LOCATIONAL CHARACTERISTICS OF FOREIGN EQUITY JOINT VENTURE INVESTMENT IN CHINA, 1979–1985

An examination of the locational characteristics of intended foreign equity joint venture (EJV) investment in China during the period 1979 to 1985 indicates that foreign EJV investment was highly concentrated in the coastal region, in the more developed areas of the provinces, and in large cities. The locational characteristics, however, differed between economic sectors and between countries of origin of investment. Although foreign EJV investment became spatially more dispersed through time, the impacts on the development of inland regions and backward areas in China remained limited.

1980-2003年广东省外商投资的时空变化分析

广东省外资分布的地域差异是导致省内区域发展不平衡的重要因素之一。本文主要分 析改革开放20 多年来广东省外商投资的总体时空扩散模式, 并探讨不同来源地的外资在不同 时期的分布与扩散情况及各自投资动因的变化。研究表明, 广东省外商投资的时空模式不断 演变, 经历了由外资增长极向外扩散的过程﹔随着省内投资环境日趋成熟, 政策因素对外商 投资的吸引力减弱, 而区域经济发展水平与区域市场规模是吸引外资最重要的因素; 不同来 源地的外资的时空扩散模式与动因皆有一定的差异。最后, 对广东省改善投资环境与利用外 资工作提出了建议。

Production and R&D networks of foreign ventures in China: Implications for technological dynamism and regional development

This paper analyzes the nature of FDI local networks in production and R&D activities in China and discusses their implications for technological dynamism and regional development. We investigate foreign ventures (or foreign-invested enterprises, FIEs) in the information and communication technology (ICT) industry, based on a large-scale survey of ICT firms conducted in three mega-city regions of China: Beijing, Shanghai-Suzhou, and Shenzhen-Dongguan. Our data show that FIEs in China are gradually localizing their production, but the extent of local embeddedness is contingent upon home country effects, local specific contexts and FDI-host region relationships. We have also found significant influence of industrial agglomeration on FDI location and network decisions. Beijing tends to have broader FDI sources and better integrated global-local networks, while in those regions dominated by FDI such as Suzhou and Dongguan, FIEs are thinly embedded with local economies and tend to establish global-local networks among themselves; local embeddedness is limited by a series of technological, institutional, spatial, and structural mismatches. Shanghai and Shenzhen are in between. More efforts are still needed to better integrate FDI with local economies and strengthen China’s local innovative capacities.     

中国乡镇企业外向型经济发展的基本态势及省际差异

乡镇企业在中国外向型经济的发展过程中发挥着越来越重要的作用,１９９３年,乡镇企业在出口交货额同全国外贸出口总额之比已达到４４．５％,本文以口乡镇企业的增长态势,行业结构的变化以及地域分布特征等为研究主线,结合最近几年“三年一补”这种特殊的外向型企业形式的空间积聚过程,外商在乡村企业投资以及乡镇“三资”企业的省际分布差异和最新变化趋势的研究,利用因子分析和聚类分析等统计方法,综合探讨了中国乡镇企业外     

赣州京九铁路沿线地区工业投资环境系统诊断与调控方略

本文运用因子分析方法,筛选了能够基本反映沿线地区工业投资环境状况的区位条件、资源赋存、基础设施、经济发展水平与活力、市场发育与要素保障和社会服务状况6类因素共32个因子及58项指标,以沿线地区范围内的7个县（市）为地域单元,对区域内部的工业投资环境差异进行了系统诊断,结果显示沿线地区工业投资环境内部不同因素之间存在较大差异,基础设施、经济发展水平与活力、市场发育与要素保障3类因素的系统差异总体上大于社会服务状况、资源赋存、区位条件3类因素,同时表明改善工业投资环境的重点所在,进而在此基础上提出了重塑工业投资环境的调控方略。     

Foreign Direct Investment in the Czech Republic

This paper evaluates foreign direct investment (FDI) in the Czech Republic and its regional development consequences after the collapse of state socialism. Two types of FDIs are identified: cross border export-oriented investments and market capture investments. The cross border export-oriented investments exploit low cost labor in the service of external markets and are typically concentrated in peripheral areas, mostly along the former West German border. This type of FDI is not likely to contribute to durable regional economies. The market capture investments involve both servicing the Czech market and integrating activities within a larger, multinational corporate network. This type of investment may create more durable sources of regional economic activity. A case study of the Volkswagen/Skoda joint venture is used to examine market capture investments and their consequences for regional development. This paper is based on interviews with plant managers and trade union leaders in companies with foreign investment, governmental officials at the various ministries and state agencies dealing with FDI, and information and data from the secondary sources.
