高原交通干线对土地利用和景观格局的影响——以兰州至格尔木段为例

运用景观生态学方法和Arc/Info软件，研究1995年至2000年兰州至格尔木铁路沿线的区域土地利用和景观格局变化，分析交通干线（公路和铁路）的影响程度与范围。主要结果如下：（1）东线土地利用和景观格局没有发生显著变化，西线土地利用和景观格局变化较大；（2）东线缓冲带土地利用程度综合指数没有显著变化，西线缓冲带土地利用程度综合指数明显升高。缓冲带综合土地利用动态度的变化反映了交通干线的轴向影响规律；兰州至西宁铁路对土地利用变化的显著影响范围是5km，青藏铁路对土地利用变化的显著影响范围是7km；（3）9个城市缓冲带的土地利用变化分析表明：城市扩展主要发生在1km缓冲带内。     

Treating the Risks in Cairns

Cairns is exposed to the well-known natural hazards oftropical cyclone, flood, stormsurge and thunderstorm, but is also exposed to thelesser-known hazards of landslip, earthquake and dam break flooding. Recommendations fortreating the risks associated with these hazards have been made that will involve amulti-disciplinary approach to treatment strategies, require the cooperation of allthree levels of government, involve public utility authorities and private enterprise andinvolve the community as a whole.This paper summarises the suggested mitigation treatmentoptions, presented to the Cairns City Council and identified in the LocalGovernment Disaster Mitigation Project conducted in Cairns in 1999/2000 by theQueensland Department of Emergency Services.     

‘Bringing government to the people’: women, local governance and community participation in South Africa

This paper considers the ongoing political transformations in South Africa in the context of debates about good governance and participatory democracy. It first appraises the current transformations of local government in South Africa, focusing specifically on relationships between gender equality and citizenship on the one hand, and local government policy, legislation, and community participation on the other, and then explores meanings of participation and how they inform approaches towards local socio-economic development. The findings of primary research conducted with civil society organisations and black women in communities in the Cape Town metropolitan area are explored through three interrelated themes. First, the model of structured participation that is central to South Africa’s democratic transformation is assessed from the perspective of black women. Second, cultures of alienation, both within local governance structures and amongst black women and the extent to which recent restructuring is combating or contributing to these are explored. Third, how participation policies are dealing with conflict within and between target groups are analysed, whether stakeholder group politics obliterate important differences in interests and whether alternative structures might be more effective in terms of women’s participation and empowerment. Finally, the findings are interpreted in relation to theoretical concepts of good governance and participatory democracy, and the potential and problems of realising South Africa’s transformation process toward developmental local government are assessed.     

Creating a GIS application for retail centers in Jeddah city

The aim of this paper is to identify the role of geographical information systems (GIS) in supporting retail planners in monitoring and analyzing retail development and growth. At first, a review about retail planning and its relevant issues is made. Second, GIS is defined together with its applications in retail planning. The third part discusses the created GIS application that is designed for two retail centers in Jeddah city, Saudi Arabia. This application is created to help planners in defining the distribution of retail demand, describing customers profile, analyzing trade areas and modeling retail flows. Two useful models have been produced by this study. One is called market penetration and the other is based on spatial interaction technique. The former is created to examine retail center catchment area, while the latter is used to model the interaction between demand areas and retail centers.

The l:200,000-scale map of the near-surface mineral resources of the Federal Republic of Germany

For those who deal with aspects of regional planning that are affected by the extraction of near-surface mineral resources, a simple map that shows the distribution of these resources accompanied by explanatory notes is essential; a preliminary 1:1 million-scale map was published in 1982. The Geological Surveys of the Federal States of Germany, in conjunction with the Federal Institute for Geosciences and Natural Resources, are compiling a series of maps that will cover the country at a scale of 1:200,000. When completed by the end of the next decade, this set of maps will consist of 57 sheets, each of which will be accompanied by explanatory notes. By the end of 1995, 17 sheets had been published BGR reports on the status of a Federal mineral-resource mapping program.

LANDSCAPE PERMANENCE AND NUCLEAR WARNINGS

ABSTRACT. From the perspective of a human lifetime, the hazards of some nuclear wastes are permanent, so the warnings we place at contaminated nuclear sites must be permanent too. I address questions of how best to provide one hundred centuries of public warning at the first facility for permanent disposal, the Waste Isolation Pilot Plant in New Mexico. Scenarios of intrusion developed to guide the design of warning markers predicted that most of the changes in the area will be social and cultural. Because blatant and permanent markers will increase, not reduce, the probability of inadvertent intrusion, the most appropriate warning is a “landscape of illusion.” Such a landscape needs not permanent surface markers but underground warning devices beneath a soft surface marker. No warning can guarantee deterrence for 10,000 years, however.     

法国巴黎区的规划与整治及其对上海建设的启示

本文对法国巴黎区城市膨胀扩展过程、城市规划指导思想由同心圆模式向轴线发展模式、由单个要素转移到郊区城市综合功能开发转变的原因进行了分析，并对以巴黎城市副中心和郊区新城建设等为主要内容的城市规划经验教训进行了介绍和总结。在此基础上，结合上海市经济社会发展的条件和目标，分析了上海市规划中存在的郊区城市规模小、城市工业“空洞化”、城市建设政策措施协调配套以及浦东建设项目利用效益低下等几个城市建设面临的主要问题，并提出了相应的改进建议。
