Notwithstanding the burgeoning scholarship on enclave urbanism, urban gating has often been pigeonholed as an intra-urban development that is somewhat ‘epiphenomenal’ to wider global processes. Overlooked in the literature is how gated communities as globally-oriented spaces are intertwined with the transnational lifeworlds of its elite inhabitants. As key sites where transnational super-rich elites organize their consumption and reproduce their purportedly global lifestyle, gated communities are now emerging as a new ‘meta-geographical form’ that circulates in and around rapidly globalizing cities. Drawing on the case study of Sentosa Cove, an exclusive waterfront gated community in Singapore catering to ‘high net-worth’ residents, this paper critically examines how elite localities and transnationalism are being socially and spatially reproduced in the city-state. To this end, the paper makes a distinct contribution by bringing to bear critical transnationalism perspectives in the understanding of urban gating and the privileged geographies of the global super-rich.  相似文献

Through a close examination of the case of Virginia v. Hicks—from Kevin Hicks's arrests for trespassing on streets near a Richmond, Virginia, public housing project in 1998 and 1999 to the unanimous Supreme Court decision upholding these arrests on the grounds that no harm was done to the First Amendment—this paper explores how the rights of private property are made, through the judicial process, to "trump" other kinds of rights and interests. It examines the implications of both dominant property practices and discourses and a more general judicial anti-urbanism for city life. The paper shows that one of the things at risk given the judiciary's love affair with private property rights is the right of some people simply to be present in public space. By implication, the paper argues that legal geographies need to examine more than just final court decisions (as is often the case), but also uncover the full legal history—the strange twists and turns—of the cases examined.  相似文献

This paper uses a case study of Business Improvement Districts in downtown Milwaukee to illustrate two key trends in contemporary urban revitalization. First, it highlights the ways in which the relationship between the public and private sectors continues to be reconfigured in the governance of cities. Second, it considers the roles of Business Improvement Districts in light of the current emphasis among urban policymakers and practitioners on delivering "cool" and "liveable" cities. I argue that Business Improvement Districts play a central role in overseeing the contemporary restructuring of urban space in many U.S. cities.  相似文献

This article provides a comparative perspective on homelessness in Canada and New Zealand, with a focus on three urban regions. It seeks to document homeless numbers in the chosen cities, to evaluate the utility of counting the homeless, and to identify common and divergent approaches in homelessness policy. Research involved document analysis, key informant interviews, and participant observation. Literal homelessness is found to be several orders of magnitude higher in the Canadian cities. In one of the Canadian centers, suburban homelessness is emerging as a significant phenomenon. Efforts to count the homeless allow such trends to be tentatively quantified, and inform policymaking. Policy differences between the countries are stark: Canadian cities are seeking to respond to an emergency, which may call for a radical change of approach in the form of "housing first." In New Zealand, a national program of social housing, combined with cultural factors, reduces pressure to act.  相似文献

Kenya's Standard Gauge Railway (SGR), and its construction and financing by China, exemplifies the prominence accorded to mega‐infrastructural projects in contemporary economic development, as well as the dependence this has engendered on external loans. Alongside, multiple geographies intertwine in the SGR which is both a component of China's global ‘Belt and Road Initiative’ (BRI), as well as an East African regional link between coastal Kenya and neighbouring landlocked countries. In most popular and academic analyses, the role of China is emphasized over the SGR's positioning within East Africa. Does this then lead to an undermining of the meanings that are attached to the SGR within Kenya? This article seeks to add Kenyan perspectives to the debate over China's infrastructural loans by examining the range of news media discourses that have emerged around the SGR. Utilizing the theoretical lens of South‐South cooperation and African agency, this study analyzes how material infrastructure becomes meaningful within the context of a political superstructure. For Kenya, this political superstructure is shaped not only by Kenya‐China relations, but also by infrastructural competitions within East Africa, as well as within Kenya itself.  相似文献

The central focus of this paper is on the differentiation of basic urban trading services in middle income cities and its role in service provision for the poor. Most studies dedicated to service delivery to the poor emphasize the inequalities pertaining from a growing differentiation in provision and take up some of the arguments of the splintering urbanism thesis. The paper examines some of the main claims made in this debate through a case study of Cape Town (South Africa). It illustrates how differentiation is implemented through service levels and tariffs and suggests that it is a pragmatic way of accommodating social and spatial disparities in a highly polarized city, while making progressive steps in favour of the poor. The main argument is that, in Cape Town like in many middle income cities, urban diversity restricts the relevance of conventional social policies and the scope of local solidarity with regard to service delivery. The differentiation of provision is thus a strategy to bring the diversity within the public service, and hence to preserve an institutional and financial public capacity of delivering subsidized services to the poor.  相似文献

The City of Toronto has undergone a number of dramatic transformations in the last several decades morphing from an industrial-driven metropolis into a thriving real estate and consumer amenities market. Over these decades, the development of condominiums has significantly transformed Toronto’s cityscape surpassing by far other types of real estate development. Based chiefly on a series of interviews with property developers and local politicians, this article explores development from the perspective of condo developers. The article identifies the key condo developers and categorizes them according to their development approaches and spatial preferences. Findings reiterate the need to consider property developers as highly diverse and flexible place entrepreneurs. Differences play out not merely in preferred development location and size, but also in target population, tenure mix, corporate structure, and the extent to which capitalism and economic gain are mixed with more idealistic motivations such as social benefits.  相似文献

The scale and severity of property crashes following the global financial crisis has made vacancy a more visible and politically significant feature of cities. Although research has focused on urban experiments in vacant spaces, there has been less emphasis on how the contested property relations around vacancy remake urban governance. In this paper, we argue that debates about vacancy have been a central concern in post-crisis urban governance. In the first part of the paper we draw two conceptual approaches into a dialogue and apply them to an analysis of vacant space: that of Nicholas Blomley on property and Elizabeth Povinelli on “alternative social projects”. In the second part of the paper, we critically analyse how three groups discursively construct the need to “activate” and “re-use” vacant spaces in Dublin: grassroots groups, urban policy-makers, and financial actors. We argue that governing vacancy will be a key feature of post-crisis urbanisation.  相似文献

In this article, we analyze the production of inequalities within the centralized water supply network of Lilongwe. We use a process-based analysis to understand how urban infrastructure is made to work and explain the disparity in levels of service by tracing the everyday practices of those who operate the infrastructure. This extends existing analyses of everyday practices in relation to urban water inequalities in African cities by focusing on formal operators, rather than water users, and looking within the networked system, rather than outside it. Our findings show that these practices work to exacerbate existing water stress in poor areas of the city. We conclude with a reflection on how understanding these practices as the product of the perceptions, rationalizations, and interpretations of utility staff who seek to manage the city’s (limited) water as best they can offers insight into what is required for a more progressive urban water politics.  相似文献
