中国高技能劳动力与一般劳动力的空间分布格局及其影响因素 总被引:4,自引:3,他引:4
基于2000和2010年全国人口普查分县数据和地级行政单元数据,采用不均衡指数和空间自相关分析等方法,刻画中国高技能劳动力和一般劳动力的空间分布格局及其变化,并采用空间滞后模型,识别高技能劳动力与一般劳动力空间分布的决定因素及其变化。结果表明:① 两类劳动力总体的空间特征均为东南密集,西北稀疏;② 2000—2010年,高技能劳动力在空间分布上呈集中化的趋势,而一般劳动力呈分散化的趋势;③ 十年间高技能劳动力集聚区虹吸作用加强,其分布越发集中于沿海特大城市群,而一般劳动力集聚区回波作用加强,其分布越发均衡;④ 空间回归分析结果表明,职工平均工资、是否直辖市或省会、每万人在校高校学生、是否沿海城市、常住人口数和空间溢出效应在十年中一直都是决定高技能劳动力和一般劳动力空间分布的主要因素,而失业率、中学生师比、二氧化硫排放量和绿地率在2010年也成为影响两类劳动力空间分布的主要因素。对比两类劳动力的模型结果可得,高技能劳动力的空间分布受行政因素、高校因素和地区生活舒适度的影响更大,而一般劳动力的空间分布受劳动力市场因素的影响更大。 相似文献

Urban areas compete with one another for people, goods, capital, ideas and other inputs of economic activity. Under the rubric
of globalization, instead of only maintaining or improving the initial stock of assets in a city, the power of a place to
attract outside flows of economic activity from elsewhere is increasingly important to economic development. Similarly, global
or world cities are characterized as the command and control points through which these global economic flows operate. In
response to the heightened mobility of highly-skilled labor across national borders, research has begun to examine the role
of international human capital as an economic flow. This paper will examine the role of places in determining where the highly-skilled
go in the global economy by viewing global city command and control functions as requiring unique labor flows. By reviewing
the evidence found in the literature, we can better understand the potential for urban areas to compete for highly-skilled
labor in the global economy. Known indicators of place attractiveness are assessed to examine the relationship between the
economic trajectories of cities and their labor requirements. Cities are situated between firms and states as the key place-based
actors which influence the mobility of highly-skilled labor. Finally, the paper also examines measurement issues and methodological

The devolution and regionalisation of political and administrative structures following the election of New Labour in 1997 have changed the nature of the state and territorial development and governance in the UK. A regional and sub-national tier has opened up within the existing multi-layered governance system operating at the supra-national, national and local scales. This ‘new institutional space’ is increasingly open to the participation of social institutions--including trade unions--in economic and social governance. Drawing upon empirical analysis of the experience of the Northern Trade Union Congress (NTUC) in the North East region of England, the paper argues that the NTUC--in contrast to its national organisation--is beginning to engage with the emergent institutional structures but its role is inhibited by the centralised strategy and structure of the TUC nationally, its own need for upgrading, capacity building and greater financial resources and the interaction between the North East’s particular legacy of tripartite corporatism and the more pluralist modes of regional development governance emerging in the English regions. The objective of this paper is to examine the main changes in the metropolitan labor markets associated with economic restructuring in Mexico during the late 1980s and beginning of the 1990s. The analysis refers particularly to the four largest metropoles of the country, Mexico City, Guadalajara, Monterrey and Puebla, looking for common characteristics in their emergent employment structures now strongly differentiated in terms of rewards, stability in employment relations and conditions of access to jobs. The analysis reveals that largest metropolitan areas have been the most profoundly affected by the economic restructuring resulting from globalization, through a rapid de-industrialization and the expansion of the tertiary sector. Metropolitan labor markets in Mexico, at the time that show signs of social polarization in the formal sector, put in evidence a general process of precarization – less labor stability, replacement of permanent by part-time jobs, and increasing subcontracting –, segmentation of the labor force, and an increasing informal conditions of economic activities with small businesses and unskilled, temporarly and poorly paid jobs. The labor force segmentation and its more precarious and casual conditions are mostly explained by the impact of recent neoliberal policies, and recurrent economic crisis during the 1980s and 1990s which highly contributes to social inequality. 相似文献

The expansion of multinational corporations into agricultural production around the world is resulting in new forms of engagement in specific places. In the context of neoliberal restructuring, these engagements are tied to shifting landscapes of societal, governmental and industry-based perceptions on the role of corporations in labor regimes. But how are these engagements developed and how do they connect to the everyday lives of workers? In India, when Monsanto expanded into hybrid cotton seed production in the early 2000s, the corporation came under pressure to address concerns over the widespread employment of children and young workers for seed pollination. In response, the corporation developed an approach to child labor that, I argue, works to reinforce generalized and problematic notions of childhood and work. Corporate engagements in global agriculture need to be situated in time and space, and alongside the experiences of workers. Children experience attempts to shape their patterns of work and mobility as a series of surmountable obstacles, disconnected from the process of deciding whether or not they will engage in this work. Drawing on qualitative fieldwork in Gujarat and Rajasthan, and documentary analysis of public documents, I outline the development of a corporate response to child labor and place it within the context of the rise of corporate social responsibility, global ideas of child labor, and in the specific case of cotton seed production in western India. I demonstrate that contextualized geographies of working children in globalized agriculture reveal the nature of multinational corporations’ engagements in specific places. 相似文献
