Sustainable farmland consolidation covers ecology, economy and society, which means, its only goal is to protect eco-environment, in accordance with public benefits and economic laws. China is still a developing country, facing capital-lacking, an important but difficult problem, while sustainable farmland consolidation will need more money than common farmland consolidation. To solve the problem, this paper put forward and designed a new financing mode for farmland consolidation: BOT(Build-Operate-Transfer), which can effectively solve the financing problem and investment reclamation by the way of concession, and make sustainable farmland consolidation be realized in China. 相似文献

Based on the field investigations,this paper analyzes systematically the achievements and problems of constructing the demonstrating areas of the ecological rebuilding and economic sustainable development in Hexi,Gansu Province,and then the thoughts on constructing the demonstrating areas are brought forward.It is considered that all kinds of ecological demonstrating areas should be merged in order to construct large-scale characterized demonstrating areas which go beyoud the district.In other words,in Hexi Region,Zhangye District should be constructed as the largest ecoagriculture demonstrating area of high technology;Wuwei District should be constructed as the largest ecological demonstrating area of agricultural comprehensive exploitation;JinJia District,which is the shortened form of Jiuquan and Jiayuguan,should be constructed as the largest ecotourism demonstating area;and Jinchang City should be constructed as the largest ecoindustry demonstrated area.At the same time,the constructing pattern should be selected according to the actual circumstances;science and technology should be applied to construct the demonstrating areas and accelerate the industrialization in the big market.Additionally,is is important to smooth the constructing system and implement the flexible and efficacious running mechanism,and it is suggested that the committee should be organized on administer the ecological demonstrating areas in Hexi Region. 相似文献

南海岛礁是南海海上合作和海洋治理的重要支点。南海岛礁的可持续发展是实现南海域内协同发展、合作治理的基石。为了多维度诊断南海岛礁可持续发展的现状,辅助岛礁科学规划,提升海洋治理能力,文章基于模糊层次分析法、熵权法与组合求权方法形成主-客观耦合求权的南海岛礁可持续发展评价方法,以永兴岛、赵述岛、南薰礁、美济礁、渚碧礁、永暑礁等南海岛礁为例,探究其可持续发展的潜力。结果表明,6个岛礁的可持续发展价值量排序为:永兴岛>永暑礁>美济礁>渚碧礁>赵述岛>南薰礁。6个岛礁均具备可持续发展的潜力,但各个岛礁的发展状态差异很大,各维度的发展程度各不相同。综合评价结果和岛礁实地状况,分析南海岛礁发展的优势领域与薄弱环节,为南海岛礁规划了区域性中心、综合保障、特色产业、国防维权的发展方向。建议永兴岛和永暑礁发展为区域性现代化与智能化的绿色示范岛礁;美济礁发展海洋产业与后勤保障,完善海上交通设施建设,提供国际公共产品与服务;赵述岛与渚碧礁以渔业发展为中心,注重产业结构与布局规划,形成特色产业模式;南薰礁提升安全维护能力,完善岛礁建设,提升国防维权功能。 相似文献

Innovative cities not only constitute an important basis for innovation activities, but also play a strategically critical role in constructing an innovative country, producing new forms of urban development, and fostering urban sustainable development. Currently, China is marching toward the goal of establishing an innovative country by 2020, but in the start-up phase of this process of innovative city construction, the fundamental transition from factor-driven development to innovation-driven development is not being realized. As a result,a wide gap currently exists between China's innovative cities and the advanced innovative cities in developed countries. This paper argues that this necessary transition is being constrained by a series of bottlenecks in investment, income, techniques, contributions, and talents. The article takes 287 prefecture-level cities as its object of comprehensive assessment, developing a comprehensive assessment system for innovative cities and devising innovative monitoring system software in order to evaluate the current situation in China's innovative city construction. The analysis addresses four key aspects – namely,independent innovation, industrial innovation, living environmental innovation, and institutional innovation – as well as the spatial heterogeneity of the innovative city construction process. The results demonstrate that the level of innovation in Chinese cities is low, and the paper warns that building an innovation-oriented country will, as a consequence,be difficult. Some 87.8% of the cities studied maintained comprehensive levels of innovation that were lower than the national average. The level of comprehensive innovation in a city was found to have close and positive correlation with economic development. The level of the eastern region of China was, in particular, found to be significantly higher than that of the central and western regions. The levels of urban independent innovation, industrial innovation,environmental innovation, and institutional innovation showed consistent spatial heterogeneity, as did the comprehensive level of innovation in cities. In the future, the authors suggest, China should speed up the construction process in accordance with the basic principles of "independent innovation, breakthroughs in key fields, market-oriented, regional interaction, talent-supported," with the purpose of building up Beijing, Shenzhen, Shanghai,and Guangzhou as global innovation centers; and Nanjing, Suzhou, Xiamen, Hangzhou, Wuxi,Xi'an, Wuhan, Shenyang, Dalian, Tianjin, Changsha, Qingdao, Chengdu, Changchun, Hefei,and Chongqing as national innovation centers, by 2020. Through this process, China will finally build a national urban innovation network that includes 4 global innovative cities, 16 national innovative cities, 30 regional innovative cities, 55 local innovative cities, and 182innovation-driven development cities, thereby contributing to the establishment of an innovative country by 2020. 相似文献

Excessive reliance on afforestation in China's arid and semi-arid regions: Lessons in ecological restoration 总被引:5,自引:0,他引:5
Afforestation is a primary tool for controlling desertification and soil erosion in China. Large-scale afforestation, however, has complex and poorly understood consequences for the structure and composition of future ecosystems. Here, we discuss the potential links between China's historical large-scale afforestation practices and the program's effects on environmental restoration in arid and semi-arid regions in northern China based on a review of data from published papers, and offer recommendations to overcome the shortcomings of current environmental policy. Although afforestation is potentially an important approach for environmental restoration, current Chinese policy has not been tailored to local environmental conditions, leading to the use of inappropriate species and an overemphasis on tree and shrub planting, thereby compromising the ability to achieve environmental policy goals. China's huge investment to increase forest cover seems likely to exacerbate environmental degradation in environmentally fragile areas because it has ignored climate, pedological, hydrological, and landscape factors that would make a site unsuitable for afforestation. This has, in many cases, led to the deterioration of soil ecosystems and decreased vegetation cover, and has exacerbated water shortages. Large-scale and long-term research is urgently needed to provide information that supports a more effective and flexible environmental restoration policy. 相似文献
