东北三省城乡协调发展格局及影响因素   总被引:3,自引:2,他引:1

以东北三省36个地区为研究对象,系统构建了城乡协调的指标体系,采用基尼系数、空间自相关和空间回归等方法探讨了2005年、2010年和2015年东北三省城乡协调的空间格局和影响机制。研究表明:东北三省城乡协调度的区域差异不断扩大且具有明显的空间集聚特征,但集聚程度趋于减弱。不同地区城乡协调水平变化各异。研究期内,大连市和锦州市一直处于高水平城乡协调状态,朝阳市长期处于低水平城乡协调状态。鹤岗市和七台河市城乡协调度位次上升最明显,哈尔滨市和辽源市城乡协调度位次下降最显著。从空间格局来看,中级城乡协调区增多且向北移动,初级城乡协调区减少且向中部集中,“南北高,中间低”的城乡协调格局基本形成。与此同时,城乡协调的冷热点均不断收缩,空间极化效应趋于减弱。城镇化和农业规模化经营是促进东北城乡协调发展的主要力量,工业化并未显著促进东北城乡协调发展且与城乡协调发展负相关,农业现代化经营对城乡协调发展有正向作用,交通因素在近些年的促进作用逐渐凸显,经济发展水平与信息化水平对东北城乡协调发展的作用还不明显。  相似文献

地理环境与经济和社会发展的关系是地理学研究的重要内容。虽然1972年斯德哥尔摩联合国人类环境会议发表的“人类环境宣言”和1992年的“里约环境与发展宣言”大大地增强了人们的环境意识,但是,在我国,关于地理环境对经济和社会的发展所起的作用的认识仍然很不够,这是由于在本世纪中期对“地理环境决定论”的批判还没有得到很好地反省。关于地理环境对经济和社会发展所起作用的认识不够主要表现如下诸方面。在理论上,许多研究者在这个问题上的观点彼此差异甚大,某些研究者甚至发表自相矛质的和混乱的见解,地理环境在社会发展中究竟是起决定作用,还是在一定条件下起决定作用,或者是起影响作用,直到目前仍未得到一致认识。而在国民经济建设的实践中,忽视地理环境的作用仍然很普遍。因此,地理环境与经济和社会发展的关系问题,无论在理论上和在国民经济建设以及社会发展的实践中都有必要进一步予以探讨。  相似文献

区域地质调查(区调)是国家重要的基础性工作。近年来,随着我国经济、社会的快速发,调整区调工作布局,加快区调工作步伐已迫在眉睫。本从国民经济、社会发展的需求和国家“十五”计划的要求出发,分析了全国区调工作的现状和发展趋势,对依靠科技进步,调整区调部署、加快区调进度的紧迫性、可行性及目标任务进行了论述,指出了尽快将区调工作纳入全面服务社会的轨道、2005年优先安排并完成青藏高原空白区1;25万区调工作、2010年前全面完成全国中比例尺区调任务并出版中国第一套相关基础地质系列图件的基本思路。章特别指出,区调提速一定要确保野外填图的质量,工作部署一定要坚持实事求是的原则。要依靠计算机、遥感等高新技术实现区调提速,要在提速过程中实现区调工作主流程的信息化。  相似文献

Globalisation is manifested in the Mekong Region both through processes and discourses that reflect the ideology of a borderless world allowing easy passage of capital and commodities, and through resistance to such processes in an increasingly transnationalised civil society movement. However, more immediately significant supranational integrative agendas take the form of regionalisation, a process that has received less attention but which raises analogous concerns of re-scaled governance. The Asian Development Bank (ADB) has been a catalysing force for regionalisation amidst a host of regional processes and initiatives; as such it has found itself the object of critique as an institution and through the specific projects it has supported that have impacted on local communities and ecosystems. Meanwhile, local and NGO voices associated with the emergence of a vibrant civil society in Thailand and nascent civil society responses in neighbouring countries have challenged claims on resources made in the name of national development and regional integration.
This paper considers some key issues of re-scaling resource and environmental politics in the Mekong Region, and the extent to which challenges have been recast from national to regional development agendas. Politics of environment are shown to exist as a general rather than exceptional response to the region's development direction, and it is suggested that equitable and sustainable development increasingly needs to address simultaneously the re-scaling and reconfigurations of power in both environmental politics and the "infrapolitics" of environment. The paper is illustrated with case studies of dams in Laos and Thailand.  相似文献

The capital is the centre of the established order but it always had to accept a relatively uncontrollable world of individuals redefining urban space in their own way or pioneering new means of support. As their existence is both a political nuisance and a foreshadowing of institutional changes (sometimes revolutionary) of nation-wide importance, I call such ways of life political frontiers. One may wonder what will become of political frontiers in the information society (or postmodern society) that, apart from borderless, has been described as society without a centre as well. Actually information society is the prototype of a frontier society with self-responsible groups and individuals. However, capitals – even stripped of their governmental functions – may offer a symbolical environment (a condensation of space and time) that precisely satisfies the wants of those who wish to politicise a way of life. Niches for pioneering behaviour may get dispersed over a wider territory but new types of political activity will gravitate to the capital even if the capital's official political status has dwindled.  相似文献

Namibia and Botswana differ from other sub-Saharan nations in their record of stable political performance. However, both countries have to face increasing social problems. In the case of Namibia these are still mainly related to the process of post-apartheid national reconciliation and identity building, in the case of Botswana they refer to issues of growing tribal tensions and of a gradual interior restructuring of society. This paper analyzes the various patterns of social transformation in the two countries and examines in what ways state-society relations are different from other African nations. Arguments regarding citizen involvement and empowerment within neoliberal urban politics are ample in geographic literature. Existing discussions often define and evaluate empowerment as either some social, political, or economic end-product of a specific event. Such singular conceptualization is problematic. First, different kinds of social, political, and economic changes can simultaneously empower/disempower communities in contradictory ways. In addition, the view of empowerment as an end-product of a present event obscures a more nuanced understanding of empowerment as an ongoing process of state-civil society relation-building. An in-depth assessment of such a process is only possible with reference to the past and the potential future occurrences. Elwood’s (2002) multi-dimensional conceptualization of empowerment recognizes the limitations of a singular definition of empowerment. However, it falls short of operationalizing empowerment as a temporal process with a historically and geographically contingent past, dynamic present, and future in the making. Therefore, in this paper I expand on Elwood’s framework to show how a process-based view as opposed to a narrow end-product-based or event-based one can provide a deeper understanding of state-civil society interaction and community empowerment. This paper analyzes the interaction between the City of Milwaukee, the residents of a predominantly black inner-city neighborhood, the Walnut Way, and their community organization, the Walnut Way Conservation Corp. within a land-use dispute related to the development of a park space into a housing project. Using data collected through semi-structured in-depth interviews, archival research, and participant observation, this paper emphasizes that despite methodological limitations of collecting long-term data, community empowerment can and should be studied as a process with reference to the past, present, and potential future state-civil society interactions.  相似文献
