Local music policies within a global music industry: cultural quarters in Manchester and Sheffield

This paper will explore the relationship between the local and the global in the music industry through the lens of place-based cultural policies.The first part of the paper will outline current debates around the complex interaction of the local and the global in culture in general and the popular music industry in particular. Alongside the continuous expansion of globalisation has been a reassertion of ‘place', of ‘locality'. Whilst this has been investigated to some extent at the level of local music scenes it has never been fully addressed in terms of music industry policy as part of an economic development strategy. Yet it is here that the particular values of ‘place' are asserted in the face of some ‘global' music industry with a view to developing (or at least retaining some of the benefits of) a local music industry.Whilst situating itself within these debates about the relationship of local and global musical production and consumption, the paper explores the different strategies of two northern English cities and their attempts to promote culture, and music, within each cities ‘cultural quarter': Sheffield's Cultural Industries Quarter and Manchester's Northern Quarter. The paper analyses the role and appropriateness of local authority policy intervention, the importance of ‘soft' networks within local music scenes and the different ways in which authorities in each example have tried to overcome dichotomies of art and industry, cultural and economy.     

西藏产业的可持续发展问题研究

西藏是中国自然资源最富集地区之一,但自然生态环境脆弱、经济发展至今仍相当落后。要保护改善生态环境、摆脱贫困落后、走向持续繁荣,就必须改变传统的产业发展模式,走产业可持续发展道路,努力实现产业的资源化、特色化、社会化与生态化。既要注重自然与人文资源的多元化综合开发,充分发挥资源优势构筑高原特色产业;又要推动各民族人民普遍参与共同繁荣,促进一、二、三产业的协调持续发展。只有这样,才有可能确保高原独特生态系统的良性循环,合理开发利用丰富资源,加快推进区域可持续发展的现代化进程。     

城市广告业集群分布模式——以深圳为例

广告业是商品经济和消费文化的必然结果,世界发达国家的广告业具有明显的创意和文化产业之特点。我国广告业在改革开放以后获得了恢复和快速发展。以深圳为例,将广告业作为文化产业服务与生产体系,采用广告业业内人士的分类框架,建构和分析了深圳广告产业的基本结构特点。运用GIS空间分析工具,识别了广告业在城市空间的分布和集群形态。结合对广告公司的深入访谈,提出广告业集群的形成和关联机制具有广告主主导型、媒体依赖型、产业关联型、成本导向型、环境氛围导向型和社会关系型等6种模式。由“广告公司-广告主-广告媒介”组成的三角博弈关系以及三方各自可能到达的地理空间范围,共同作用,构成了广告公司生存、发展、区位选择、空间流动和地域拓展的核心动力机制,任何一方的实力和地理空间变化都可能影响一个城市和地域整体广告业的生态格局。     

Social license and the fear of Mineras Interruptus

This review article offers a critique of the social license concept, and of the debate surrounding it. In order to best understand what is meant by “social license”, one must look beyond its constituent terminology and instead examine the core drivers of contemporary mining practice. The working assumption inside the industry is that if disapproval becomes too intense there is a chance that members of the community will interrupt mining activities. This is what I refer to as ‘the fear of Mineras Interruptus’. If there is any meaning to attribute to the term ‘social license to operate’ – it is to be found in the fear of losing access – because other factors relating to social performance or benefits are considered peripheral. The author argues that the mining industry’s adoption and application of the concept should be viewed critically and not promoted on face value.

膨胀石墨化学氧化法制备技术研究进展

膨胀石墨是石墨的重要深加工产品之一.目前膨胀石墨工业生产用的最多和最成熟的方法是化学氧化法,具有很多优点.由于这种工艺生产过程存在环境污染,产品在应用中对设备有腐蚀,高温抗氧化性及强度不高等原因,限制了其进一步发展.介绍了近年来围绕化学氧化法制备工艺及产品性能改进问题国内外研究的主要进展.讨论了利用低品位和细鳞片石墨原料,降低或消除生产过程中的NOX、重金属离子的污染,降低产品的含硫量和腐蚀性,提高产品的膨胀倍数、抗氧化性和强度,改进产品的膨化工艺等方面的技术措施及应用效果.指出了化学氧化法进一步发展的方向和应用前景.

CLUSTERS AND COMPLEXES OF MEDIUM-SIZED URBAN MANUFACTURING SYSTEMS: TWO CASE STUDIES IN BRAZIL *

Industrial linkages of two medium-sized Brazilian urban manufacturing systems are analyzed. Clusters are similar to those of the national economy while complexes are uneven for the two cities which implies that neither the size nor the diversity of the local industry influences the evolution of complexes. Development depends on time and on the volume (threshold) of manufacturing activity. If manufacturing complexes are carefully implemented and maintained, medium-sized centers might become viable manufacturing growth center communities.     

基础地理信息元数据的管理和应用

在分析了元数据的基本内容和扩展方法的基础上,根据基础地理信息建设和更新维护的流程引入了基础地理数据元数据,使元数据和基础地理信息生产过程紧密结合,互为补充。实现了在生产流程中的各环节更新元数据,通过元数据管理测绘生产流程并构建了元数据管理与服务系统得到实际的应用。     

Grounding mobile policies: Ad hoc networks and the creative city in Bandung,Indonesia

This paper explores the ad hoc networks that form to move policies to new sites by examining the process through which the city of Bandung, Indonesia adopted a creative city policy. As revealed through the Bandung case, attention to the formation of these networks highlights the way that power operates within them, privileging certain ideas and structuring the ways in which information flows through their channels. This insight suggests that the concept of policy mobilities would be enriched by a closer attention to the way power is used to construct networks that promote specific policies and places as sites of ‘best practice’. Furthermore, this paper extends the concept of policy mobilities to a city ‘off the map’. In contrast to most existing policy mobilities research that tends to focus on the stable, large‐scale networks through which policies travel and on the high‐profile cities constructed as policy models, the case of Bandung provides a study of how policy mobilities may occur differently outside of its well‐established locations.
