滨州市土地权属争议调处调查与机制创新探讨

为依法、公正、及时地做好土地权属争议的调查处理工作,以大量土地权属争议案例为基础,结合现行有关法律法规进行分析、总结,探索建立了以＂重在调解、重心下移、部门联动、健全网络＂为内容的土地权属争议调处新机制。达到了提高调处效率、降低社会成本的目的。

加快推进农村集体土地确权发证工作是国家、省、市部署的一项重大确权登记发证任务,主要是为了让农民用地管地有凭有证,保障他们的基本利益,对城市和农村的共同发展,加强农村农业的发展基础,促进农村土地管理制度的大胆革新,集体节约用地有着巨大的重要意义。本文主要是对中山市农村集体土地所有权进行登记、发证的管理信息系统建设方案进行了研究。     

小型私有云环境在智慧城市中的应用

当前智慧城市建设如火如荼,各部委、各地市纷纷开展智慧城市建设,云计算是智慧城市建设的主要内容之一,私有云环境建设为云计算提供基础环境,如何根据各地市的实际情况,布设私有云环境,是智慧城市建设面临的重大课题。本文通过对比多种私有云环境建设方法,为中小城市开展云环境搭建,提供技术参考。     

The evolving role of finance in South Africa’s renewable energy sector

In the last four years, carbon-intensive, coal-dependent South Africa has become one of the leading global destinations for renewable energy investment. This investment can be attributed to the unprecedented take off of the country’s Renewable Energy Independent Power Producers’ Programme (RE IPPPP), a bidding process for the procurement of privately generated, utility scale renewable energy, launched in August 2011. Asserting that energy must be studied within the broader economic, political and social forces in which it is embedded, I explore the fundamental role that different modes of finance have played in shaping South Africa’s emerging renewable energy sector within the context of the country’s unique system of accumulation characterised by its minerals-energy complex (MEC) (Fine and Rustomjee, 1996). I focus on finance and financialisation as growing features within the MEC. I further examine the tension or incompatibility between commercial demands for ‘bankability’, short-term shareholder value and impatient finance and RE IPPPP’s unique requirements for community ownership of projects and the realisation of economic development criteria. I find that a reconfiguration of long-standing MEC actors, particularly in the realms of finance is taking place as they merge with new sources of foreign capital.     

In the name of Development: Power,profit and the datafication of the global South

We examine the current ‘datafication’ process underway in low- and middle-income countries (LMICs), and the power shifts it is creating in the field of international development. The use of new communications and database technologies in LMICs is generating ‘big data’ (for example from the use of mobile phones, mobile-based financial services and the internet) which is collected and processed by corporations. When shared, these data are also becoming a potentially valuable resource for development research and policy. With these new sources of data, new power structures are emerging within the field of development. We identify two trends in particular, illustrating them with examples: first, the empowerment of public–private partnerships around datafication in LMICs and the consequently growing agency of corporations as development actors. Second, the way commercially generated big data is becoming the foundation for country-level ‘data doubles’, i.e. digital representations of social phenomena and/or territories that are created in parallel with, and sometimes in lieu of, national data and statistics. We explore the resulting shift from legibility (Scott, 1998) to visibility, and the implications of seeing development interventions as a byproduct of larger-scale processes of informational capitalism.     

浅谈农村集体土地所有权确权登记发证地理信息工程

农村集体土地确权登记发证工作涉及广大农民切身利益,对农村经济社会发展影响巨大而深远。运用现代测绘地理信息技术,通过外业调查和内业处理,利用第二次土地调查成果,形成从土地数据的获取、处理、存储、汇总分析到信息服务全过程的地籍管理信息系统。农村集体土地确权登记发证工作必须严把质量关,建立质量保证体系;对工程质量进行全面检查,保证各项成果准确无误。     

批量地籍图入库程序设计方法

本文根据作者在工作期间所参与的吉林省地籍图数据入库建设工程项目,介绍了地籍图数据建库的基本思路及作者所编写的地籍图入库程序的设计方法及其功能,使用方法和所解决的实际问题等。     

网络视角下的国有和民营制造企业对欧盟投资的区位选择

在推进“一带一路”建设和推动形成全面开放格局的进程中,越来越多企业走出国门,在全球构建起愈发紧密的联系网络。国有企业和民营企业的海外投资区位选择和差异成为国内外经济地理研究的前沿领域。有别于传统的对区位资源论的分析,本文尝试将映射在区域尺度的国有企业和民营企业网络资源运用于中资企业对欧盟投资区位选择的研究中,并进一步区分国有企业和民营企业网络资源的异质性影响,以期丰富中资企业对欧盟投资的区位研究。研究结果显示现有国有企业网络资源不仅影响后续国有企业的投资选址,也影响后续民营企业的投资选址,但现有民营企业网络资源仅影响后续民营企业的投资选址。从时间维度看,2008—2012年国有企业网络资源和民营企业网络资源分别对后续国有企业和民营企业投资选址产生影响,2013年以后,国有企业网络资源深刻影响后续民营企业的投资选址。这一结果表明在“一带一路”倡议实施过程中,国有企业对推动民营企业“走出去”发挥重要作用。     

重庆市矿业权管理系统建设与应用

矿业权管理是矿产资源管理中的核心业务,重庆实现了全市矿业权管理系统的开发与统一部署应用,已在市、区（县）两级联网应用,为全市矿业权审批监管提供有效手段。本文主要介绍了系统的建设思路、功能、特色以及应用情况。
