City centre retail development in England: Land assembly and business experiences of area change processes

The period stemming from the late 1990s has witnessed the emergence of large scale city centre retail developments across England. Such projects have received government support because of their association with urban sustainability, in addition to the potential to catalyse broader regeneration and gentrification processes. Whereas some early projects proceeded relatively quickly, other schemes were delayed by complex land assembly requirements. Investigating beyond the formal compulsory purchase process, this paper draws on small businesses’ experiences of the land assembly process to provide a critical perspective on contemporary urban developments. It does so by drawing on interview material collected from small businesses affected by a proposed Retail Core Expansion within the city of Wolverhampton. By analysing attitudes towards communication practices, compensation discussions and relocation assistance, the picture is painted of an exclusionary development model and of limited support for existing land interests. Although active business responses are recognised, anxiety was prevalent because of the overwhelming dominance of future-orientated horizons and narratives.     

Rural restructuring and social sustainability: some reflections on the Western Australian wheatbelt

Over the past three decades the Western Australian wheatbelt has undergone dramatic economic, environmental and social changes precipitated, primarily, by the process of rural restructuring. Farm amalgamation, environmental degradation, labour market adjustments and severe population decline have been consistently noted trends throughout much of the wheatbelt. The ongoing and integrated nature of these problems has led to increasing calls for a more holistic approach to sustainable rural development. This paper argues that while considerable efforts are being made to find solutions to the economic and environmental problems faced in the wheatbelt, these endeavours do not address many important problems faced by rural communities. It therefore advocates the inclusion of a social dimension in any attempt to achieve an overall goal of rural sustainability.     

The enigma of social sustainability in rural Australia

While much previous work has been done on the general concept of ecological sustainability, there is relatively little that examines the likely spatial aspects of a socially sustainable rural system. Having defined essential concepts, this study first identifies major current forces for rural change likely to influence any future sustainable system. It goes on to specify those features of modern rural social formations which I believe deserve retention. Finally, some essential requirements for a socially sustainable system are established.     

生计恢复力研究进展与启示

为应对国际环境的复杂性和不确定性,生计恢复力研究成为群体或个人应对外界干扰、减少贫困和提高适应能力的有效方法。通过梳理国内外相关研究成果,总结了生计恢复力的概念、分析框架与评价方法研究进展,揭示了其对推动生计恢复力创新研究的重要启示。研究发现:国内外学者在生计恢复力的概念上已达成初步共识,但生计恢复力分析框架缺乏普适性,研究方法和技术缺乏深度融合,研究对象的范围有待拓展。今后应加强生计恢复力理论方法研究,构建国内生计恢复力研究的一般范式;开展空间技术应用与个体福祉研究,拓宽生计恢复力评价内容和方法;加强分析多重干扰下生计恢复力动态演化机制,深化生计恢复力适应性管理综合研究,非农个体生计恢复力(尤其是旅游生计恢复力)的研究是拓宽生计恢复力理论研究和服务全球可持续发展需求的重点领域。     

开发区流动人口生计资本测量及生计空间特征分析——以广州南沙新区为例

开发区在中国城市与区域发展中作为经济活动和流动人口的聚集区域发挥着重要作用。基于对南沙新区流动人口的问卷调查与访谈,从生计空间的角度测量流动人口的生计资本,分析其生计空间特征,并与当地居民进行比较。研究发现,流动人口在开发区的生计空间存在延伸或压缩。其中,经济空间得到了延伸,制度空间、社交空间、公共服务空间、居住空间等存在不同程度的压缩。经济空间的扩张是吸引流动人口在开发区就业的主要因素,但其余空间的压缩和经济空间的有限延伸使流动人口在进入后缓慢外迁。因此,改善开发区流动人口的生计空间,对于提升城市工业工人的生活条件,制定城市一体化发展战略,促进城市社会空间整体提升具有重要意义。     

Transformative potential in sustainable development goals engagement: Experience from local governance in Australia

Localising the Sustainable Development Goals (SDGs) is often associated with the act of localising goals, targets and indicators, as well as the activities to measure and monitor progress. However, local communities worldwide are starting to engage with the SDGs by other means, for example, by incorporating the SDGs into local governance. In these efforts to make the SDGs part of an existing local governance process, which we call SDG engagement, the SDGs can be valued differently. They can be valued for their potential to support a widespread and fundamental change in society (the SDG transformative potential) or for their moderate addition to ongoing practices and activities (the SDG conventional value). Currently, how local governments can engage with the SDGs in different local governance activities is underexplored. This study introduces eight modes through which local governments can engage with the SDGs in local governance and discuss the unique transformative potential of those engagements via synthesising knowledge across 14 empirical studies of local communities in Australia. Building on the findings of this study, we propose a framework to aid SDG engagement in local governance activities, highlighting the transformative potential of the engagements. The study highlights the need for future explorations on the opportunities to enact a deliberate and more ambitious transformation driven by governance institutions.     

震后应急救援民生保障物资需求模型研究

根据《应急物资分类及编码》（GB/T 38565—2020）,对震后所需应急救援民生保障物资种类进行梳理,参考地震应急处置经验和有关专家学者的研究成果,制定地震应急救援基本民生保障物资最低需求标准。对2007年以来有记录的物资投入数据进行梳理统计,采用数值拟合方法构建震后物资需求模型,计算震例模型值、标准值,并对实际值与模型值及实际值与标准值偏离程度进行对比分析,提出模型应用注意事项。

Greening U.S. National Parks: Expanding Traditional Roles to Address Climate Change

The U.S. National Park Service has embarked on a new campaign to address climate change. This directive includes new programs to encourage visitors to change their behaviors once they return home. By becoming involved in issues that go beyond park boundaries, these changes mark a shift in how the National Park Service fulfills its mission. This article explores how these efforts evolved and the possible implications to the visitors being exposed to a new message. Visitors were surveyed in Denali National Park and Preserve in Alaska. The results revealed that the majority of those surveyed support these new efforts by the National Park Service.
