livelihood activities in these traditional farming villages. Primary data were collected in the aftermath of a severe drought that was followed by Hurricane Tomas in 2010, using a mixed method approach involving a questionnaire survey of 311 households, 70 unstructured interviews and 2 focus group sessions held in each of the three communities. The combined impact of these extreme weather events not only brought to light how exposed and sensitive these communities are to climatic hazards, but also illustrated some of the underlying issues driving vulnerability at the local scale that must be dealt with if climate justice is to be achieved. We argue that the factors driving vulnerability within these communities are partly a function of centuries of economic neglect and political marginalization and are also strongly related to the communities’ characteristically lower-socio economic status, geographic location, heavy reliance on land-based resources, coupled with a range of cognitive barriers that affect residents’ capacity to adapt to a changing and variable regional climate regime.  相似文献

This article adopts a “capabilities” approach to climate justice to examine a globally unique phenomenon: a decade of unprecedented surface area growth in Lake Azuéi (the largest lake in Haiti) and Lake Enriquillo in the Dominican Republic (the largest lake in the Caribbean region). The objective was to explore how two neighbouring communities and their governments respond to large-scale environmental change within connected but uneven political ecological contexts. Current climate change impacts in this bi-national island present an opportunity to better understand not only local climate justice but also how fragmented sovereignty, territoriality, and citizenship regimes may affect processes of climate adaptation. The researchers conducted 27 semi-structured interviews in the Dominican Republic and 11 in Haiti, with open ended questions. The data analysis explores impacts of the lakes’ growth; perceived causes and solutions; access to assistance; views on responsibility; and capacities for mobilization, bi-national cooperation, and international partnerships. The article argues that different capabilities for climate adaptation are shaped by historical path dependencies, local institutional contexts, and international linkages; and that attaining climate justice requires attention to these factors within a collective normative framework. The conclusion examines how climate science, research partnerships, and citizen participation might be leveraged to help build binational adaptation strategies grounded in a capabilities approach to climate justice.  相似文献

The themes of immigration and mobility have not been adequately examined by environmental justice (EJ) scholars. This study addresses that gap by clarifying factors shaping Hispanic people’s residential decision-making and their associated exposures to cancer risks from Hazardous Air Pollutants (HAPs) in Greater Houston, Texas. In-depth semi-structured interviews were conducted with 29 Hispanic householders who had previously completed a structured survey, which was representative of Greater Houston’s population. Our research design enabled data collection from immigrant and United States (US)-born Hispanics living at high and low risk to HAPs. By using a comparative qualitative analysis approach to examine divergent experiences of Hispanic subgroups, we advance from the monolithic treatment of the US Hispanic population reflected in the extant EJ literature. Our findings reveal that key determinants of high HAP risks included economic constraint on residential locational options for both US-born and immigrant Hispanics, and attraction to sociocultural benefits in co-ethnic enclaves among immigrants in particular. In contrast, protective factors differed entirely between US-born and immigrant Hispanics. For US-born participants, the experience of upward-and-outward sociospatial mobility – coupled with detachment from the Hispanic community – generated lower HAP risks, while the experience of living in social isolation within a less-than-ideal rental unit was protective for immigrants. The pernicious, multiscalar nature of environmental injustice experienced by Greater Houston’s Hispanic immigrants is encapsulated by the fact that their pursuit of affordable and comfortable residential settings at the household level contributes to the reproduction of their collectively disproportionate HAP exposures.  相似文献
