Fisheries management around the world has experimented with regulations to promote privatization, in order to reach such multifaceted goals as ending overfishing and reducing economic inefficiencies. This review surveys a wide range of empirical experiences in different contexts around the world to help provide a fuller picture of potential and sometimes disparate consequences from privatization in general and new ways of organizing around fishing that can follow in the wake of such measures. Looking at the many different participants in the fishing industry—from crew, small-boat owners, to households and communities—as well as the diverse sociocultural contexts in which fishing takes place, enables a better understanding of who and what is impacted, how they are impacted, why and with what further consequences, such that communities come to be seen less oppositional to economy, but rather constituted by multiple scalar processes and by economic relations comprising different motivations and behaviors.  相似文献

A driving force of urban development is “accumulation by dispossession” which occurs through expropriation, privatization, and commodification of land. While the macro theory is now well refined, there is still much we do not know about how the underlying processes occur and how they shape economic development and urbanization. In this study, we analyze 2009 survey data of land expropriation cases across 12 Chinese cities, and find that expropriation takes different forms leading to specific outcomes. In half the cases, local governments followed central government policies requiring them to pay standard rates of compensation, but in the other half, local governments negotiated with farmers over the terms of expropriation. In the latter scenario, farmers were more likely to receive compensation higher than the standard rate, particularly if they were embedded in local power structures, which we argue could be counteracted if all households in a rural collective negotiate one agreement rather than individual agreements. These findings move us closer to understanding why accumulation through dispossession sometimes contributes to economic growth and social development, and at other times undermines urban development leading to social instability.  相似文献

  张所长指出:农民与农村土地之间的关系是农村最重要的经济关系,也是最重要的政治关系;农村土地产权制度改革是发展现代农业、建设新农村的基础和前提;土地确权是落实农村土地所有者主体地位的一项基础性工作,而成员资格的认定是关键;城镇化建设要以城乡经济社会发展一体化为目标,促进实现城乡统筹;农用地的流转与土地的增值收益要充分保障农民权益;农村土地产权的制度设计与完善,更需要相应的配套措施予以落实。  相似文献

目前,世界上还有许多国家的海洋边界没得到确定,由此引起的国家间海上争端事件不断。因此,开展海洋划界技术和方法研究,科学精确地确定两国间海洋边界显得十分必要。本文阐述了基于墨卡托投影的海图进行海上划界方法的不足,研究了利用高斯平均引数大地主题解算计算点到大地线的球面距离模型,最后设计了基于地球椭球面模型的等比例海上划界算法,并基于ArcGIS Engine实现划界功能。  相似文献

As municipalities have enforced laws meant to enhance "quality of life" in gentrifying neighborhoods, controversies have erupted over the legitimacy of such laws. This study investigates one such controversy in New York City. It focuses on how the denial by the courts of social dancing as constitutionally protected mode of expression has led to the judicial endorsement of the municipality's cabaret law regulating the spaces for social dancing, despite the questionable legitimacy of this regulation. The study also draws out two implications for urban activism associated with movements making claims for "the right to the city": first, that we should take seriously activities such as social dancing and the spaces that enable them, which are invaluable to urban life but are not constitutionally protected; and second, that we may use the notion of "urban rights" as a principle to protect these activities and spaces from gentrification and questionable governmental regulations.  相似文献

The Aeta Magbukún of Bataan in Luzon, the Philippines remain one of the least known and documented Indigenous tribes. They retain primarily subsistence hunter‐gathering strategies to supply their basic needs. They also strive for recognition of their ancestral connection with, and rights to inhabit their ancestral forest domains, which is threatened by the expansion of agriculture and urban development by non‐Aetas, primarily the majority Tagalog population. The Aeta continue to endure dispossession, poverty and political discrimination through decades of protracted land rights processes. This review explores the potential use of recent genetic evidence in anthropology and human geography to legitimize the Aeta's status as Indigenous people and contradict the perspective of some governments in the Asia Pacific region who question the existence of Indigenous peoples generally, often from fear of land tenure and associated political repercussions. The acquisition and use of genetic research on Indigenous populations is both socially and politically contested through fear of the potential to jeopardize sovereignty claims and lead to biologically‐based discrimination. However, the full implications of the potential use of genetic research to legitimize Indigenous status, as described within this research, has yet to be thoroughly explored. By exploring both the genetic and anthropological evidence using a case study of the Indigenous Aeta, this paper provides a unique approach to building a case for Indigenous rights, occupation, use of ancestral lands, self‐determination, and ultimately, recognition as Indigenous people.  相似文献

Rangeland degradation on the Qinghai–Tibetan Plateau is a growing concern, often attributed to climate change and overgrazing. A minority of researchers have suggested instead that degradation may be caused by changes in land management, particularly enclosures and the contracting of long-term rangeland use rights to households. However, these claims have been hampered by a lack of empirical evidence. This field experiment is the first to compare rangeland conditions over time in the case of different management regimes on the Qinghai–Tibetan Plateau, specifically single-household versus multi-household management. A survey of vegetation properties in Maqu County, Gansu province in 2009, and repeated in 2011, examined the differences between single- and multi-household management in terms of vegetation biomass, cover, and species richness. In 2009, the biomass of the sedge group under multi-household management was significantly higher than that under single-household management. In 2011, biomass, vegetation cover, and species richness were all significantly higher under multi-household management than single-household management. These data suggest the flaws of the tragedy of the commons assumptions underlying single-household management.  相似文献

The Census of Canada tells us much about dwellings but little about neighborhood environment. If we want to know just how many Canadians live in homogeneous, modern, low-density suburbs, the best that many scholars can do presently is to assign each Census Tract (CT) to a category of neighborhood environment, and then add up counts of households in all CTs that fit into a specified category. However, Statistics Canada also provides summary data at a finer geographic scale: the Enumeration Area (EA). This paper explores a measure of neighborhood environment derived using a circle of fixed radius drawn around each EA centroid. Each EA centroid is at the center of its own circle but also may lie within circles drawn around other EAs. In this paper, each circle is assigned to a category of neighborhood environment on the basis of housing found in EAs whose centroids lie within the circle. Categorization of neighborhood environment is based on principal type of dwelling and period of construction found within the circle, and the homogeneity of the stock. This paper finds significant differences in neighborhood characterizations when using EA circles compared to CTs. These differences are most marked in the case of larger urban areas. The paper considers why this is the case.  相似文献

采用综合分析法从土地规划干预的视角对土地发展权进行了经济分析,在此基础上以北京市平谷区为例进行土地发展权的定量配置设计,研究结果表明:(1)在政府有效干预下,土地用途转换所带来在农业用途基础上的价值增值即为土地发展权价值;(2)平谷区土地发展权初始配置为每公顷非基本农田土地发展权数量为0.35个,每公顷基本农田土地发展权数量则为1个,二者均有10%属于国家所有;(3)政府对土地利用干预是土地发展权存在的前提,显现了土地发展权的价值,土地发展权制度的设立又是政府干预的补充;(4)土地发展权在土地所有者和国家之间分配,国家的份额比例相对较小。  相似文献
